AGENDA ITEM WORDING: A resolution amending resolution no 229A-2000 in order to establish
an inspection fee for the County Flood Insurance Inspection Program.
ITEM BACKGROUND: On June 27, 2000 FEMA promulgated rule making establishing a flood
inspection program in Monroe County pursuant to a recommendation by the Monroe County Citizens
Task Force as a means of compliance with the Floodplain Management Criteria. The BOCC
committed to the implementation of the inspection program on February 13, 2002. Chapter 125.56(2)
Florida Statutes allows for the BOCC to provide fees to defer the costs of inspection and enforcement
of the codes. It is fair and equitable to charge a fee for this service.

2000 IN ORDER TO ESTABLISH AN INSPECTION FEE
CONCERNING PARTICIPATION BY MONROE COUNTY
AND THE FEDERAL EMERGENCY MANAGEMENT
AGENCY IN AN INSPECTION PROCEDURE AS
RECOMMENDED BY THE MONROE COUNTY CITIZENS
TASK FORCE
WHEREAS, Florida Statute 125.56 (2) allows for the Board of County
Commissioners to provide for fees to defer the cost of inspections and enforcement of
the code; and
WHEREAS, The Citizens Task Force appointed by Monroe County Board of
County Commissioners, recommended that the Federal Emergency Management
Agency ("FEMA") cestablish an insurance inspection procedure for Monroe County as a
means of compliance with the Floodplain Management criteria; and
WHEREAS, FEMA has promulgated rule making that establishes a flood
inspection program in Monroe County; and
WHEREAS, Monroe County Growth Management Division will implement an
inspection program as part of this program;and
WHEREAS, Resolution No. 115-2002 approved an Implementation Plan for the
Flood Insurance Inspection and Compliance Program; and
WHEREAS, it is necessary to charge a fair and equitable fee for this service
which the Monroe County Growth Management Division will perform upon demand; and
WHEREAS, the Monroe County Growth Management Division has determined
that the following is a reasonable and equitable fee for the services to be provided; NOW
THEREFORE
BE IT RESOLVED BY THE BOARD OF COUNT COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that:
Section 1. Resolution No. 229A-2000 is hereby amended to reflect correct
citations in the Monroe County Code and to include new (5) in subsection (g) below:
A fee of $50.00 shall be assessed for an inspection performed for a property
owner of unincorporated Monroe County for the purpose of verifying that a structure
insured under the National Flood Insurance Program is compliant with the Floodplain
Management Ordinance and eligible for renewal of or application for flood insurance.
Pursuant to Section 6 16.1 6-27, Sec~ 6-29, and Sec. &+5-23, Monroe
County Cod~, the following building permit fees are hereby established:
(a) at.!i1ding Permit Fees:

2. Building permit applicants shall pay a non-refundable application
fee at the time of the filing of the building permit, except for
hurricane shutters, exotic land clear and other nao-charge permits.

When extra inspection trips are necessary due to anyone of the
following reasons, a charge of twenty-five ($25.00) dollars shall
be made for each trip:
(1) Wrong address.
(2) Work not in accordance with plans and specifications.
(3) Rejected work resulting from faulty construction.
(4) Repairs or corrections not made when inspection is called.
(5) Work not ready for inspection when called.
The payment of reinspection fees shall be made before
any further inspections will be made for the person/entity
owing same.
