Item Background: Habitat for Humanity of the Middle Keys, Inc. (HFH) proposes to donate to the
Land Authority Lots 14 and 15, Block 54, Sands subdivision as consideration for the satisfaction of
mortgages held by the Land Authority on Lots 5 and 6, Block 33, Crains subdivision. The total
assessed value of the land to be donated is $25,000, while the total mortgage indebtedness due in
2007 is $27,968.66.
The draft Florida Key Deer Habitat Conservation Plan classifies Sands subdivision as Tier 1, which is
the category of land most important for the continued viability of the Key deer. This classification is
based primarily on the area's function as a deer movement corridor. The lots to be donated consist of
exotic vegetation with adjacent development and will require restoration and active management.
Advisory Committee Action: On November 26, 2002 the Advisory Committee voted 5/0 to approve
the item.
Previous Governing Board Action: The Governing Board approved the subject mortgages on
October 16, 1996.

A RESOLUTION OF THE MONROE COUNTY
COMPREHENSIVE PLAN LAND AUTHORITY AUTHORIZING
ACCEPTANCE OF TITLE TO REAL PROPERTY FROM HABITAT
FOR HUMANITY OF THE MIDDLE KEYS, INC. AS
CONSIDERATION FOR THE SATISFACTION OF MORTGAGES.
WHEREAS, on October 16, 1996 the Monroe County Comprehensive Plan Land Authority
(hereinafter "Land Authority") adopted Resolution 07-1996 authorizing three 1 a-year mortgage
loans to assist Habitat for Humanity of the Middle Keys, Inc. in providing affordable housing in
Crains subdivision in Marathon; and
WHEREAS, Habitat for Humanity of the Middle Keys, Inc. now requests the Land Authority to
accept title to Block 54, Lots 14 and 15, Sands subdivision as consideration for the satisfaction
of the Land Authority mortgages encumbering Block 33, Lots 5 and 6, Crains subdivision (PB 1-
51) in the amount of $13,984.33 per lot; and
WHEREAS, the property to be donated is identified as a priority acquisition area in the draft
Habitat Conservation Plan for the Florida Key Deer; and
WHEREAS, at a meeting held on November 26, 2002 the Land Authority Advisory Committee
voted 5/0 to recommend approval of said request; and
WHEREAS, the Governing Board wishes to approve the Advisory Committee's
recommendation; NOW, THEREFORE,
BE IT RESOLVED BY THE MONROE COUNTY COMPREHENSIVE PLAN LAND AUTHORITY:
Section 1. Land Authority staff is hereby directed to conduct a title examination and property
inspection of Block 54, Lots 14 and 15, Sands subdivision (PB 1-65) in accordance with the
Land Authority's normal acquisition procedures.
Section 2. Upon staff's completion of the due diligence activities in Section 1 and Habitat for
Humanity of the Middle Keys, Inc.'s execution of a deed conveying marketable title to the Land
Authority, the Chairman of the Land Authority Governing Board is hereby authorized to sign the
necessary documentation to satisfy the Land Authority mortgages held on Block 33, Lots 5 and
6, Crains subdivision (PB 1-51).
