AGENDA ITEM WORDING: Approval of management plan to administer the accelerated Capital
Improvements Plan.
ITEM BACKGROUND: In order to administer $20 million of additional projects created from the bond
proceeds two additional staff is required. The Project Manager position will push the architects so as to
expedite work and the Construction Inspector will oversee construction work. These positions will work
together with existing staff within Construction Management.
PREVIOUS RELEVANT BOCC ACTION: At the last BOCC meeting approval was given to proceed
with the issuance of a $20 million bond.
CONTRACT/AGREEMENT CHANGES: None.
STAFF RECOMMENDATION: Approval of two new positions: 1) Project Manager level 10,
2) Construction Inspection Supervisor level 9.

Management Plan for Capital Projects
In order to administer the new projects associated with the issuance of the $20 million
bond and to accelerate other projects, it will be necessary to add two positions to our
present construction management staff.
The first position will be a Project Manager/Coordinator, Pay Levell 0, $39,686 _
48,616. This person will be responsible for writing requests for qualifications for
professional services, track projects, correspond with architects and contractors, attend
meetings with architects, users and the public, review contractor documents, submittals,
pay requests, Basically this person will see that projects move ahead,
The second position will be a Construction Inspection Supervisor, Pay Level 9, $35,435-
43,407. This person will be in the field watching construction, facilitating problems,
ensuring compliance with plans and specifications, Also, this will be a technical position
helping in the office, reviewing plans, writing proposals, checking pay requests,
researching product information, coordinating permits.
Both positions will report to the construction manager, Stephanie Coffer. We will
proceed hiring both positions after BOCC approval and expect to need both people for 2
or 3 years when most of the additional projects should be completed. One position will be
needed for an additional year or so until the Upper Keys Gov't. Center is completed and
the workload returns to normal.
