A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA TO
REAFFIRM CONTINUING THE WORK BEING PERFORMED
UNDER THE CONTRACT FOR THE ROADS VULNERABILITY
ANALYSIS AND CAPITAL PLAN FOR COUNTY-MAINTAINED
ROADS AND RELATED SERVICES CONTRACT WITH HDR.
WHEREAS, there is consensus among the United States and the world's leading scientists that
global climate change including the impacts of sea level rise is among the most significant problems
facing communities of the world today; and
WHEREAS, multiple agencies including the United States Environmental Protection
Agency and the National Oceanic and Atmospheric Administration have determined that climate
change will affect important human dimensions in the United States, especially those related to
human health and welfare;and
WHEREAS, Florida is considered one of the most vulnerable areas in the country to the
consequences of climate change with Southeast Florida on the front line already experiencing the
impacts of climate change,especially sea level rise;and
WHEREAS, it is a valid public purpose for local governments, and Southeast Florida as a
whole, to plan adaptation strategies that protect public infrastructure, property, water resources,
natural areas and native species, and basic quality of life;and
WHEREAS, Monroe County has demonstrated a commitment to sound science and technically-
based planning under its roads vulnerability analysis and capital plan for county-maintained roads and
related services contract that was previously approved May 22, 2019 and is underway; and
WHEREAS, such planning work is based upon numerous factors including, but not limited
to, the Compact's sea level rise projections including the NOAA Intermediate High(2017) sea level
rise scenario; and
WHEREAS, staff has been using these projections in all of its planning work since they were
approved by the Monroe County BOCC in 2020; and
WHEREAS, the Florida Legislature passed, and the Governor have signed into law, Section
380.093, Florida Statutes establishing grant and statewide resiliency planning and funding assistance
provisions that require the use of two sea level rise projections including the NOAA Intermediate High
(2017) sea level rise scenario for grant applications; and
WHEREAS, funding for resiliency projects may include up to 50% cost share by the state for
projects that are selected for the program starting this year, subject to additional rulemaking by the state

commencing August I,2021; and
WHEREAS,in order for the County to best position itself for consistency with these new planning
assistance and funding opportunities,the County must continue its planning and design work on the roads
vulnerability analysis and capital plan for county-maintained roads using the NOAA Intermediate High
(2017)sea level rise scenario; and
WHEREAS, Monroe County BOCC directs staff to continue the work being performed under
the contract for the roads vulnerability analysis and capital plan for county-maintained roads and related
services contract.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY:
SECTION 1: That Monroe County shall reaffirm and continue work being performed under the
contract for the roads vulnerability analysis and capital plan for county-maintained roads and related
services contract.
PASSED AND ADOPTED,by the Board of County Commissioners of Monroe County, Florida
at a regular meeting of said Board on the 21st day of June, 2021.
