Resolution to approve a change in the Tourist Development Policy concerning acceptance of Event and
Capital Projects Funding proposals.
ITEM BACKGROUND:
The County Attorney advised the Board of County Commissioners that Event and Capital Projects
Funding proposals are not governed by the Competitive Bidding Procedures of the Monroe County
Code.
PREVIOUS REVELANT BOCC ACTION:
On July 17,2002, The BOCC directed the County Attorney's office to prepare a resolution to rectify
policy and also to state that waivers will not be allowed beyond the close of business on the deadline
date.
CONTRACT/AGREEMENT CHANGES:
STAFF RECOMMENDATIONS:
The change to the procedure was reviewed and agreed upon by TDC and staff.

WHEREAS, the Board of Couniy Commissioners has determined that Event
an, Capital Projects Funding proposals under the Tourist Development Council
Po'cies and Procedures are not governed by the Competitive Bidding Procedures of
th+ Monroe County Code; now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA that:
Th~ submission policy for Tourist Development Council Requests for Proposals for Event
Funding. CcpitaJ Projects shall be revised to read as follows:
Any Event or Capital Projects Request for Proposal (RFP) response. shall be considered
ti~ely received if received and stamped by the County Purchasing Department no later than
5 PM of the deadline date as designated in the RFP. Proposals received on the deadline date
after the hour spe.cifitd in the AFP but before the close of business of the same day shall
be stomped in and opened the following day. No waivers shall be allowed for proposals which
h~e not been submitted to the County Purchasing Department by the close of business on
th~ deadline date.
