ITEM BACKGROUND:
On June 22, 2001, USl from Mile Marker 0 to 106 was designated by the Florida Department of
Transportation as a Florida Scenic Highway. The development of the Interpretive Master Plan will
identify the corridor's scenic, archaeological, historical, environmental and cultural assets and
recommend mechanisms to enhance and protect these qualities. In addition the Plan will develop the
Florida Keys Scenic Highway storyline and recommend the means in which to present and market this
story to our residents and visitors. Momoe County Impact Fees used as match will not be used in
incorporated jurisdictions.
PREVIOUS RELEVANT BOCC ACTION:
Resolution 316-2000, August 17,2000 resolution of the Tourist Development Council ofMomoe
County supporting local efforts to seek Florida Scenic Highway designation for the Florida Keys
Overseas Highway.
Resolution 116-2001 on February 22,2001 supporting the Corridor Management Plan for the
designation of US 1 as a Florida Scenic Highway.

MONROE COUNTY, FLORIDA AUTHORIZING THE
SUBMISSION OF A GRANT APPLICATION TO THE
FLORIDA DEPARTMENT OF TRANSPORTATION FOR THE
FY 2003 FHW A NATIONAL SCENIC BYWAYS GRANT
PROGRAM
WHEREAS, the Florida Department of Transportation has announced the FY
2003 funding cycle of the National scenic Byways Grant Program; and
WHEREAS, on June 22, 2001, U.S. Highway I from Mile Marker 0 to Mile
Marker 106 was designated as the Florida Keys Scenic Highway
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that:
I. The County Administrator is hereby authorized to sign and submit the
application packet for the FY 2003 grant funds to the Florida Department of
Transportation for the FHW A National Scenic Byways Program for the
Florida Keys Scenic Highway Interpretive Master Plan.
2. The County will serve as the coordinating unit of government in the
preparation of the grant proposals.
3. $40,000 will be provided by the County as matching funds for the Master
Plan.
4. This resolution shall become effective immediately upon the adoption by the
Board of County Commissioners and execution by the Presiding Officer and
Clerk.
PASSED AND ADOPTED by the Board of County Commissioners of Momoe County,
Florida at a regular meeting of said Board held on the 15th day of May, AD, 2002.

Project Abstract
The project will help define the story that needR to be told. how to best tell it and how the entire corridor
experience can be; enhanced to allow for maximum visitor appreciation of our intrinsic quulities. and the
development and strengthening ot' phy~ical and psychological linkages and the strengthening of the
undcrotilized and untapped qunlities.
A multidiscipline consulting finn will be hired to work with the "'Iorida Kcys Scenic Ilighway Advisory
Group (FKSHAG); building upon the ~urllinucd c(furb ufthc FKSHAG and the work alrcl1dy produced
by the Corridor Advocacy Group fCAG) in creating the Corridor Management Plan will prepare thc
Interpretive/Muter Plan. The Plan will3ctu.1l1y consist of two different but interconnected rmjccts: the
Interpretive Pllln and the Master Plan.
The Master Plan. utilizing and strengthening the existing inventory of intrinsic qualities and building off
the Corridor Management Plan. will provide an invcntory on GIS of all the m~jor int(."Tpretivc sites,
facilitic!i and resources, and funher detine/refine the intrin!iie ~u:ditie~. The Master Plan shall
concentnlte not only on existing sites but the creation of new sites and cnhlUlccments to cxi8ting sites
within the viewsh\.-d. Particular attention shall be raid t(I the identification of arcus which may benefit
from enhancements; through the opening up of scenic views. native areas that have been degraded by
the: invasion ufelUllic plant species thal would benefit from n:stOration, llnd bliLlhted eommercaal/
industrial areas that would benefit fTom aesthetic cnhanccmmt and an incentive based stratc~y for the
implementation of the enhancements. In addition the Master Plan will include the dc\'clopmem of:l set
of design guidelines and an incentive program to encourage property owner's lO build and/or redevelop

The consultants working closely with the FKSHAG will begin and complete the Master Plan,
utilizing and strengthening the ex.isling inventory of intrinsic qualities and hUllding ofT lhe
Corridor Mallagcment Plan, will provide an inventory 01.\ GIS of aU the major interpretive
sites. fllCihties and resources, and further udineil'dinc the inlrinsi\.: qualities. The Masler Plan
shall concentrate not only on existing sites but the creation of new sites and enhancements to

Interpretive Plan. The development and final dc1ivcrabb.: of the IntellJretive Plan will include:
identification of FKSH current and proposed market, an interpretive mission. theme(s), !\ub
themc(s), overall inlerpretive objectives ofthe entire Byway experience. an intcrpretive
storylinc for the entin: FK.SH, specific story lines for six specific sites, and an implementation
plan. The: dclivcrables will include a reproducible graphic dcpicti()n (map. uf Ih\,1 ClUil\;
corridor identifying specific sites and amenities that ace currently available. provide the
story line for the entire corridor ;\nd the development of interpretive information for six
FKSHAG identified sites. The interpretive Plan will also provide preliminary design
