PROJECT BACKGROUND
As Phase 3A of the Key West International Airport nears completion, Phase 3B become the focus
as the airport continues its expansion of the terminal and FIS. Phase 3A has temporarily relocated
Primary and Secondary screening to the west side of the annex terminal. Figure 3A represents
Phase 3A scope from column line"A"to"D". It is anticipated that these spaces will be completed
in August 2021 and will include 60% new roof, HVAC replacement roof top units, new electrical
(power, data, lighting), plumbing (restrooms, sinks, drinking fountains), interior walls, doors,
windows, ceilings, finishes, millwork, x-ray screening equipment, furniture, fixtures, equipment
(FFE), security, IT, and access control systems built to CBP Airport Technical Design Standards.
Wth a budget of$1.5 million; EYW would like to continue with Phase 3B,which would incorporate
the new primary and secondary processing. A basic floor plan representing the preliminary design
is shown in Figure 36.

The Phase 3B scope will include finalizing design for the eastern portion of the building from
column D to column G. A new VAV rooftop unit will be incorporated into the design and ceiling
mounted mini-split units to serve the baggage pick-up area. The remaining roof area will be
replaced as part of Phase 3B.
McFarland Johnson, Inc, (MJ) will use the current CBP Airport Technical Design Standards and
will coordinate the Phase 3B design with CBP to ensure a harmonized approach. The power
distribution design shall include circuiting for new equipment, lighting, and receptacles. Most of
the major electrical distribution design was completed in Phase 3A. Lighting system design shall
include photometric calculations, new fixtures selected to match Phase 3A design, and integrating
controls with the existing lighting control system.
As part of the Phase 3C scope, the primary processing area constructed in Phase 3A will be
demolished to convert this space to the new public restrooms, and the temporary public restrooms
located in secondary will become secure hold-rooms with institutional grade equipment. Phase
3C will also include the new baggage handling system and the northern"bump-out"of the building.
This design/configuration of Phase 3C will be completed under a separate scope of work later
this year and will need to be coordinated with the Terminal Expansion project.
MJ's design services will include architecture: interior design: and mechanical, electrical,
plumbing, and fire protection engineering and cost estimating for the design and bidding for the
implementation of the CBP facilities. This proposal assumes that furniture and equipment will be
included in this project.
The phasing and subsequent duration of each construction period as well as an operational plan

will be addressed during each phase of the project. This scope of work does not currently include
bidding, permitting, or construction phase services. These will be addressed in a separate scope
of services.
