BOARD OF COUNTY COMMISSIONERS AGENDA ITEM SUMMARY Meeting Date: March 19. 2003 Division: County Administrator Bulk Item: Yes No -----K- Department: County Administrator AGENDA ITEM WORDING: Approval of a revised Capital Projects Plan for Fund 304. ITEM BACKGROUND: In January of 2003, the Board of County Commissioners approved the current Capital Projects Plan. Because of the Skadek decision and the necessity to fund part of the Settlement from the 304 Fund, there are going to be revisions made to the Capital Plan. In summary, the $3 million for Skadek appears on the second page, approximately two thirds of the way down, under the title "Settlement Agreement." That covers the $3 million from fiscal years 03, 04, and 05. The fund is able to handle those numbers without major changes. An additional important project has been proposed by Commissioner McCoy and preliminarily discussed with the Commission. That is the expansion of the Key West International Airport terminal to meet security needs and the proper areas for passengers. Estimated County contribution is approximately $5 million with the balance to be requested from the FAA and FDOT, as appropriate. If the Board approves this change to the plan, other projects will have to be eliminated. Those projects are suggested as follows: 1. The Lower Keys Multiuse Facility for a total of $2 million from fiscal years 04, 05 and 06. 2. One million dollars set aside for the Lower Keys Public Works Facility from fiscal years 05, 06 and 07 (that $1 million may be replaced by payments from a rental car company to utilize airport property. ) 3. Five hundred thousand dollars from Public Works Compound in the Upper Keys from fiscal year 07 (total presently budgeted $2 million.) 4. One and a half million dollars from the SugarloafRecreation project from fiscal years 04 and 05. That totals $5 million dollars. In the event this project proceeds, there may be a need to reschedule some of the timing for the availability of funds. PREVIOUS RELEVANT BOCC ACTION: 1. Adoption of Capital Plan. 2. Approval of Shadek Settlement. CONTRACT/AGREEMENT CHANGES: As above. STAFF RECOMMENDATIONS: Approval. (Ifthe HaeC concurs with the emergency project at the Key West International Airport, the motion will have to include the inclusion of$5 million for that purpose with the adjustments as above.)
