Surcharge revenue must be allocated between cities and unincorporated areas. Stat. 2.002. Section 2. A surcharge of $_ is hereby imposed on each parking fine collected In the county. Section ~- All surcharge revenue will be deposited in the School Crossing Guard Trust Fund. Section 4. School CrosSing Guard Trust Funds will be distributed quarterly to the Monroe County Sheriff's Office for sole purpose of funding school crossing guardS, ir:'duding without limitation the costs of printing tickets and administrative costs of implementing the program. Section 5. Parking fine surcharges shall not be the exdusive means of funding school crossing guards. Section ~. Attached is a chart showing predicted revenue for a range of different surcharge amounts, compared to my FY03 budget proposal for crossing guards. My recommendation to you is to set the surcharge at $9.75. This should be sufficient to fully fund the crossing guard program, with a very modest surplus. It would provide property tax relief equal to about 1 % of my FY03 budget proposal (0.92% to be precise.) I look forward to talking with you at the next commission meeting in Key West.
