ITEM BACKGROUND: The Commission approved a grant from the Florida Fish and Wildlife Conservation Commission to fund engineering design and permitting work for six boat ramp projects from North Key Largo to Stock Island. Since approval, staff has looked at additional sites and has added an additional boat ramp project to the list. Staff would like to put this out for statements of qualification through the County's procurement process. The attached Scope of Work outlines the individual boat ramp projects. Anticipated costs exceed $25,000. The FWCC grant will provide adequate funds with a 25% match share from the Boating Improvement Fund (BIF) to complete the project. Many of the ramps do not meet current design standards and criteria. Several of the ramp facilities have no loading/tie off dock, and those that do are in disrepair. Bulkheads/return walls are also in poor condition. Amenities are also lacking. Parking/paving at several of the facilities is substandard or non-existent. General Proiect Requirements: The boat ramp facilities engineering project shall include all products and submittals necessary to move forward with construction and repairs at the above listed public facilities. These products/submittals shall include (but not necessarily be limited to): the design, engineering, surveying, permitting, and collection of construction bids for the seven sites. All engineering and design work shall meet all applicable local, county, state, and federal government standards and requirements, including the criteria of the Florida Fish and Wildlife Conservation Commission (see attached Design Handbook for Recreational Boating and Fishing Facilities). All engineering designs and drawings shall be signed and sealed by a Professional Engineer licensed in Florida. All surveys shall be signed and sealed by a Professional Surveyor & Mapper licensed in Florida. The awarded engineering firm shall consult with Marine Resources staff (Marine Resources Planner) in regards to specific needs and facility design objectives at each site. The engineer will meet with the Marine Resources Planner on site for the initial facility inspection and evaluation, and to determine (and agree upon) the general facility design.
