Approval of recommendations of the Selection Committee to select the firm of Wade-Trim, Inc. to
prepare a Parks and Recreation Master Plan for Monroe County and direct staff to enter into contract
negotiations with this firm.
ITEM BACKGROUND:
Objective 1201.10 of the Year 2010 Plan requires that the County complete a Parks and Recreation
Master Plan. The Notification of Request for Qualifications was placed by the Purchasing Department.
The Selection Committee, consisting of Laurie McHargue, Monroe County Land Steward; David Koppel,
Monroe County Engineer; and Robert Will, Comprehensive Planner received ten proposals for review.
Each proposal was evaluated and ranked according to points received under five weighted evaluation
criteria. The three top-ranked firms were selected at a committee meeting on August 12th, 2002 and
references were checked. Wade-Trim, Inc. received the greatest number of points based on the objective
scoring criteria. The Selection Committee recommends that the BOCC approve the selections of Wade-
Trim, Inc. as the consulting firm to prepare the Parks and Recreation Master Plan and direct staff in
coordination with the Selection Committee to enter into contract negotiations with Wade-Trim, Inc.

May 15th, 2002: the Board approved a Request for Statements of Qualifications for the preparation of a
Parks and Recreation Master Plan for Monroe County as required by Objective 1201.10 of the Year 2010
Plan.

Background
On May 15, 2002, the Board of County Commissioners approved a request for consulting firms to
submit Statements of Qualifications for the following:
"PROFESSIONAL SERVICES TO PREPARE
A RECREA nON AND PARKS PLAN
FOR MONROE COUNTY [FLORIDA KEYS]"
The purpose of the Request for Statements of Qualifications was to solicit responses from
consulting firms interested in preparing a Parks and Recreation Plan for the county to address
requirements of the Monroe County Comprehensive Plan, and provide specific policies and
recommendations for the development of parks, recreational lands, and activities within
unincorporated Monroe County. The Recreation and Parks Plan is intended to: (i) guide the
county in the acquisition and development of park and recreation land; (ii) establish standards for
concurrency and park development; (iii) propose amendments to the Comprehensive Plan and
Land Development Regulations to facilitate park and recreational land development; (iv) revise
impact fee schedules; (v) formulate goals and policies to direct acquisition, funding, and park
development; and (vi) develop short- and long-range implementation programs.
A notification of Request for Statements of Qualifications was advertised on May 15, 2002. Ten
responses were received by the closing date of June 26, 2002. The firms were: Bellomo-Herbert
& Company, Inc., Bermello, Ajamil & Partners, Inc., B.S.E. Consultants, Inc., Calvin, Gordano &
Associates, Inc., Glatting Jackson Kircher Anglin Lopez Rinehart, Inc., H.D.R., Heery, The Curtis
& Kimball Company, The RMPK Group, and Wade-Trim, Inc.
The Statements of Qualifications were evaluated by a Review Committee consisting of Dave
Koppel of the Public Works Division, Laurie McHargue of the County Administrator's Office,
and Rob Will of the Growth Management Division.
Elements to be Evaluated in the RSQ
In their Statements of Qualifications, respondents were requested to demonstrate their firm's and
project team's qualifications and experience to address the following elements of the proposed
Recreation and Parks Plan for Monroe County:
1. Inventory of publicly owned and operated recreational lands and facilities, with estimated
usage by recreational activity
2. Evaluation of county parks and recreation lands to determine existing needs and
opportunities
3. Determination of present and future 20-year demand for recreation lands, facilities, and
activities
4. Comparison and analysis of existing and future recreation and park land demand with
supply for the determination of county-wide and sub-area needs over the next five- and 20-
year periods
5. Determination of the appropriate level of service (LOS) standards for recreation lands and
facilities, and advisory guidelines on LOS standards on county-wide and sub-area bases
6. Preparation of goals and policies for guiding parks and recreational facilities development,
acquisition, and funding
7. Determination of capital and operation costs to acquire land and maintain facilities over the
next 20 years to meet LOS standards and community needs
8. Preparation of a 20-year physical plan element for land acquisition and facilities
development, and identification of funding sources and priorities for improvements and
acquisition
9. Evaluation of needed changes in existing county regulations affecting park and recreation
development
10. Evaluation of the need for revisions to the existing fair share community impact fee for
recreational facilities
11. Preparation of five- and 20-year implementation programs for effectuating appropriate
recommendations resulting from the elements produced for the Plan

RSQ Review Criteria
The Review Committee evaluated and ranked each firm based on the following criteria:
· Project team's prior experience in, and working knowledge of the Florida Keys and
Monroe County government (5 points)
· Project team's experience in short- and long-term park planning projects (10 points)
· Degree of correspondence between the firm's area of expertise/completed projects to
the requirements of Monroe County's recreation and parks planning process (10 points)
· Extent of project team members' public involvement in prior completed planning and
development projects (5 points)
· Overall aptness of project team members' experience, education, and capabilities to the
proposed plan elements (10 points)
At its meeting on August 12, 2002, the Review Committee discussed their evaluations of the
submitted responses and tallied the individual scores of the ten firms. Each committee member
then ranked the ten firms according to their scores, and the rankings were added for final
determination of the three highest evaluated responses. The firms Wade-Trim, Glatting Jackson,
and The RMPK Group were ranked first, second, and third, respectively.
The committee member from the County Administrator's Office called some of the listed
references and inquired as to the reference's satisfaction with the outcome of the project completed
for them by the firm, how their staff interacted with the project team members, and how the firm
responded to requests, in addition to other questions. The responses from one reference for whom
the Committee's top-ranked firm, Wade-Trim, was completing a Master Plan for the county's park
and recreation program, were very positive.
Recommendation
The Review Committee recommends the BOCC select the firm of Wade-Trim, Inc. to prepare a
recreation and parks plan for Monroe County and the BOCC direct the Growth Management
Division staff to enter into contract negotiations with this firm.

Monroe County's Board of County Commissioners has demonstrated a unique VISion and
commitment in the pursuit of this master planning effort to meet the parks and recreation needs of
its citizens over the next 20 years and beyond. Having prepared two countywide Parks Master
Plans in the past three years, along with decades of parks planning and design experience,
Wade-Trim is distinctively qualified for this assignment.
As described in this proposal, Wade-Trim's project team has the capabilities and personnel with
training and skills in the pertinent technical disciplines for this important assignment. Monroe
County will benefit from our nationally recognized experience with parks and recreation master
planning and design, public involvement programs and interactive management processes. Our
management approach delivers maximum participation and ownership by all identified
stakeholders, most importantly, the citizens of Monroe County.
Wade-Trim has prepared parks and recreation master plans and specific recreational facility plans
for over 90 projects in nine Florida counties. Within the past two years, we have completed the
Polk County Parks & Open Space Master Plan, Pasco County Parks and Recreation Master Plan,
Cape Coral Parks & Recreation Master Plan, and are currently preparing the Sarasota County
Parks and Recreation Master Plan. We focus on developing plans that are cost-affordable and
identify the funding options available to make the plan truly implementable. It is Wade-Trim's own
"Interactive Process" that has successfully brought multiple stakeholders together for
consensus on these critical projects. This consensus building process will be essential for the
success of the Monroe County Parks and Recreation Master Plan.

Wade- Trim was recently selected by Sarasota County to develop a 20 year parks
and recreation master plan tor the County. Sarasota's park system is comprised
of more than 120 parks located throughout the County. In addition, the County
operates and maintains parks and recreation facilities within the cities located in
Sarasota County.
Some of the unique aspects ot the Sarasota County Parks and Recreation Master
Plan are the fact that world-class beaches as well as extensive cultural arts facilities
characterize Sarasota County. The Master Plan will be developed with extensive
public input and participation through the use of a Steering Committee, 12 public
workshops, and both written and telephone surveys. We are currently in the process
of inventorying and assessing the existing parks and recreation facilities in the
County.

Wade-Trim was commissioned to prepare a Recreation & Open Space Master
Plan for Polk County, one of Florida's largest and fastest growing counties. Working
with the County and the Polk Leisure Services Association, which is represented
by all seventeen municipalities within the County, the Polk County School System
and the Central Florida Development Council, the planning effort commenced in
May 1998 with continual follow up work to the master plan as its implementation
continues.
The Master Plan not only addressed County facilities and programs but also
included all municipal facilities and programs as well. This comprehensive approach

to parks and recreation master planning is unique as typically parks master planning
efforts only include the facilities and programs of one governmental unit. However,
in this case, each of the municipalities participated in the master planning process.
Two public surveys and workshops were included in the scope of services to
involve the public in determining facility and programming needs and allowing
"buy in" to the planning process. Additionally, a joint workshop with elected officials
from each local municipality was held to develop an interlocal consensus and
vision of future responsibilities and roles in planning and providing parks and
recreational facilities and programs over the 1 Q-year planning time frame.
The Polk County Master Plan is on the cutting edge of other areas as well: from
including semi-private recreation facilities to using a Geographic Information
System to produce the facility inventory and assessment and develop recreational
standards. The plan identified a nearly $90 million dollar deficit in existing parks
and recreation facilities throughout the County and its municipalities in the year
2000 with that deficit growing to nearly $160 million by the year 2010.

Pasco County selected Wade-Trim to develop a 10-year Parks and Recreation
Master Plan to address the growing parks and recreation needs for its booming
population. A unique aspect to this project is that the Master Plan also developed
parks and recreation impact fees for new residential development to mitigate its
impact on the County's parks and recreation system.
The planning process involved several workshops with the citizens at large
throughout the county as well as specific meetings with athletic league
representatives. Additionally, a survey was distributed throughout the county to
obtain the comments of citizens. The comments received through the workshops,
meetings and surveys provided the foundation for the development of the
recommendations within the Master Plan.
The Master Planning effort was sensitive to the financial constraints and limitations
of Pasco County. In developing the parks and recreation guidelines, the financial
limitations were considered to assure that guidelines were not developed that
were unrealistic. The Master Plan accomplished this though developing a "Needs
Plan" and a "Cost Feasible Plan". The "Needs Plan" identified parks and recreation
improvements to meet a preferred level of service without funding constraints and
implementing alternative funding sources such as municipal service taxing units
(MSTU) or sales surtaxes. The "Cost Feasible Plan" is a scaled down version of
the "Needs Plan" that reflects the financial constraints of the County and does not
rely on new funding sources with the exception of impact fees.
Development of parks and recreation impact fees centered upon determining the
full cost of new residential development's impact on the County's parks and
recreation system. Based on the proposed parks and recreation guidelines and
the rate of development, a parks and recreation impact fee was calculated to fully
account for the impact of new residential development on the County's parks and
recreation system.

The County Commission in May 2001 accepted the Master Plan. Within a month
of its acceptance the County Commission held public hearings on implementation
mechanisms for recommendations of the Parks and Recreation Master Plan. The
County has adopted and implemented the parks and recreation impact fees
developed through the master planning process.
Wade- Trim recently completed a 1 a-year Parks and Recreation Master Plan to
meet Cape Coral's existing parks and recreation needs as well as the future needs
of this rapidly growing community. Cape Coral provides many challenges from its
high rate of growth to its pre-platted lots with limited public lands and a diverse
range of parks and recreation facility and programming needs.
The planning process involved several public workshops throughout the city as
well as a survey mailed to residents to obtain their comments and feedback.
Additionally, a Steering Committee was appointed to direct the Master Planning
process. This Steering Committee has a diverse representation including citizens
and business owners, the Chamber of Commerce, the School Board, Lee County
Parks Department, and other parks and recreation stakeholders in the community.
The Master Planning effort focused on what improvements are needed to the
City's existing parks and recreation facilities to insure their continued safe and
efficient operation over the next 10 years as well as identifying new parks and
recreation facilities and programs to meet existing deficits as well as the demands
of future residents. A 1 a-year capital improvement plan identifies the financial
impacts of the City's parks and recreation facility and program needs. The capital
program prioritizes the expenditure of funds to meet these needs in the most
efficient and economical manner.
The Cape Coral Parks and Recreation Master Plan identifies a range of parks and
recreation facilities and programs that will meet the diverse needs of a community
that is growing and its demographics changing.

The Florida Chapter of the American Planning Association selected the
Pasco County Parks and Recreation Plan, prepared by Wade-Trim, to
receive an Award of Merit for 2001. The Master Plan was one of only six
projects selected for an award in 2001. Additionally, the Master Plan was
the only parks and recreation related project to receive recognition by the
Chapter. Additionally, the Polk County Recreation and Open Space Master
Plan was awarded by the Florida Planning & Zoning Association for
Outstanding Public Planning Project Award in 2001.

experience and knowledge of parks and open space master plans, open space

As Executive Vice President and Senior Professional Planner, Dave is the
senior officer in the Tampa office. Dave has been with Wade-Trim for over 18
years. He routinely serves as Principal-in-Charge or Project Manager on major
public and private planning, development and transportation projects. Areas of
specific experience include comprehensive planning, zoning and land use
studies, Developments of Regional Impact (DRls), Planning, Social, and
Environmental Impact Studies, Project Development and Environmental (PD&E)
studies, land development regulations, and development/redevelopment studies
and plans, public participation charrette facilitation, and expert testimony. Dave
also directs the firm's business/client development activities.

the completion of the Polk County Parks and Open Space Master Plan. In
addition to his planning abilities, Brad also has extensive experience in the
development and operation of geographic information systems (GIS) for local
governments. He is proficient in the use of ArcView and Arc/Info GIS software.
Mike has over 17 years of distinguished experience in five local governments,
including 12 years as a city manager. Mike has been with Wade-Trim for one
and one-half years. His areas of expertise include business recruitment and
economic development, designing and managing millions of dollars in capital
improvements, visioning and strategic planning, financial administration, quality
improvement programs and community based customer service, organizational
development, with extensive experience in information technology as a
management tool and public speaking. He has a Masters Degree in Public
Administration from The American University in Washington DC and a Bachelor
of Science in Criminal Justice from Bowling Green State University.

Sharon has over 19 years of professional Landscape Architecture experience

recreation projects. Her expertise includes successful interagency coordination
of federal, state, and local agency team efforts. Sharon specializes in major
metropolitan transitway / CBD streetscape design, interstate highway
beautification design, intermodal projects and redevelopment / design guideline
preparation.
Sharon has served as the lead design professional in the development of the
Polk County Recreation and Open Space Master Plan, Pasco County Parks
and Recreation Master Plan, the Cape Coral Parks and Recreation Master
Plan and Sarasota County Parks and Recreation Master Plan. She has extensive
experience involving parks and recreation master planning, park design and
development and environmental planning and assessment.

PROJECT ApPROACH
Monroe County is located at the southern tip of the Florida peninsula and extends
to the south along the Florida Keys. Its environmental resources such as the
Everglades and the delicate eco-system within the Keys and the surrounding waters
characterize the County. The Florida Keys are a destination for visitors from
throughout the world and is widely seen as place to escape and enjoy the natural
wonders of this tropical area. Boating, fishing, sightseeing and eco-tourism
opportunities are many of the reasons people come to the Keys. In addition to
these specialized recreational opportunities, there is a need in the County to provide
for the day-to-day parks and recreational needs of its citizens in the form of parks
that provide opportunities for traditional sport and recreational programs. The
location and characteristics of the County provide an ideal setting for parks and
recreation opportunities. The pursuit of a 20-year parks and recreation master
plan by Monroe County is visionary and commendable. This master planning
process will enable the County to identify and plan for the long-range parks and
recreation needs of County residents in a proactive and comprehensive manner.
The Master Plan shall clearly reflect and be responsive to the diverse needs and
preferences of park and recreation users within the County while respecting,
enhancing and integrating the ecological functions of the natural systems that
help to define the County's character. As such, a holistic approach will be taken
that fully and fairly accounts for the range of parks and recreation facilities, programs
and services in relation to needs, desires, financial feasibility and impact. The
range of parks and recreation facilities included in the master planning process
will cover all types, including but not limited to, athletic facilities, community parks
and centers, neighborhood parks, environmental and conservation lands, beaches,
historic resources and cultural and civic facilities.
Parks and recreation facilities within Monroe County are diverse and provide a
wide range of recreational opportunities. The County has 39 parks that provide
approximately 180 acres of land for parks and recreation activities. These parks
include small neighborhood parks, community parks, and special facilities such as
beaches, athletic facilities, historic resources and natural areas. There are also
several areas of public conservation lands such as the Everglades National Park,
Key Largo Hammocks Botanical State Park, John Pennekamp Coral Reef State
Park, Windley Key Fossil Reef Geological State Park, Indian Key Historic State
Park, Lignumvitae Key Botanical State Park, San Pedro Underwater Archaeological
Preserve State Park, Long Key State Park, Bahia Honda State Park, Curry
Hammock State Park and Fort Zachary Taylor Historic State Park.
One of the keys to this project is citizen participation in the master planning process.
Without community buy-in and support the road to implementation of the master
plan will be very difficult if not impossible. The Wade-Trim team will approach this
project in a manner that strives to build consensus and cooperation among
stakeholders. There will be differing views with respect to what should be developed,
where and when, Wade-Trim has seasoned facilitators on the Project Team to
bridge these gaps and bring harmony to open discussions that will be fostered
through the master planning process. In the end, Monroe County will be presented
with a Parks and Recreation Master Plan that the entire community can stand
behind.

The following section provides a draft work program for Monroe County's Parks
and Recreation Master Plan. However, it is important to note that this draft work
program is conceptual in nature. Once the Wade-Trim Project Team is selected,
we will meet with the County to refine the work program to assure that it meets the
specific needs and desires of the County. This interactive process of the work
program development with the client is a hallmark of Wade-Trim.
TASK 1: STEER/N6 COMMITTEE AND M/55/0N STATEMENT
In order to insure the success of the Parks and Recreation Master Plan for Monroe
County, a Steering Committee should be appointed to direct and review the process
and products of the master planning process. The Director of Growth Management
is recommended to chair the Steering Committee. The Steering Committee should
be comprised of the following members:

The Steering Committee will develop the Mission Statement for the Master Plan
process. A workshop will be conducted with the Steering Committee to discuss
and recognize the common interests and goals for parks and recreation in Monroe
County and develop the Mission Statement.
The Mission Statem6nt will serve as a focal point for the process and will energize
the County and its citizens around a common purpose. It is important that the
Mission Statement reflects and supports Monroe County's Comprehensive Plan.
Throughout the process, the Mission Statement will provide the foundation upon
which decisions and recommendations are made.
The Steering Committee will be an active organization that will provide feedback
and direction throughout the development of the Master Plan. With the input of
the Steering Committee in all phases of the process, the Master Plan will reflect
the true needs and desires of the community. Throughout the master planning
process it is anticipated that the Steering Committee will meet five times.
TASK 2: DATA COLlECT/ON, INVENTORY AND A55E55MENT
Wade- Trim will collect and review all existing data relating to Monroe County's
demographics, existing and proposed land uses, transportation network with an
emphasis on greenways and trails and reports and documents regarding parks,
recreation and conservation, as well as, any other data deemed appropriate by
Monroe County. In addition, all publicly owned conservation and environmentally
sensitive lands within Monroe County will be inventoried. The publicly owned lands
inventory will include city, county, state and federally owned lands. This data will
provide the foundation for the analysis and determination of parks and recreation
needs.

Wade-Trim will develop an inventory of existing outdoor recreation facilities, indoor
recreation facilities, public parks, play areas, athletic fields and recreational
programs. In addition, the inventory will include private, non-profit commercial,
school and community group provided parks and recreational facilities.
The parks and recreation inventory will be integrated with a geographic information
system (GIS). The inventory will be imported into ArcView software and will enable
detailed analysis of the County's parks and recreation system. At the conclusion
of the project, Wade-Trim will provide the County with all of the data in a GIS
format that will enable the County to maintain and update the inventory and analysis.
Wade-Trim will complete an existing condition assessment for each of the parks
and recreation facilities inventoried. Wade-Trim will meet with County staff to
develop a uniform site assessment survey form. A ranking scale will be used to
assess the condition of the parks and recreation facilities. The assessment will
include interviewing on-site staff and taking digital photographs. Improvements
and upgrades will be identified for each park and recreation facility and an overall
condition and maintenance rating will be assigned.
At the conclusion of this Task, a Steering Committee meeting will be held to review
the results of the data collection, inventory and assessment.
TA5K 3: PARK5 AND RECREATION NEED5 A55E55MENT
Wade-Trim will develop a needs assessment for parks and recreation facilities
based on the County's population growth, demographics and geographical
considerations. The needs assessment will address athletic facilities, community
and neighborhood parks, beaches, cultural/arts facilities, historic resources, and
potential public uses of environmentally sensitive lands.
Wade-Trim will conduct public workshops throughout the County to obtain direct
input from users of th3 County's parks and recreation system. The workshops will
be an interactive process in which the participants identify what they like and do
not like about the current parks and recreation system and what the future needs
are for the County's parks and recreation system. The number of public workshops
will be determined in cooperation with the County. However, it is recommended
that a sufficient number of workshops be held to provide ample opportunity for
residents throughout the different areas of the County to participate in the process.
Wade-Trim will also administer a random survey of Monroe County residents to
obtain information regarding the parks and recreation system. The specific format,
questions, method of application and number of surveys will be determined in
cooperation with the County and the project Steering Committee.
Additionally, Wade-Trim will interview key stakeholders in the County's parks and
recreation system. The stakeholders may include but not be limited to
representatives of athletic organizations, environmental/conservation
organizations, cultural/arts organizations, historical organizations, recreational
interest groups, community and business leaders, governmental agencies and
other stakeholders as deemed appropriate by the County. The specific number
and persons interviewed will be determined jointly by the County and Wade-Trim.

Through the population and demographic analysis, public workshops, survey data
and interviews, a clear picture of the concerns and desires of Monroe County
residents for parks and recreation will appear.
A Steering Committee meeting will be held at the conclusion of this Task to review
the results of the Needs Assessment.
TA5K 4: DEVElOPMENT OF RECREATION 5TANDARD5
Based on information obtained from the wmkshops, surveys and resource
indicators such as population growth, historical recreation use, economic indicators,
full-time resident and tourist use of parks and recreational facilities and programs
and available recreational/leisure time, Wade-Trim will calculate the existing and
future unmet parks and recreation needs.
In order to determine existing unmet needs and project future needs, Wade-Trim
will develop parks and recreation facility standards and guidelines specific for
Monroe County. County, state and national parks and recreation standards
contained within the Monroe County Comprehensive Plan, the Statewide
Comprehensive Outdoor Recreational Plan (SCORP) prepared by the Florida
Department of Environmental Protection, the National Recreation and Parks
Association and other industry guideline references will be used as a starting
point to determine the appropriate standards for Monroe County. The standards
will then be adjusted and revised to meet the specific needs of the County.
The County's Communi Keys Program will be evaluated and considered in the

Wade-Trim will analyze environmentally sensitive lands and areas in the County.
This analysis will determine appropriate uses for these lands while maintaining
and protecting its inherent ecological functions.

Wade-Trim will identify and inventory existing and potential funding sources for
parks and recreation facility development, operation and maintenance. Funding
sources to be investigated include, but are not limited to, grants from State and

Wade-Trim has the knowledge and ability to find creative solutions to the financing
of parks and recreation facilities. In addition, Wade-Trim will review the County's
existing parks and recreation impact fee to determine if it should be adjusted to
better reflect the impact of new development on the County's parks and recreation
system.
A capital plan will be developed that will identify the costs and potential funding
sources associated with the implementation of the proposed recommendations.

benchmarks are met that indicate the need for new parks and recreation facilities.
These benchmarks will be established through the master planning process.
Benchmarks may relate to the number of people within a certain age range, usage
of particular parks and recreation facilities, age of parks and recreation facilities or
other indicators established in the master plan process.
Costs for implementation will include not only the capital costs for land acquisition
and construction but also the costs for the ongoing operation and maintenance of
the parks and recreation facilities. These operation and maintenance costs will
include staffing needs and its impact on the County's budget.

Wade-Trim will combine the information developed in the previous tasks and
develop a listing of parks and recreation facility and program needs, as well as,
the action steps required to meet the identified needs. Creative financing options,
staging of improvements and prioritization of needs will all be identified within the
recommendations. These recommendations will serve to provide the County with
a guide to meet the diverse parks and recreation and programming needs of its
citizens, as well as, meeting these needs in a financially efficient and sustainable
manner.
TA5K 7- MA5TfR PLAN (OMPILATlON AND PRf5fNTATlON
Based on the results of the master plan process, Wade-Trim will prepare a draft
Master Plan document. This Master Plan document will contain all data, analysis,
recommendations and costs developed through the master planning process. The
draft Master Plan will be presented to the Steering Committee for their review and
consideration. After the Steering Committee meeting, the final Master Plan will be
presented to the Monroe County Planning Commission and Board of County
Commissioners for their review and consideration.
An executive summary of the Master Plan will be prepared that will summarize the
process and findings in an easy to read brochure format for public distribution. It is
envisioned that this brochure will be used by the County to promote and market
the appropriate funding mechanisms to implement the Master Plan.

In many respects with master planning, the process is as important as the final
recommendations because it encourages interactive consensus building on the
needs of the community. The parks and recreation needs of the County are widely
diverse and touch on a wide range of interests such as athletic, environmental/
conservation, historical and cultural and civic. This process will bring these groups
together to identify common interests and points of conflict and will strive to build
consensus with all that participate. Without such a process, acceptance of the
master plan will fail and implementation will be extremely difficult. Therefore, the
interactive process that Wade-Trim will follow in the master planning process is
critical to the ultimate success of the master plan.
The Monroe County Commission has demonstrated great vision in initiating the
development of this Master Plan. By virtue of this process, there will be great
public expectation that the County will follow through with the implementation of

Monroe County's Parks and Recreation Master Plan involves a wide range of
interrelated projects and activities developed to provide a superior park system.
The implementation of this program will require a unified team approach to achieve
the project's objectives. The project management approach proposed for this project
is described below.
Our project management approach to achieving an immediate and effective
implementation of the Master Plan is developed around the team concept. By
using an interactive process of management, our team can organize incredibly
diverse activities within the framework of the program's goals and schedule. Our
team will do this by identifying and including everyone who is significantly impacted
by the project, commonly referred to as "stakeholders". The interactive process
can take a defined objective, implement several concepts into the process at once,
and enhance success.
As shown on our project team organizational chart, team members have specific
functions. This approach will support a closely coordinated planning effort with
team members selected for their past experience ability to work together and
contribute specialized talents to the overall product. A successful management
organization has been instrumental in our past success on parks and recreation
projects.
The main focus of the project team and the interactive management process is
the Principal-in-Charge, David Gildersleeve. The Principal-in-Charge will monitor
client satisfaction by attending most client involved meetings, listening closely to
client concerns and requests, and maintaining full program awareness. Regular
work meetings will occur throughout the program period with the County's Growth
Management Director and will be organized consistent with a quality control effort
uniquely outlined for this project. Items to be reviewed at these meetings will include:

Quality control will be the responsibility of the Project Manager and key technical
staff working on the project team. To ensure that the work is completed in
accordance with the standards established to meet program objectives and goals,
QC activities will be conducted on three levels. Level 1 focuses on problem
avoidance. This involves looking ahead in the schedule and receiving and
addressing concerns/issues before they negatively impact the product delivery
system. The interactive process of management facilitates this quality assurance
methodology.
Level Two consists of the review of the team's work product. The QC/QA officer
will coordinate these reviews.
The third level of review will be conducted with key County staff at regularly
scheduled meetings with the County's Growth Management Director. The intent
of this level of review is to solicit input from the County and to keep project objectives
and goals clearly defined.

Scheduling is vital to program success. The completion of the project within the
desired time limits requested by the County pushes the "pulse." The public will

Pasco County Parks and
Recreation Master Plan
Pasco Counry selected Wade-Trim to develop a 10-year Parks and
Recreation Master Plan to address the growing parks and recreation
needs for its booming population. A unique aspect [0 this project is
that the Master Plan also developed parks and recreation impact fees
for new residential development [0 mitigate its impact on the Counry's
parks and recreation system.
The planning process involved several workshops with the citizens at
large throughout the counry as well as specific meetings with athletic
league representatives. Additionally, a survey was distributed
throughout the county to obtain the comments of citizens. The
comments received through the workshops, meetings and surveys
provided the foundation for the development of the recommendations
within the Master Plan.
The Master Planning effort was sensitive to the fInancial constraints
and limitations of Pa~co Counry. In developing the parks and recreation
guidelines, the financial limitations were considered to assure that
guidelines were not developed that were unrealistic. The Master Plan
accomplished this though developing a "~eeds Plan" and a "Cost
Feasible Plan". The "Needs Plan" identified parks and recreation
improvements to meet a preferred level of service without funding
constraints and implementing alternative funding sources such as
municipal service taxing units (MSTU) or sales surtaxes. The "COSt
Feasible Plan" is a scaled down version of the "Needs Plan" that reflects
the financial constraints of the Countv and does not rei" on new funding
sources with the exception of impac't fees. . ~
Development of parks and recreation impact fees centered upon
determining the full cost of new residential development's impact on
the COUnty's parks and recreation system. Based on the proposed parks
and recreation guidelines and the rate of development, a parks and
recreation impact fee was calculated [0 fully account for the impact of
new residenrial developmenr on the County's parks and recreation
system.
The Counry Commission in May 2001 accepted the Master Plan.
\Vithin a month of its acceptance the COUnty Commission held public
hearings on implemenration mechanisms for recommendations of the
Parks and Recreation Master Plan. The County has adopted and
implemented the parks and recreation impact fees developed through
the master planning process.

Wade- Trim was commissioned to prepare a Parks and Open Space
Master Plan for Polk COUnty, one of Florida's largest and fastest growing
counties. Working with the' Polk Leisure Servic~s Association (PLSA )~
which representes~ all seventeen municipalities within the COUnty, and
the Polk County School System, the planning effort involved many
stakeholders and was truly a successful interactive and consensus
building endeavor. The pl~nning process commenced in May 1998
and was completed in the Fall ot 2000.
The planning proces,s included the development of a Mission Statement
which served as a tocal point to galvanize and energize the various
stakeholders. The Mission Statement encompassed a range of facilities,
pro~rams and clientele, identitled the purpose of the Master Plan and
established a plan horizon. Polk County's Master Plan included county-
owned facilities and programs, as well as, municipal facilities and
programs. These facilities were included through the assistance of the
PLSA. The PLSA assisted in each step of the process and in formulating
the Mission Statement. The PLSA provided baseline data for the park
facility inventory. This County-wide Master Plan approach was very
unusual. Typically, a county's Master Plan includes only COunty-owned
and operated facilities.
Public surveys and workshops were included in the scope of services to
involve the public in establishing facility needs and ensuring "buy-in"
to the planning process. Additionally, a joint workshop with elected
officials from each local municipality was conducted to develop interlocal
consensus and clear vision of future responsibilities and roles in planning
and providing park facilities. The elected and appointed otlicials meeting
was essentiat to carrying forward the completed Master Plan for the
next 10 years.
The Polk County master planning process is on the cutting edge in
other areas as well: from including semi-private facilities in the plan to
using a Geographic Information System and ArcView software to
prod'Uce the facility inventory and assessment and develop recreational
standards. The master plan provided a G IS data base and a method for
both the County and Cities to maintain a current inventory of all park
and recreation facilities.

Wade- Trim recently completed a lO-year Parks and Recreation Master
Plan to meet Cape Coral's existing parks and recreation needs as well
as the future needs of this rapidly growing community. Cape Coral
provides many challenges from its high rate of growth to its pre-platted
lots with limited public lands and a diverse range of parks and recreation
facility and programming needs.
The planning process involved several public workshops throughout
the city as well as a survey mailed to residents to obtain their comments
and feedback. Additionally, a Steering Committee was appointed to
direct the Master Planning process. This Steering Committee has a
diverse representation including citiz.ens and business owners. the
Chamber of Commerce, the School Board, Lee County Parks
Department, and other parks and recreation stakeholders in the
community.
The Master Planning effort focused on what improvements are needed
to the City's existing parks and recreation facilities to insure their
continued safe and eHicient operation over the next 10 years as well as
identifying new parks and recreation facilities and programs to meet
existing deficits as well as the demands of future residents. A lO-year
capital improvement plan identities the tlnancial impacts of the City's
parks and recreation facility and program needs. The capital program
prioritiz.es the expenditure of funds to meet these needs in the most
eHicient and economical manner.
The Cape Coral Parks and Recreation Master Plan identities a range of
parks and recreation tacilities and programs that will meet the diverse
needs of a community that is growing and its demographics changing.

The City of Tampa hired \Vade-Trim to prepare the master plan for
DeSoto Park renovations.
The Park consists of sixteen-acres located south of Ybor City along
Mckay Bay in the Palmetto Beach area. The site has an existing historical
structure, built in the 1930s, which serves as the community building.
At one time the park was the connection point tor the Palmetto Beach
Railway Streetcar line that originated in 1864. The park is used
primarily by the surrounding neighborhood and DeSoto Elementary
School, which is located across the street.
Some existing features of this historical park are the community building
and the existing Live Oak and Sabal Palm trees. The main objective of
the master plan was [0 restore the community building and to keep
tree removal to a minimum. Our design team included a Historic
Architect to advise the restoration of the community center.
A new realigned drive with parking is planned to provide access to the
park and to the new swimming pool and locker! restrooms. The planned
7.400sJ. pool will feature three distinct areas, one for competitive
racing and laps, a shallow area for play and a water slide.
A new 24,000 square feet gymnasium and recreation facility is also
planned with basketball courts, locker rooms (for gym and poo!) ,
dressing rooms, administrative offices and classroom! meeting rooms.
The Palmetto Beach Neighborhood Association was consulted to
determine the community needs tor the park. Their input resulted in
plans tor a soccer tleld, softball tleld, bocce ball COUrt, multi-purpose
courtS and tennis courts. This will provide recreational activities tor
the area neighborhood and the elementarv school. Also included in

the master plan is a bike trail which will tie into the Mckay Bay Nature
Park and torm a 6-mile greenway loop.

Lake Maggiore Park
Comprehensive Master Plan
The Wade-Trim design team is helping the City of St. Petersburg with
an environmental planning and design effort which is tocused on the
City's largest collective holding of open space. Lake Maggiore Park is
about 800 acres in size. The subject property includes a 350-acre
Nature Park Preserve. which has manv listed environmentalh- sensitive
species such as the Bald Eagle. Florid~ Gopher Tortoise, She~man's Fox
Squirrel. the American Alligator and Curtiss' Milkweed. The open space
tound here is surrounded bv established St. Petersburg neighborhoods
and features lakefront view~ over a 380-acre lake. Th~ upland master
planning work will be further complemented by the City's
$10 million water quality program. which is being designed to
address the eutrophic condition of Lake Maggiore.
Lake Maggiore Park has served the needs of over twO dozen user groups.
The Southside Youth Soccer League holds games here. as well as. lunior
Spartans Football League. Othe~ recreatio~ groups that have us~d the
park include Carvon Youth Golf Club. the Suncoast Archery Club and
the Rod and Gun Club. The City also uses the Lake Maggiore property
as a behind the scenes operations base tor brush disposal sites and yard
waste recycling. The Fire Department and Police S\'V AT training
complexes are also located here. along with the City Horticultural
Operations and Forestry facilities.
The goal of the master planning effort is to organize and provide tor
manv diverse land uses while creating a balance with the needs of
prot~cted species and sensitive natural habitats. C ntil recently the use
of the Lake Maggiore Park land was governed bv "Calitornia Gold Rush"
standards, stak~Cvour claim and th~ land is v~urs to use. This system
seemed to work' until two or more parties 'became interested i'n the
same piece of land tor their expansion plans. The potential tor overlap
prompted the master plan study work. Our study has since discovered
that had the site analysis been done earlier critical wetland habitat
could have been saved 'and recreation tacilities could have been located
elsewhere to save precious Gopher Tortoise habitat. Wade-Trim is also
helping land users to reach an agreement tor the most ettlcient use of
space and resources. This project is a real world look at how
environmental planning and design tor open spaces can work on an
urban scale.

Lake Maggiore Park is the City of St. Petersburg's largest public land
holding, containing 478 acres of land surrounding 380-acre, Lake
Maggorie. Wade-Trim worked closely with the City to develop a Master
Plan'" for the park that charted a course for future management and
development of this valuable property. Rehabilitation ~f Lakeview
Neighborhood Park is one of the projects identitIed in Phase I of the
Master Plan. The activities planned for this park are primarily passive
in nature to blend well with the single-family homes in the surrounding
neighborhood.
The renovation will provide the new passive recreation facilities that
are outlined in the Lake Maggiore Shores ~eighborhood Plan and will

Lakeview Neighborhood Park is unique in that it also hosts the Carvon
Golf Club for practices with the goal of introducing youth to the game
of golf and fostering mentoring between youth and adults. It is the
only city park where goltlng is allowed.
Numerous improvements are being d~signed for a lakeside picnic area
including replacing existing restroom tacilities with new vandal resistant
structUres, drinking fountains, picnic shelrers with tables ,and grills,
and a group picnic shelter. A new playground in a secured t~nced: area
and paved parking with landscaping will be provided. Golt activities
will be expanded with a new putting green and driving range. A security
gate will be added and existing bollards replaced. Entry signage will
also be created.
Beautiful expansive views of Lake Maggiore will be embraced by the
park design. Exotic species will be removed to open up the view of the
lake. recreational access will be provided at the lake perimeter. A linear
park thar extends around the entire lake is envisioned. A focal element
of the new design is a tlshing pier and gazebo that extends out in to the
lake. A walking bridge will be designed and constructed as well as sire
lighting and l~ndsc~ping. lnstalla"tion of littoral shelf planting will
improve the condition ot the shoreline and enhance water qualiry.

The City of Largo has determined the future of their 120-acre urban
oasis, Largo Central Park. Wade-Trim prepared the Master Planning,
Community Visioning and Feasibility studies for this centrally located
urban park within the City of Largo in Pinellas County, Florida. The
expansive park site had been used tor many different purposes by several
groups over the years without a plan tor overall development. Some of
the users of the existing park property included HRS. a retail mattress
factory, City of Largo maintenance personnel, the Public Library and
the seasonal Bay Area Renaissance Festival. Wade-Trim's responsibility
was to prepare an overall master plan which responded to user group
needs that was balanced with the need to preserve existing natural
systems tor future generations to enjoy.
The initial design activities included a series of community charettes
and hands-on workshops to create the park development program and
phasing structure. Wade- Trim's team of planners, landscape architects
and engineers worked closely with the community, elected officials
and City staff in development of this master plan tor the "Jewel of
Largo". Planned park facilities include an amphitheater. a community
theater/arts center, an outdoor exhibition space, group conference/
picnic facilities, gardens and an arboretum. A pedestrian trail system,
parking facilities and tramc circulation were all carefuUy designed to
enhance. highlight and preserve the natural beauty of the project site.
A key element of the tlnal master plan was an implementation financing
plan which included details tor funding through public and private
sources. By including this activity in the master planning process, the
City was delivered an end product that not only gave them a blueprint
tor development. but also a strategic implementation plan tor the
funding development of the park.

Wade Trim was commissioned ro prepare a comprehensive master plan
document for the City of Tampa's Lowry Park property. The project
site is best known locally for the Lowry Park Zoo, which encompasses
approximately a quarter of the entire 105 acres of park land. The
property is situated in the center of a growing metropolitan area. The
function of this park is unique because it serves both as a community
park with passive riverfront facilities and as a regional park for zoo
visirors.
The Wade Trim design team began the design process with aerial
photography and a thorough analysis of physical site features. The
property has wetland areas that fall under the jurisdiction of the
Southwest Water Management District (SWFWMD), the US Armv
Corp of Engineers (USACOE) and the Hillsborough County
Environmental Protection Commission (EPC). The site has a beautiful
meandering creek that connects ro almost two thousand linear feet of
water fron~ along the Hillsborough River. There are also two springs
on the property. The upland portion of the site has a predominant
canopy of tremendous arching live oak trees draped with Spanish moss.
A key component of our design approach was a carefully designed
public involvement process which included interviewing important
user groups and survey by questionnaire. The questionnaire was handed
out and collected by the City of Tampa Parks Department. The
information gathered by the survey process helped us ro make informed
design decisions in the master planning process and will also become
useful as documentation for grant money applications ro fund park
Improvements.
Preliminarv ideas for the Lowrv Park Master Plan include S 1. 5 million
in land a~quisition goals and' approximately $3.5 million worth of
park improvements. Key issues in the Master Plan design concept
include substantial zoo expansion, solutions for overcrowded parking
facilities, proper resiting of an existing amphitheater, restoration and
improvement of shoreline conditions along the Hillsborough River,
entry definition, the implementation of tramc calming measures and
improved pedestrian and vehicular circulation. The Lowry Park Master
Plan project has been a design collaboration in the truest sense between
park users. the City of Tampa Parks Department and the Wade Trim
team of professionals.

Wade-Trim provided recreation master planning services for the team
of project professionals selected by Citrus County for the Central Ridge
District Park. Our task was to work with Citrus COUnty and an advisory
committee of special interest groups to first program future park uses
and then to translate those uses in to a workable realistic master plan
document. The park site is 133 acres in size and is located in a growing
rural section of Citrus County. A segment of the ~rithlacoochee State
Trail runs directly along the east project boundary.
The user groups represented on the project advisory committee
included Central Citrus Little League, Break Away Soccer,
Withlacoochee State Tiail Representatives and area Civic Associations.
The master plan has been designed to serve County residents of all
ages and interests. The Master Plan features active facilities such as;
Football Fields, Youth Soccer, a Baseball six-plex, Tennis Courts,
Shuffleboard, Lacrosse and Basketball. Passive recreation opportunities
include nine thousand linear feet of nature trails with a r,; ature Center
trail head structure, Habitat Restoration areas, a multi feature Par
Course, Picnic Areas and wildHower meadows. Smaller children can
enjoy playgrounds strategically placed for compatibility with other
park facilities. Current trends in recreation are retlected by the
incorporation of a Skateboard Park and a Roller Hockey Rink to
accommodate the new generation of park users.

Boca Ciega Park
As a subconsultant ro HDR Engineering, Wade-Trim assisted in the
development of Boca Ciega Park for Pinellas COUnty. The park is
approximately 180 acres in size and is located on Boca Ciega Bay
between Harbor View Avenue and 122nd Srreet ~onh.
Wade-Trim prepared consrruction plans, specifications and permit
applications for site improvements and park facilities. These
improvemenrs included roads, parking lots, drainage, sidewalks,
boardwalks, nature rrails, playground, observation rower, picnic shelters,
restrooms, utilities, maintenance building, supervisor's residence and
education center.
One of the anractive fearures of the park is a boardwalk that meanders
through the park ro a three-srory observation rower. The observation
rower is secluded and only accessible by toO[, located within an existing
wedand area.
There are twO separate playground areas, one tor roddlers and another
tor older children. The playground surfacing was consrrucred of Safe-
Deck and recycled tires.
\'\Tade- Trim designed the entrance area which includes enrry wall with
signage, landscaping, irrigation and a gate ro comral aq::ess. A tlagpole
and pilasters were also included in the park design.
Preserving the natural appearance of the park is a major concern of
Pinellas County. This was successfully achieved by preserving existing
vegetation and existing wildlife habitats.

Buckingham Park, a 514 million, 13S-acre recreation complex.
Located east of Fort ~I yers, Florida, Buckingham Park \\-ill prm-ide actiw

Linear Park
Originally approved in 1980, Harbour Island has become one of
Tampa's premiere downtown residential and commercialloHice areas.
Harbour Island provides warerfront office and commercial facilities
and an upscale single-family and multi-tamily residential environment
within walking distance of Tampa's downtown tlnancial and oftlce
district, Convention Center, Ice Palace and the Florida Aquarium.
The Harbour Island Linear Park provides a scenic pedestrian linear
link along the island. The park design, prepared by Wade-Trim,
includes a pedestrian system running north to south linking several of
the residential areas to the community recreation complex/athletic club.
Ir provides more than a mile of open space connecting at several points
to the waterfront through a series of vista parks. Harbour Island Linear
Park includes gateways and overlooks that provide a distinctive human-
scaled urban open space. The landscape includes a selection of 1m\'
maintenance, drought tolerant plants and provides for a variety of
seasonal color and textures. One quickly feels a sense of enclosure and
comfort as one travels the length of the park along the many vista
waterfront parks. The low level path lighting occurring along the length
of the park provides evening users a safe and secure path.
Harbour Island Linear Park meets or exceeds the needs of the resident
community. In addition, it provides a distinctive link to all of the
communities residential and commercial areas. These types of
purposefully developed public spaces are hallmarks of quality urban
design.

Lake Maggiore Park is the Ciry of St. Petersburg's largest public land
holding, containing 478 acres ot land surrounding a 380-acre la~e.
Wade- trim worked closely with the City to develop a master plan tor
the park that charted a course for future management and development
of this valuable property. Rehabilitation of ~est Lake Park (31.5 acres)
is one of the projects identitled in Phase I ot the master plan. The main
design theme for this park is to feature a one of a kind super playground
and to provide recreational access to Lake Maggiore.
An Adventure Playground will provide a focal. elem~nt for the park.
The plav~round area will cover 23,000 square teet ot West Lake Park
and wil[ be located along the channel that connects Lake Eli to Lake
~a~giore. The AdvenTure. Playground will be the largest playground
ot thIS type in the state ot Florida.
A lakeside picnic area will provide a gathering place for corporate or
educational groups. It will include two large group picn~c shelters with
tables and grills. Small picnic shelters and a restroom tacility are also
planned. A walking bridge that connects West Lake Park to Lakeview
Neighborhood Park will provide an expansive view of Lake Maggiore.
The~ 2:acre dog park located along Lake Eli will have separate t~nced
areas tor small and large dogs.
Recreational access to Lake Maggiore will be another activity in West
Lake Park that will use the property to the fullest. A .boardwalk that
extends out into the lake will provide an opportunity tor people to be
on the lake. In addition, a boat rental facilitv with snack. bar will be
located in the southern part of West Lake Park: This feature will include
a tishingl boat dock and a boat launch area for access to ,Lake Maggiore.

After Wade-Trim prepared the Master Plan for Largo Cenrral Park, the
City hired Wade-Trim to design the 38-acre park expansion. The park
design includes resuooms, visitor parking, bike path, picnic facilities.
parking lot, a birder's observation platform, boardwalks and an environ-
mental education kiosk all integrated with the restoration /
enhancemenr of upland, wetland and deepwater habitat.
Funding for the project came from several sources. \'Vade- Trim was
successful in helping the City of Largo secure $400,000 for the project.
The environmenral restoration and regional stormwater treatmenr
facility is being funded through a cooperative funding agreement
between the Citv and the Southwest Florida Water Managemenr
. ~
District's, Surface Water Improvement and Management Program
(SWIM). Other private/public conrribution we secured by Wade-Trim,
some of these contributors include the Shell Oil Foundarion, Florida
Power Corporation and the National Fish and Wild life Foundarion.
The objective of this tacility is to reduce non-poinr pollutant sources
loading from the contributing watershed (l, 159 acres) to Tampa and
Boca Ciega Bays. Particular emphasis for this taciliry includes reduction
of total nitrogen and total suspended solids from this watershed to
levels established by Tampa Bay Estuary Program and subsequently
adopted by the Florida Departmenr of Environmental Prorection as
total maximum daily load for Tampa and Boca Ciega Bays. The design
also includes the restoration/ enhancemenr of hardwood swamp/ hydric
hammock, littoral shelf creation and restorarion of wer prairie and
hvdric/mesic Harwoods.
When complete this park will greatly enhance the Ciry's exisring passive
recreation program ar local and regional levels.

Located at the beginning of Main Street, Marina Waterfront Park is a
gateway feature for the City of Safety Harbor's downtown business
district. Wade-Trim statf worked with the City to develop a restoration
plan that would incorporate the desired open space of the existing
park, while incorporating the features of an urban park, One of the
major goals of the project was to create a space that would attract users
outside the city limits and keep them coming back. Several public
involvement meeting were held in order to gain consensus and identit~v
stakeholder concerns.
The park is comprised of three zones occupying 1.8 acres along the
shore of upper Tampa Bay.
The tlrst area is the main park, it occupies 1. 5 acres and serves as the
main focal point of the park. As you approach the park from Main
Street, a brick paved entrance invites you into the park where users can
experience a decorative water feature, The water feature consist of a 30-
foot pool of water, which incorporates water jets, lights and bronze
statues of egrets in various stages of Hight. A brick seatwall and benches
surround the water feature so users can rela.x and enjoy the many views.
The reminder of the park was used as open space so that public meeting
space was maximized. The entire park was landscaped with native
plantings.
The second area of the park is the Veterans Memorial plaza, it occupies
0.3 acres. The memorial was erected to honor individuals who served
in our armed forces and pays special recognition to those that are
residents of Safety Harbor.
The final area is the fishing pier, which extends approximately 420
feet into Tampa Bay. The pier restoration included timber replacement,
lighting, tlsh cleaning stations and restoration of the shelter at the end
of the pier. In light of the controversy surrounding the use of arsenic
as a wood preservative, Diamond Decking lumber was used for its
natural resistance to rot.
The project was completed in the fall of 2001 and the City has received
numerous compliments from the citizens.

Wade-Trim prepared the tlnal site plan for development of a 150-acre
park immediately north of Lakewood Ranch High School. The park
has a football stadium, two baseball tlelds, two little league baseball
fields, two softball tlelds, two joint football/soccer fields, six basketball
COUrts, and eight tennis COUrts.
Utilities were designed to provide water and sewer service to a 4,200
square tOot multi-use building, a 6,000 square tOOt suPPOrt facility, a
3,300 square foot maintenance building with remooms and a 600
square toot concession building with restrooms. Eight-inch water mains
and eight-inch gravity sewers were designed throughout the site.
Stormwater design involved routing runotT from new pavement and
developed areas to exis~ing retention facilities constructed during the
high school construction. A letter of modification to the eXIstIng
SWFWMD permit was prepared.
Construction administration services were also provided and consisted
of shop drawing reviews, responding to contractor's inquiries, reviewing
pay requests and certifYing construction completion.

In the early 19S0s, Lee County statT built a small three-room home for
the park caretakers. A husband and wife team maintained the park in
exchange for a place to live and a nominal salary.
In Memory
The 1970s brought both change and tragedy to the beachfront facility.
The park building was spruced up and Lee County staff began
maintaining the property. On April 11, 1979. Lee County SheriiT's
Department Deputy Dwight Lynn Hall was killed in the line of duty
at the park site. Deputy Hall was shot during an attempt to arrest a
IS-year-old runaway parked in a stolen vehicle.
Modern Beachfrom Facility Designed
Cooperative planning efforts between Lee COUnty and Wade-Trim
landscape architects resulted in construction of a new $750.000
beach front facility on the site. Our design team worked closely with
Lee County to design the 5-acre park to serve as a catalyst for further
redevelopment and renovation of public and private lands.
The state-of-the-art beachfront facility includes a Florida vernacular
style 1,600 sJ. bathhouse, public parking, picnic / barbecue facilities
and playground facilities. Park landscaping employed xeriscape
principals and features vegetative dune restoration with attendant
walkover structures. The new facility was proudly dedicated and officially
opened to the public on June 29, 1989.
The project was funded through a joint venture of tourist tax dollars,
County Capital Improvement Funds and a Land and Water
Conservation Fund Grant.

The Ci~' of St. Petersburg awarded the renoYation of their municipal
golf course to the team of Wade Trim and Robbins/Koch Golf Course

in 1976 and has been in operation for the last twen~' years. \,\7ith oyer
93,000 rounds pla~'ed per year, it is one of Florida's busiest golf courses.
Our project efforts sought to renoYate the existing 18-hole course to
improye playability and to increase maintenance efficiency through
imprO\'ed design features.
ImprO\'ements included green and tee renoYations, the strategic addition
of golf course features such as bunkers, mounds, and hollows, storm
water/ drainage imprO\'ements, complete irrigation system reconstruction
and a master landscape plan. The new course design offers patrons an
improyed golf experience with an enhanced onrall appearance. The
Mangroye Bay Golf Course Signature Hole =16 offers the patron a
spectacular eleyated \'iew O\'er the mangroye cO\'ered bacbvaters of
Tampa Ba,'.
Our biologists and landscape architects reworked the roughs to incorporate
natural habitat areas in keeping with the course's designati?n as an official
NGC .\udobon Course. The roughs are now natural areas marked as
"No Hunt" zones which enhance the em'ironment and imprm'e
maintenance efficiency. The course has implemented Best Management
Practices (Bl\lP) which ha\'e been facilitated by the renontion
improyements. The golf course renoyation also included an extensiye
Southwest Florida \'\iater l\.lanagement District (S\VF\VL\lD) Surface Water
Improyement & Management (S\'\iIM) project habitat restoration effort.

The Rogers Park Golf Course property is located in cast central Tampa
on 30th Street along the Hillsborough Riyer. The property is an historic

As the tlrst design task under a Miscellaneous Services Contract for
Boat Ramp Design Wade-Trim was assigned the design for the Domino
Park Boat Ramp.
Domino Park is located south of Ruskin, Florida in southeast
Hillsborough County, overlooking the Little Manatee River.
The existing facility consisted of an undetlned grass and shell parking
area, eroded slopes along the waterside and a shell ramp that was
continually tllling in with sediment.
The County wished co construct a concrete ramp with a timber dock,
improve the slope protection and provide a paved parking area that
was ADA compliant. COUnty statl had started preliminary plans.
Wade-Trim developed a site plan that provided a 20' wide concrete
launching ramp,S' wide by 60' long timber dock. srormwater treatment
pond, Hone breakwater, mangrove plantings and mitigation and an
asphalt parking area for 8 vehicles with trailers along with four other
vehicles including one handicapped space. all on the 0.4 acre site. The
concrete ramp was cast in place in the dry using a sheet pile cofferdam.
The project was bid in the spring 2000 and completed in August
2000.
Innovative teatures of the ramp include a grouted rip rap scour pit at
the base of the ramp co protect against scour caused by power loading.
Another feature included a small scone breakwater alo~g the shoreline
to inhibit bank erosion. The bank was also stabilized with geogrid and
planted with mangroves and grasses. Privacy fences were added on
either side to give the adjacent property owners added screening from
the ramp activities.
Permits were obtained from the Tampa Porr Authority. Hillsborough
COUnty Environmental Protection Commission, Southwest Florida
Water Management District and the US Army Corps of Engineers.
