ITEM BACKGROUND: The Commission approved a grant from the Florida Fish and Wildlife Conservation Commission to fund engineering design and permitting work for six boat ramp projects from North Key Largo to Stock Island. Based on Commission approval, Requests for Statements of Qualification went out in early October and all eligible responses were received on 13 November 2002. Seven responses were received. Staff has reviewed all Statements of Qualification and is prepared to recommend one frrm as the preferred rmn. With the Board's approval, staff will negotiate an acceptable price and develop a contract for the Board's review and approval at the January meeting. Ifnegotiations with the first selected fmn are not fruitful, then statTwill initiate negotiations with the second and third firms successively. Seven SOQ's were reviewed and ranked by both George Garrett and Richard Jones. The ranking conducted by staff included eight criteria: 1) Did the firm conduct site visits to the proposed ramps? 2) Does the firm have previous experience with projects in the Keys? 3) Does the firm have a regional office? 4) Did the SOQ provide reviews of similar projects? 5) Did the SOQ provide a project timeline? 6) Did the firm indicate familiarity with the FFWCC Recreational Boating and Fishing Facilities Handbook? 7) Did the firm provide a review ofthe project ramps? 8) Does the SOQ include construction oversight? As a result of this initial ranking staff short-listed the following firms (in no particular order): 1) Applied Technology & Management, Inc. 2) URS Corporation 3) Bermello, Ajamil, & Partners Finally, phone interviews were conducted to obtain additional information and answer questions generated from the Statements Of Qualifications. Phone interviews were utilized to get a better perception of the talent, experience, and project approach of the engineering firms. The interviews helped provide confidence in the rankings and the firms that were short-listed. Upon final discussion of the reviews and comparison of the variety of talents of the different firms, staff recommends the following first choice and two alternates to be utilized as back-up to pursue price negotiations. 1 st Bermello, Ajamil, & Partners 2nd URS Corporation 3rd Applied Technology & Management, Inc.
