ITEM BACKGROUND~ The proposal of the Community Health of South Dade, inc. would duplicate efforts and expend resources, which could more economically be allocated for indigent primary care in Monroe County by funding a pilot project to be operated by a local provider, whieh has already estahlished a base of operation:; in the County and is already providing said care. INTO. MONROF. CDUNTV AND SUPPORTING THE PROPOSAL OF RURAL HEALTH NETWORK o.F Mo.NRo.E COUNTY, INC. FOR A .PILOT PRO"ECT FOR INDIGENT PRIMARY CARE. WHEREAS, Community Health of South Dade, Inc. (hereinafter CHI) is a community health center, as defined by federal law, located in Miami-Dade County, Florida; and WHEREAS, CHI has submitted a proposal to expand their operations into the northern part of Monroe County; and WHEREAS, Rural Health Network of Monroe County, Florida. Inc. (hereinafter RHN) is a coalition of local health care professionals currently providing primary care to indigents throughout Mow'oe COWlty and therefore does nor meet the federal definition of community health center but doe!! meet the definition of an outreach network under 42 USC ~ 254c( c); and WHEREAS. CHT'~ proposal would duplicate efforts and expend resources which could more economically be allocated for indigent primary care in Monroe County by funding a pilot project to be operated by a local provider which has already established a base of operations in the County and is .:t.lready providing said care~ and WHEREAS, RHN has adopted n position that the proposal of CHI is unjustified; and WHEREAS, Monroe County is an area of Critical State Concern, in fact the only County in the State ofFJorida whieh has its entire jurisdiction so designated, and the State of Florida. through concurrent regulations on the County, greatly discourages any development or use of resources, including additional traffic on US Highway I, water usage and providing for additional waste to accommodate additional business; and WHEREAS, the Board of County Commissioners deems it to be in lhe best interests of Monroc County to deter any additional drain on local resources when a healtheare provider of indigent primary care exists in the County and is providing services throughout the County; and WHEREAS, RHN is seeking consideration by the federal Health Resources and Services Administration (hereinafter HRSA) for a pilot project to be operated by RI-TN in Monroe County; NOW TBEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY that: I. The Board of County Commissioners of Monroe County luppons a proposal by RHN to be considered for an HRSA-1bnded pilot project for Mdigent primary ~are in Monroe County. 3.
