ITEM BACKGROUND:
The owners of Coral Isle Mobile Home Park have formally announced their plans to evict the tenants
of the Park and displace the residents, many of whom are employed in the local community, who own
their mobile houses and who have made substantial investments in the purchase, improvement and
maintenance of their homes, investments they will lose by the eviction.

The foregoing recitations are hereby adopt~d as finding of fact
by the Board of Commissioners of Monroe County.
Monroe County will take no offiCial action which would r'esult in
the removal Or relocatIon of mobile homeowners residing at
Coral ISle Mobile Home Park until adequate mobile home parks

Dear Commissioners,
I am Richard Jakusz, President of Poinciana Village Mobile Home
Park Homeowners Association. I have been authorized by the Board of
Directors of our homeowners' association to write you in support of the
Resolution that Commissioner Spehar has authored with regard to the
Coral Isle Mobile Home Park on Stock Island.
Our mobile home park also is under threat of eviction and closure
for a change of land use. Like Coral Isle, Poinciana Mobile Home Park
provides affordable housing for residents in the Key West area. Like the
residents of Coral Isle, our homeowners have substantial investments in
their homes, which we stand to lose if we are evicted. Like the residents
of Coral Isle we face the prospect of having our homes forcibly removed
from our park with no place to put them.
The Key West City Commission unanimously passed a Resolution
nearly identical to the one offered by Commissioner Spehar, which is
attached to this letter. We urge the Board of County Commissioners to
give favorable support to this most important ordinance. We understand

that the homeowners of Coral Key Village on Conch Key were the
beneficiaries of a similar county commission ordinance passed
unanimously by the commission several years ago, when that park was
facing eviction and closure. We ask this Commission to do the right
thing now, on behalf of the residents of Coral Isle, and other mobile
home owners in the Florida Keys.

WHEREAS, Coral Isle Mobile Home Park is located in Monroe County; and
WHEREAS, Coral Isle Mobile Home Park has been a mobile home community for

WHEREAS, the majority of the tenants and homeowners of Coral Isle Mobile Home Park
are full time residents of Monroe County, most of whom are employed in the local community,
and some of whom either live on fixed or poverty-level incomes; and
WHEREAS, many of the homeowners at Coral Isle Mobile Home Park own their mobile
homes and appurtenant improvements and have made substantial investments in the purchase,
improvement and maintenance to their homes; and
WHEREAS, Coral Isle Mobile Home Park serves a large and critical role in providing
affordable housing in Monroe County; and
WHEREAS, the owners of Coral Isle Mobile Home Park have formally announced their
plans to shut down the Park and evict the tenants of the Park effective April 30, 2002, so that the
owners of the Park can displace the residents by removing the mobile homes of the residents at
the Park and changing the use of the property; and
WHEREAS, the homeowners at the Park stand to lose virtually all of the value of their
homes should they be evicted; and
WHEREAS, in order for the owners of Coral Isle Mobile Home Park to close the Park and
displace the residents by removing the mobile homes and changing the use of the property,
permitting and approvals will be required by Monroe County; and
WHEREAS, Florida Statutes Section 723.083 states:
No agency of municipal, local county or state government shall approve any application
for rezoning, or take any other official action, which would result in the removal or relocation of
mobile homeowners residing in a mobile home park without first determining that adequate
mobile home parks or other suitable facilities exist for the relocation of the mobile homeowners;
and,
WHEREAS, Florida Statutes Sections 723.0612 allows relocation expenses to be
compensated only if the mobile home owner follows specific rules; and
WHEREAS, Monroe County has determined that neither adequate mobile home parks
nor other suitable facilities exist in Monroe County for the relocation of the Coral Isle Mobile
Home Park homeowners; now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, THAT:
Section 1.
