AGENDA ITEM WORDING: Approval to waive purchasing policies and issue a Purchase Order to
Siemens Building Technologies, Inc. for $27,750 to upgrade the Firefighters Smoke Control Station at the
Detention Facility on Stock Island.
ITEM BACKGROUND: The Firefighter's Smoke Control Panel automatically operates smoke
evacuation and control fans within zones throughout the jail facility when a particular fire alarm zone is
activated. The station was constructed by Siemens with the latest technology at the time, but it is now
yesterday's technology with components that are beginning to fail and are no longer being produced. In
order for the panel to serve its function, its components have to be compatible and communicate with the
existing Building Automation System. Every building control provider has their own components and
protocols built into their systems that are not duplicated by other providers; therefore, Siemens is the sole
source provider to properly upgrade this system.

UPGRADE OF FIREFIGHTER'S SMOKE CONTROL PANEL AT
THE MONROE COUNTY DETENTION CENTER
Attached is a proposal from Siemens Building Technologies, Inc. which
outlines the scope for replacement of the existing obsolete fire smoke
control panel at the Monroe County Detention Center on Stock Island.
Also, attached from Siemens is a cost breakdown for this work and a
letter describing the system, along with why Siemens would be
considered a sole source. Unfortunately, this panel was constructed
with the latest technology at the time but now it is considered
yesterday's technology with components that are no longer being
produced that are beginning to fail.
The Firefighter's Smoke Control Panel" is considered a life safety
component that automatically operates smoke evacuation and control
fans within zones throughout the jail facility when a particular fire
alarm zone is activated, The panel can also, be operated manually by
a firefighter or other trained personnel to manipulate smoke
evacuation throughout the facility, In order for the panel to serve this
function, its components have to be compatible and communicate with
the existing Building Automation System, Every building controls
provider have their own components and protocols built into their
systems that are not duplicated by other providers. Therefore, it is
apparent that Siemens is the only company that would be able to
properly replace the required Firefighter's Smoke Control Panel.
Due to the sole-source nature of this system, waiver of the existing
purchasing policies for the competitive bidding process is requested for
its purchase.

Dear Mr. Stone:
With this letter, we are providing certain information pertaining to
the Firefighters' Smoke Control Station (F.S.C.S.) that was installed
with the original construction of the Monroe Detention Center on Stock
Island. At its core, this panel is essentially a Remote Control Unit
(R.C.U.), which was a product of a precursor of Siemens Building
Technologies (S.B.T.). Internally, R.C.U. 's are composed of several
electronic assemblies, including "line cards" and "function cards".
These cards were assembled using certain electronic components that are
no longer being produced by their manufacturers. Therefore, S.B.T. can
no longer produce the line cards and function cards that may be
necessary for the repair of an R.C.U.
Siemens Building Technologies is currently producing direct digital
control (D.D.C.) panels that are known as Modular Building Controllers
(M.B.C. 's). In addition to incorporating m?ny advanced features,
Modular Building Controllers also include all of the functionality of
the obsolete Remote Control Units. Modular Building Controllers are now
being used as the technological core of the F.S.C.S. panels that are
being currently provided by Siemens Building Technologies.
For the Firefighters Smoke Control Station to fulfill its intended
function, it must be capable of communicating with the other direct
digital control panels of the facility's Building Automation System.
The F.S.C.S. must be capable of functioning as a cohesive system with
the other D.D.C. panels of the building. Because of the unique protocol
that is used for communication between the control panels of the D.D.C.
System at the Monroe Detention Center, this capability is assuredly
present only in D.D.C. panels that have been manufactured by Siemens
Building Technologies. The F.S.C.S. is essentially a D.D.C. panel. If
the existing R,C.U.-based F.S.C.S. is to be replaced, then it can be
replaced suitably only by a panel which has been manufactured by
Siemens Building Technologies.

Project Monroe Detention Center: Upgrade of Firefighter's Smoke Control Panel
Proposal: Siemens BuilcJillY Technologies, Inc., Landis Division, proposes to provide an upgrade of the t=irefightAr'!;
Smoke Control Station (FSCS) at Monroe Detention Center. A purpose of this upgrade is to provide for the
modernization of the internal configuration of the panel, thus replacing the panel's obsolete electronic components for
which, in me event of failure. I t:placel11cnt parts are no longer being monuf3ctured..
This proposal includes:
Modernization of the FSCS's internal configuration. using components that are currently in standard
production, and eliminating components that have become obsolete and irreparable;
Replacement of the FSCS's panel face with one that more precisely complies with current NFPA
guidelines requiring C:l Yl l:Iphical depiction of the smoke control equipment and ductwork of the
building;
Addition of control and monitoring features to the FSCS to provide the capability for firefighters to monitor
and override the automi:ilil.; ~moke control sequences of the Juvenilo Detention Facility which is now
being constructed immediately adjacent to the Monroe Detention Center;
End-la-end testing of each switch and lamp of the FSCS after completion of installation.
This proposal also inclUdes:
Design & Engineered Drawings;
Programming, Start-up, and Check-out;
Operations & Maintenance Manuals;
On-site Training (two hours) of Owner's Operational/Maintenance Staff;
Standard One-Year Warranty,
This proposal excludes:
Any additional devices and sensors for control or monitoring of remote equipment;
Any repairs for devices and sensors for control or monitoring of remote equipment;
Any work pen'ormed outside of normal WOlkiny hours;
Any testing to be required by the Owner or the Authority Having Jurisdiction;
Government-imposed fees required to obtain building permits.
Total Investment: Twenty-Seven Thousand, Seven Hundred Fifty Dollars ($27,750.00)
