ITEM BACKGROUND: Request for Proposals was advertised, and responses reviewed by Airport Staff. National
Cleaning Systems is the low bidder, and is qualified to perform the work as stated in the bid specifications. The current
janitorial contractor has been working month to month, and will terminate services on July 24,2002. National has agreed
to start work on July 25, 2002, pending a contract for services.

All bids must remain valid for a period of ninety (90) days. The Board will
automatically reject the bid of any person or affiliate who appears on the convicted
vendor list prepared by the Department of General Services, State of Florida, under
Sec. 287.133(3)(d), FS (1997).
All bids, including the recommendation of the County Administrator and the
requesting Department Head, will be presented to the Board of County
Commissioners of Monroe County, Florida, for final awarding or otherwise. The Board
reserves the right to reject any and all bids, to.waive informalities in any or all bids,
and to readvertise for bids; and to separately accept or reject any item or items of
bid and to award and/or negotiate a contract in the best interest of the County.

JANITORIAL SERVICES SPECIFICATIONS
To provide janitorial services at the Key West International Airport terminal,
3491 South Roosevelt Blvd., Key West, FL 33040, for all public areas of the
terminal building, except airline and rental car counters and office space, and
the Conch Flyer restaurant Lounge. Work shall consist of two distinct areas of
responSibility; regular janitorial services and floor maintenance.
All employees or subcontractors of the Contractor must pass an airport
Background investigation including a FBI fingerprint examination. All
employee or subcontractors of the Contractor who are not citizens of the
United State must have and possess documented authorization to work in the
United States issued by the Government of the United States. Failure of such
persons to have and possess such documentation is a material breach of the
contract and will entitle Monroe County to terminate the contract for cause.
The arrest, detention or taking into custody of any of the Contractor's
employees or subcontractors by the U.S. Immigration and Naturalization
. Service constitutes sufficient evidence under this contract that the Contractor
has committed a material breach and entitles Monroe County to terminate
this contract for cause
It is expected that the Contract will be for' labor, equipment, and materials
the Contractor shall provide all waxes and cleaning material needed to
complete the assigned duties.
The Airport shall provide all paper towels; Hand soaps for dispenser, trash
bags for garbage, and toilet paper for bathrooms.

Scope of services for regular janitorial work shall consist of:
WEEKL Y
Clean all glass windows and glass sling doors.
Check and clean all Air conditioning vents.
Daily inside.
Check 1st floor bathrooms at least every 30minutes. Clean toilets, urinals,
sinks, countertops, and remove all trash and other debris from the bathroom.
Empty and clean, as necessary, all trash cans (1st floor) and removes all
trash immediately to the dumpsite.
U.S. Customs and National Weather Service terminal empty and clean as
necessary all trashcans and remove all trash immediately to the dumpsite.
Pickup trash, newspapers, periodicals, and other debris in and around the
terminal buildings.
Sweep and mop floors (main terminal building, 1st floor).
Spot clean floor smudges as necessary.
Wipe off and clean departure lounge furniture and glass as needed
Daily outside.
Empty and clean starting at the Customs terminal to the New ARFF building
all trash cans, pickup litter, sweep and clean walkways and curbs, wipe off
benches, mailboxes, sidewalks, parking lots, and remove all trash to the
dumpsite.

Hours to be worked.
Monday through Thursday 4:00 a.m. to 1: p.m. (9 hours per day)
Friday: 4:00 a.m. to 1 p.m. and 7:00 p.m. to l:a.m. (15 hours perday).
Weekends and Holidays: 4:00 a.m. to 2:00 a.m. (22 hours per day).
Scope of services for floor Maintenance shall consist of:
Nightly routine. Sundav throuoh Saturdav- 9:o.m. to 4:00 a.m. (6 hours oer
nioht)
Pickup trash, newspapers, periodicals, and other debris in the terminal
building.
Strip and wax all terminal floor areas at least once every two weeks.
Mop and buff terminal floor areas every night
Spot clean and wax as needed.
Clean and check the departure lounge and remove all trash and debris daily
Clean and shampoo carpet areas of the departure lounge as needed.

I am tenninating my janitorial contract with the airport
effective July 24,2002. This is the 30 day notice required
under my original contract.
My worker will work her regular 5 a.m. to 1 p.m. shift and
the other worker will work from 10 p.m. until midnight on
the 24th of July.
I will turn the keys into the sheriff on duty. The departure
IOWlge will be cleaned before midnight and the restrooms
stocked.
