The proposed addition is , comprised of a new second-level "Concourse A" with a total of 48,802 square feet, including space for LO gates/holdrooms, circulation, concessions, restrooms, and support areas. A new extended passenger bridge located `✓ post-security will connect the existing landside terminal building with the new Concourse A. The new Concourse is , a single-story concrete structure that is supported by piers to align with the second level of the existing Terminal and is open below for airside operations. Below the new concourse is an additional baggage make up area and equipment, airline ramp spaces, and ramp CL equipment storage areas. The existing landside terminal building will be renovated and improved to accommodate an expanded security checkpoint with 4 lanes and added support spaces at the existing restaurant location. It will also 0 provide passengers with direct access to the lower-level baggage claim area. 0 At the existing ground level concourse,there is a planned baggage-claim expansion to support the increased baggage operations comprising a total of 11,800 square feet. A new rental car facility area and baggage service offices will be 0 provided within the ground level expanded baggage claim hall. In addition, airline ramp level support offices will be centralized at the ground-level. McFarland Johnson (CONSULTANT) has been retained by Monroe County (COUNTY) to provide program validation,engineering design and construction administration and inspection services for a terminal expansion at the Key West International Airport(AIRPORT),all as further described in this document. CONSULTANT has partnered with Mead &Hunt Inc. (ARCHITECT) and Atkins North America (ATKINS), in addition to other subconsultants serving minor roles.This task order(Task Order 1)includes program validation and preliminary engineering services for the terminal program. The program validation services will be based on the Jacobs Project Management Co. (JACOBS) Concourse A Schematic Design Narrative Report (dated 10/19/2020) and the 15% Schematic Design drawings(dated 6/17/2020). SCOPE OF WORK The CONSULTANT shall provide the following professional services under this scope of work as related to the above described project including an existing building Light Detection and Ranging(LIDAR)laser scan,development of an existing Building Information Model (BIM) model, the preparation of a topographic survey, subsurface utility investigation,geotechnical investigation,code analysis,sustainability review,and a program verification of the Jacobs programmatic documents including: site/civil, special systems, architectural, security/IT, mechanical, electrical, Packet Pg. 1169 J.5.a PSO TIP 2021-01 plumbing, fire protection and structural systems. The project will be completed with funding provided through a Florida Department of Transportation(FDOT)grant and local airport funds. A. ADMINISTRATION/PROJECT MANAGEMENT/STAKEHOLDER ENGAGEMENT The following items of work shall be completed under the Administration/Project Management task: A. The coordination with the COUNTY & AIRPORT staff, key stakeholders, and associated utility company personnel regarding owned and/or operated facilities that may be impacted by the project. B. Procurement and coordination with the subconsultants and special services such as topographical survey and mapping, subsurface investigations and geotechnical report, architectural code review U services, LIDAR scanning, BIM model development, and programmatic verification services necessary for completion of the work to be done under this contract.This includes the preparation of the necessary subcontract documents,negotiation, and/or bid solicitation and award as required. le C. Coordinate, attend and lead an anticipated week-long series of project kickoff and coordination meetings with COUNTY, AIRPORT, JACOBS, airline representatives and other key LU stakeholders, and up to six (6) weekly meetings with the AIRPORT and/or Monroe County 06 planning and building department representatives to facilitate coordination and project reviews. 2. PROGRAM VALIDATION ,n Z A. CONSULTANT will lead the programmatic review of the aforementioned JACOBS 15%drawings T_ and Schematic Report, and coordinate with ARCHITECT and ATKINS, in addition to additional subconsultants, as required. A review of the proposed mechanical, electrical, plumbing, fire N cv protection, structural, site/civil, architectural, and interiors will take place, with a concentration on code requirements and analysis, applicability of suggested systems, preliminary sizes of proposed U) spaces, and a review of life safety issues will take place. B. CONSULTANT will coordinate with ATKINS and AIRPORT to complete a LIDAR laser scan of U the existing terminal building, to develop a BIM model for the existing building, and perform a r_ programmatic validation review of the proposed site/civil,stormwater,utilities,and special systems. A more detailed description of the ATKINS scope of work can be found in Attachment A. o C. CONSULTANT will coordinate with ARCHITECT and AIRPORT to perform a programmatic validation review of proposed architectural, interiors, sustainability aspects, BIM coordination, lighting aesthetic design, security screening checkpoint design, and quality assurance/agency coordination. A more detailed description of the ARCHITECT's scope of work can be found in Attachment B. m D. Complete an investigation to gather the necessary data for design of project. The investigation will consist of a review of the existing data such as survey information,geotechnical data,as-built utility drawings and terminal construction drawings and other existing data, as it is readily available, in addition to on-site review of existing building systems. E. Conduct a topographic and boundary field survey of the proposed project's property.The field work will include survey documentation of project features including pavement edges,drainage features, Key West International Airport Concourse A and Terminal Improvements Program McFarland Johnson Task Order 1—Program Validation and Preliminary Engineering Services Scope of Services 2 Packet Pg. 1170 J.5.a PSO TIP 2021-01 lighting, signage and grading within the project limits as well as boundary survey information and obtaining the Property Record Card from the County all as further described in the SURVEY/SUBSURFACE UTILITY section. F. Obtain the necessary soils investigation data,including borings,as well as field and laboratory testing to identify existing soil conditions and subsurface characteristics. The sub-consultant will provide a geotechnical report with site preparation requirements and recommended foundation types, all as further described in the GEOTECHNICAL section. G. Complete draft Program Validation Report summarizing the findings of the review, code analysis, geotechnical data, survey and recommended next steps and submit to the AIRPORT. 0 U H. Schedule and conduct a meeting with the AIRPORT,JACOBS,and other stakeholders to present the findings of the Program Validation Report results. After the meeting and receipt of comments from the AIRPORT, CONSULTANT will revise the Program Validation Report and resubmit report to AIRPORT for final approval. Up to two rounds of revisions are included. le I. Submit finalized Program Validation Report to AIRPORT and COUNTY in preparation for the primary design phase work(to be included in forthcoming Task Order#2). 06 e( 3. CODE ANALYSIS LO A. Prepare a list of applicable codes, standards and regulations that apply to the design of the project. W B. Prepare a preliminary fire protection/life safety code analysis report for the project detailing the N applicable code requirements based on the applicable codes and standards. The code analysis report will address the following fire protection/life safety features: • Applicable codes and standards • Occupancy classifications • Building height/area limitations U • Construction type and fire resistance ratings • Fire resistance rated separations(fire walls,occupancy separations, and smoke barriers) • Floor opening protection 0 • Automatic fire sprinkler systems, standpipe systems, and portable fire extinguishers • Fire detection/alarm systems • Smoke control _ • Interior finishes • Means of egress • Emergency and standby power • Elevator functions(pertaining to fire protection/life safety). • Submit the fire protection/life safety code analysis report to the CONSULTANT for review. • Review and comment on the preliminary code analysis drawing prepared by CONSULTANT. GEOTECHNICAL A. The scope of work will consist of: • Eleven(11) Standard Penetration Test(SPT)boring to a depth of 30 feet; • Two(2) SPT borings to a depth of 60 feet for the pedestrian bridge; • Nine(9)pavement cores; • Nine(9)auger borings to 10 feet depth below pavement cores • Nine(9)Dynamic Cone Penetrometer(DCP)borings below base in paved areas; • Two(2) auger borings to 6 feet depth; • Two(2)Constant Head permeability tests to a depth of 15 feet per SFWMD method; • Two(2)Modified Proctor per ASTM D1557; • Four(4)CBR tests per ASTM D1883; • One(1)meeting; • Laboratory Testing; 0 • A report will be issued that contains the exploration data, pavement core data and photos, y permeability test results,laboratory test results,a discussion of the site and subsurface conditions, geotechnical recommendations for foundation design, and a discussion of construction 06 considerations. 5. SURVEY/SUBSURFACE UTILITY LO Topographical Survey Requirements: A. Project Limits -The approximate project limits are described by solid red line in Figure 1 below. N The scope of work will consist of: 0. • Establish horizontal and vertical control as necessary to meet the project objective. • Perform full topographic survey of the area outlined in Figure 1 below,made a part hereof and incorporated herein by reference. • The survey will locate visible surface improvements,including,but without limitation to r_ pavements,hardscape surfaces,utility fixtures,manholes, (with rim elevations) and drainage structures(with rim elevations). For catch basins and manholes: Identify each corner and the center of the cover. • Acquire spot elevations at 100-foot grid intervals on ground surfaces,(including high and low points)within non-paved areas. • Locate visible surface indications of NAVAIDS and signs within the Project Area. • All paved areas will be collected using conventional survey methods. This will include the following components: ■ Pavement joint patterns where visible. ■ Paint stripes. ■ Outer edges of drop inlets. ■ Lights and related fixtures. ■ Building outlines. ■ Elevations will be collected at 100-foot intervals the along pavement surfaces. ■ Locate concrete slabs. • Obtain cross-sections at 100-foot intervals along pavement areas,using conventional surveying Key West International Airport Concourse A and Terminal Improvements Program McFarland Johnson Task Order 1—Program Validation and Preliminary Engineering Services Scope of Services 4 Packet Pg. 1172 J.5.a PSO TIP 2021-01 • instruments to perform quality control on Digital Terrain Model(DTM). • Incorporate benchmarks(minimum of 3 spaced throughout the project area)into the survey effort.These benchmarks are to be used by the contractor's surveyor to avoid discrepancies in elevations later. B. Deliverables will consist of files in electronic format in C31)and include the following: • Digital Terrain Models(DTM's) and 2D drawing depicting collected features. • TIN surface on paved areas. This will be built with triangle solutions no greater than 50 feet in length. As part of the deliverables,ASCII files of points surveyed will be submitted as points described by number(#),North,East,Elevation and Description for primary control points. SUE Survey Requirements A. Development of the new facilities will directly impact the existing underground utilities that are within the immediate vicinity of the proposed development. Some of the existing underground utilities will need to be relocated or adjusted. In order to identify conflicts between existing le underground utilities and the proposed development, subsurface exploration is needed. The purpose of this Subsurface Exploration is to measure the horizontal and vertical locations of existing LU underground utilities. 06 B. Deliverables -The utilities marked by surface and subsurface investigations will be surveyed and included in the overall utility survey file. Drawings to include the AutoCAD and PDF electronic LO formats. C. The scope of work includes the following tasks: cv Task 1 —Subsurface Exploration-Subsurface Utility Survey • Complete a subsurface investigation to quality Level C(per Cl/ASCE Standard 38-02),to c- establish the horizontal location of all private and public utility lines generally within the approximate limits as shown within the solid red and green lines in Figure 1. ■ Subsurface investigation may include ground penetrating radar and probing of utility lines. ■ Utility lines to include,but not limited to,existing water lines, sanitary sewer lines,gas lines, y electrical power lines,storm sewer lines,fiber optic or other existing,identifiable utilities in the general area. 0 Task 2-Record Drawing Research—Quality Level D • Conduct utility Records research for entire site. • Collect and review applicable utility owner records. • Develop utility composite drawings on aerial photographs or other acceptable drawings. Task 3 -Designation and Marking—Quality Level B • Begin performing quality Level B services after a review of the quality Level D drawings. • The scope of these services includes designating/marking the utilities which can be detected using quality Level B techniques. These will be marked on the Level D drawings within the approximate limits as shown within the solid green line in Figure 1. • The utilities will be marked at maximum 50-foot intervals and at changes in direction. • Water lines,force mains and other utilities,that cannot be toned,may be located using ground Key West International Airport Concourse A and Terminal Improvements Program McFarland Johnson Task Order 1—Program Validation and Preliminary Engineering Services Scope of Services 5 Packet Pg. 1173 J.5.a PSO TIP 2021-01 penetrating radar and will be marked as quality Level B. When the ground penetrating radar is not effective,these utilities will be marked and noted as quality Level D. • Gravity sewer and storm drainage lines will be field marked as required to confirm flow direction and pipe location if connectivity cannot be determined by record or visible evidence. This will be noted upon the drawings. • Each utility run will be marked and numbered with the appropriate survey code. Field sketches and related information will be provided to the survey team for location and QA/QC checking. Task 4-Test Holes -Quality Level A(Up to 10) • Quality Level A involves the use of nondestructive digging equipment at critical points to determine the precise horizontal and vertical position of underground utilities,as well as the type, size,condition,material,and other characteristics. A contract will be executed for the remainder of the design phase. PROPOSED SCHEDULE OF COMPLETION The CONSULTANT agrees to complete the work under this phase of the Agreement in a manner satisfactory to the SPONSOR within 6 months after receiving an executed copy of this contract from the SPONSOR accompanied by a resolution from its governing body authorizing said execution or within such extended periods as agreed to by the U SPONSOR. The development of the Program Validation will be in � coordination with the Owner, PM and CMaR for their input. The Consultant will not be responsible LU 06 for quantity take-offs or cost estimates, as these will be the responsibility of the CMaR. Site Civil/Stormwater/Utilities LO In the following section, the Consultant shall validate the program set forth in the Concourse A Schematic Design Narrative Report, dated October 191", 2020, and the Concourse A Schematic Design 15% Plans, dated June 171", 2020. CD cv It being understood and agreed that there will be no substantial changes from the Project description, space, layout, or functionality set out 15%documents or permits, except as expressly CL authorized by Owner in writing. To that end, the design objectives and constraints, space, capacity and performance requirements, flexibility and expendability, and any budgetary limitations shall 0 be as described in the 15% Concept Documents as may be amended by Owner accepted changes submitted by Consultant in this validation phase. • The Consultant's Project Manager and respective design leaders will coordinate with agencies having jurisdiction and subconsultant firms as necessary to complete the project validation. The Consultant's Project Manager and respective design leaders will participate in telephone calls and Microsoft Teams, WebEx or similar web conferences with the Owner, PM, and CMAR as reasonably required to accomplish the tasks and objectives of this phase. All communications between Consultant and CMAR will be through the PM. • The Consultant will collect, review, compile, and summarize available data related to the Project. The Consultant will review the Owner's files and records to determine relevant information for the Owner to provide, such as the airport master plan, airport layout plan, pavement evaluation reports, aerial photogrammetry, survey data, previous design plans as-builts, specifications, and geotechnical investigation report. The Consultant shall provide a written summary and assessment of this available relevant data to the Owner at the end of the validation phase. Packet Pg. 1176 J.5.a ATKINS Member of the SNC-Lavalin Group • The Consultant shall attend one (1) pre-design meeting with the Owner, PM, CMAR, and any appropriate stakeholder representatives at the Airport. The purpose of the meeting will be to review the 15% Design Documents, any existing permits, project schedule, and other criteria regarding the requirements for the Project. The PM will be responsible for preparing the agenda and documentation of meeting minutes. • The Engineer shall request the collection of additional information as deemed required to finalize the design effort. The following requested information includes, but is not limited to: 1. Hydrant Flow Tests near both the east and west ends of the landside terminal. 2. Detailed design draw-down tests and audits of Pump Stations "K" & "L" to determine the capacity and general conditions of the stations. 3. Sub-surface Utility Exploration (SUE) survey for utility mapping of buried water and sanitary lines and other utilities as deemed necessary for the design of the project. le Ch Collected data and information shall be included or incorporated into to the design deliverables as appropriate. 06 Site Visit for Utilities Evaluation and Testing - The Engineer shall conduct an in-person site visit for the following: , LO 1. Visual inspection of the visible portions of the existing water system. 2. Observe hydrant flow tests at the existing hydrants by others. 3. Observations of the draw-down tests of the existing pump stations. 4. Inspection of the general conditions of the existing pump stations. • The Consultant will research manufacturers and perform code research for the PBB's with an intent of verifying if glass boarding bridges can be utilized. 0 • Permitting Pre-Application Meetings — The Consultant shall attend a meeting with the appropriate utility, environmental and stormwater drainage agencies to ascertain design y review and/or permitting requirements. The Engineer shall record the meeting minutes. Following this meeting, the Consultant shall develop all exhibits, calculations, reports, applications, etc. necessary to provide the information required to approve and issue a permit for all improvements defined in the Project. The Owner shall be responsible for providing all permit application fees. It is anticipated that stormwater permitting for the Project will be exempted through the SFWMD. Sanitary sewer will likely be permitted through both City of Key West and Florida Department of Environmental Protection (FDEP). Water permitting if required would be through permitted through the Florida Keys Aqueduct Authority (FKAA) and FDEP. • The Consultant will complete a Program Validation Report that will include any discrepancies or gaps found in the 15% Conceptual Documents. Graphics or exhibits will be provided as necessary. • The Consultant shall conduct an in-house quality control review of the Program Validation submittal prior to submittal to the Airport in accordance with the Consultant QC Plan. Packet Pg. 1177 J.5.a ATKINS Member of the SNC-Lavalin Group • The Engineer shall compile, submit, and distribute to the PM electronic (PDF) and two (2) hardcopies of the Program Validation Report. Documents will be provided as half size (11"x17") drawings and letter size (8.5"x11") reports. • The Consultant shall attend one (1) meeting at the Airport with the Airport Representative and other appropriate persons to review the Program Validation submittal. The PM will compile all comments from the Owner, CMAR, and their own review into one electronic document for the Engineer's response. The Owner and the PM shall provide any additional written comments to the Consultant within two weeks of the design review meeting. • The following are basic assumptions: U o Airport will provide escort for inside the terminal and/or ramp access as needed for design/planning services. o Any Tenant/Properties/Lease agreement coordination to be provided by the Airport. y o Survey data and electronic drawing files from Jacobs' previous 15% Concourse � A Schematic Design will be provided by the Airport and utilized. LU 06 Special Systems The Consultant will evaluate the Telecommunication existing conditions as described in LO Schematic A Design Narrative Report Dated October 19, 2020 and prepared by Jacobs. The Consultant will write a report which will include our findings and recommendations, current E design of the room, and existing condition photographs. The Consultant will send the report to the project manager for distribution. LIDAR Scan Laser Scanning and Point Cloud Documentation of visible existing as-built features at Key West International Airport, Florida (EYW). Project Limits The project limits are more fully described in Figure 1 and Figure 2 shown below. Scope of Services 1. Establish horizontal site control which will be relative to Florida East Zone NAD 83 State Plane coordinates referenced to FDOT FPRN CORS stations. Vertical datum will be based on the site monumentation and will be differentially leveled to ensure accuracy. U 2. The Consultant will set secondary control points throughout the terminal, roof, and specified areas on the periphery of the project limits to accurately capture and control site elements. le 3. A combination of conventional survey techniques and HDS will be used to collect as-built LU data in the areas of interest. HDS will also be utilized throughout the project area, including 06 inside the terminal to capture 3D point cloud data. 4. The final deliverables will consist of a registered three dimensional point cloud in a (.E57) LO file format for areas outlined in the project limits that include portions of the terminal and concourses, roof and ground level areas where expansion will be taking place. N Survey Control Standards and Provenance 1. Horizontal control will be referenced to the North American Datum 1983/2011 Adjustment CL (NAD83/11). 0 2. Vertical control will be based on the North American Vertical Datum of 1988 (NAVD88). 0 3. Vertical accuracies will be within 0.02 foot for hardscape surfaces and 0.1 foot for natural ground surfaces. 4. GEOID 18 will be applied to any orthometric heights derived from GPS observations. Qualifications 1. The Consultant is prepared to work at nights or weekends to keep impacts to the facility to a minimum. However, this estimate is based on having uninterrupted access for the duration of the project, based on 8 hours per day. Although every effort will be made to work within this time frame, there may be times when high volumes of air traffic during holidays may curtail accessibility to the project area which may impact scheduling. 2. It is assumed that the client will assist obtaining all required security access and clearances for the Consultant staff if so required. 3.
