The boundaries of the marine park extend from the White Street Pier to Duval Street and include three swim lanes and two vessel access lanes marked with buoys. Signage and educational brochures are being designed and Reef Relief has requested that the County purchase and install a prototype graphic information sign at Higgs Beach which includes a map of the park, rules, sponsors' logos and the Monroe County seal. The demarcation buoys to mark the no motor swim lanes and vessel access lanes are installed and the city ordinance establishing the no motor zones can now be implemented. The park boundaries extend from the White Street Pier (angles out from the pier to allow fishing activities to continue) to Duval Street. There are three swim lanes and two vessel access lanes, The next step is to produce educational materials to support the park. Signage and an educational brochure are being designed. We plan to install signs along the boundaries of the park at South Beach, on the private upland resorts, and one at Higgs Beach, This letter is to request your support for this I>roject by funding the cost of producing and installing one sign for installation on Higgs Beach. Enclosed please find a prototype graphic design layout for the sign along with materials provided by the sign manufacturer showing the sign to be used. The manufacturer wi11 charge $1600 for the sign, pI us shipping and installation. Reef Relief will pay any other expenses.- The sign for Higgs Beach would be sized 42" wide by 483/8" high, on an aluminum frame system that extend another 28" from off the ground. The company that we will order them from has a long list of happy clients and I have actually seen a sign made by them for the Schooner Western Union, They are constructed of a fiberglass embedded design that is fire and fade resistant, shatterproof, and will include full color graphics including a map of the park, rules, sponsors logos, including the Monroe County logo, which we would request that you provide. The site brochure for the Key West Marine Park will include similar information and will be produced in full color. The county logo will also appear on the brochure. The total expense would be under $2~.Q, Since Higgs Beach is so large, if you think it would be appropriate to have two signs,one at each end of the beach, and you would be willing to fund it, that would be even better. Should a panel be stolen or sufficiently defaced to require replacement, a paper copy can be embedded at a fraction of the original production cost. GS Images Technical Specifications The signs shall be fiberglass embedded graphic panels mounted in all aluminum painted exhibit frame/ structures. The specifications for these items are as follows: Fiberglass Embedded Graphic Panels 1. The production of these panels consists of screen printing the specified graphics and embedding the printed sheets into a resin/fiberglass composition panel. The vendor must show evidence that the substrate and inks used in the printing are compatible with this process and shall meet the requirements specified herein. 2. All printing must be of the highest quality. Where multiple colors are needed, they shall be in tight register. The images must be consistent in color, opacity, and have sharp, clean edges. For those signs requiring a colored background, the colors must be printed, not sprayed, roller coated or applied in some other fashion. All required copies must be uniform and consistent in color, opacity, registration and quality. 3. The inks used must, in addition, be able to withstand the embedment process and also be able to provide ten years of color integrity in outdoor exposure. 4. Ink colors shall match the specified colors and be opaque and clean. 5. Paper prints need to be a minimum of two (2) inches larger on all sides in order to provide a bleed trim after embedment. 6. The embedment process requires that the printed paper shall be totally embedded in resin along with equal fiberglass loading front and back. This composite shall then be cured under pressure and temperature to yield an intricate panel with flat smooth surfaces on both sides. The composition shall consist of all white glass and clear resin so that when combined and cured the index of refraction shall assure total clarity of the embedded printed graphics. 7. The cured panels shall be trimmed to the specified final sizes. 8. The panels must be resistant to scratching, ink, paint, steam, acids, and aromatics. All ink or paint markings should be readily removeable with soap and water or solvents without harm. The panels shall also be resistant to burning by cigarettes. All Aluminum Painted Frame/Structures 1. The fabrication of these units shall be as detailed on the supplied drawings and described herein. Use only specified fastening devices and appropriate welding materials. All welds shall be ground smooth, All sharp and ragged edges have to be eased smooth. All raw metal surfaces need to be prepared for painting by sandblasting, and primed following the printed directions of the paint manufacturer. 2. The shapes are aluminum alloy no. 6063-T5. The plate is alloy no. 5052-H2. 3. The prepared surfaces shall be painted with Polane T paint as supplied by Sherwin-Williams. The second coat shall be applied to provide a textured, non-glare pattern. The finish shall be free of runs, sags, and other imperfections. The color shall be consistent from surface to surface. The paint shall be applied under dry, dust-free conditions at temperatures above 50oF. Painting shall be done in a workmanlike manner so as to produce an even film of uniform thickness. Edges, crevices, corners, and joints shall receive special attention to insure that they are thoroughly cleaned and receive an adequate film thickness of paint. 4. The fiberglass embedded panel will be installed in the frames as shown in the drawings to allow removal in the future.
