AGENDA ITEM WORDING: Approval to advertise an Ordinance providing for the establishment of
the School Crossing Guard Trust Fund and providing for the imposition of a surcharge on parking
fines.
ITEM BACKGROUND: Currently, Ad Valorem taxes fund 17 school crossing guards. Florida law
allows crossing guards to be funded by a surcharge on parking tickets. Surcharge revenue must be
allocated between cities and unincorporated areas.

BE IT ORDAINED BY THE BOARD OF COUNlY COMMISSIONERS OF
MONROE COUNTY, FLORIDA: _
Section L The School Crossing Guard Trust Fund Is hereby established
pursuant to the authority of S318.21(12), Fla. Stat. 2.002.
Section 2. A surcharge of $_ is hereby imposed on each parking
fine collected In the county.
Section ~- All surcharge revenue will be deposited in the School
Crossing Guard Trust Fund.
Section 4. School CrosSing Guard Trust Funds will be distributed
quarterly to the Monroe County Sheriff's Office for sole purpose of funding
school crossing guardS, ir:'duding without limitation the costs of printing tickets
and administrative costs of implementing the program.
Section 5. Parking fine surcharges shall not be the exdusive means
of funding school crossing guards.
Section ~. All ordInances or parts of ordinances in conflict with this
ordinance are hereby repealed. to the extent of said conflict.

SectIon 7. The provisions of this ordinance shall be included and
incorporated in the Code of Ordinances of the County of Monroe, Florida, as an
addition or amendment thereto, and shall be appropriately renumbered to conform to
the uniform numbering system of the Code.
S~iQll ~. This ordinance shall take effect immediately upon receipt of
official notice from the Office of the Secretary of State of the State of Florida that this
ordinance has been filed with said OffIce.

Re: Parking ticket surcharge to fund school crossing guards
Dear Mayor and Commissioners:
As we have discussed, you have before you an ordinance imposing a surcharge on
parking tickets to fund our school crossing guards. Attached is a chart showing predicted
revenue for a range of different surcharge amounts, compared to my FY03 budget proposal
for crossing guards.
My recommendation to you is to set the surcharge at $9.75. This should be
sufficient to fully fund the crossing guard program, with a very modest surplus.
It would provide property tax relief equal to about 1 % of my FY03 budget proposal
(0.92% to be precise.)
I look forward to talking with you at the next commission meeting in Key West.
