ITEM BACKGROUND:
The proposed name is to honor Captain Roy J. Gaensslen (1924-1997), whose nautical expertise and
knowledge of the coral reefs and water surrounding the Florida Keys were important in the research of
the area and whose life long contributions were crucial to the understanding and protecting of its
marine environment.

SANCTUARY PROPOSAL TO NAME AN UNNAMED REEF CAPTAIN ROYS REEF.
WHEREAS, the Florida keys Notional Marine Sanctuaf'y has subtnitted a proposal to the United
States Board on Geographic Names for the naming of (11'\ l.mnamed reef; and
WHEREAS, soid reef is just outside the boundary of John pennekamp Corgi Reef State Pork, and
within the National Marine Sanctuary; and
Wt-4EREAS, the proposed name is Captain Rays Reef to honor Captain Roy Gaensslen; and
WHEREAS, C<lptain Roy Gaensslen's nautical expertise was instrumental in research focused on the
COrell reefs and surrounding waters of the Florida keys; and
WHEREAS, Captain Roy Goensslen's ashes were scattered over the coJ"Q1 patch reef on July 14, 2001;
and
WHEREAS, the US Boar-d on Geographic names has requested a recommendation from the County
Commission; now, therefore

Dear Ms. Spehar:
This is in reference to a proposal that the U.S. Board on Geographic Names has received,
to name an unnamed geographic feature located in Monroe County, Captain Rovs Reef.
As you know, the U.S. Board is responsible by law for standardizing geographic names
for use by the Federal Government, and its members must approve a new name before it
can be applied to Federal maps and publications. Because local acceptance of any
proposed name is of paramount importance to the Board, we would be interested to
receive the recommendation of your office regarding this proposal. We have also asked
the Florida State Board on Geographic Names and the Office of Coast Survey to review
and comment on the new name.
The proposal for Captain Rovs Reefwas submitted to us by the Superintendent of the
Florida Keys National Marine Sanctuary. The proposed name would honor Captain Roy
J. Gaensslen (1924-1997), whose nautical expertise and knowledge of the coral reefs and
waters surrounding the Florida Keys were important in the research of the area. The reef
in question is described as "a cluster of three mountainous star corals, the largest of
which is 8 feet high and greater than 77 feet in width". It is located approximately 14 km
(9 mil east of Key Largo, just outside the boundary of the John Kennekamp Coral Reef
State Park, and within the National Marine Sanctuary.
We have enclosed for your review a copy of the proposal, along with a photocopied
portion of the Office of Coast Survey nautical chart on which we have highlighted the
location of the reef proposed to be named Captain Roys Reef.
Once your office, as well as the State Board and the Office of Coast Survey, have had an
opportunity to comment, we shall present the case for Captain Roys Reef to the U.S.
Board for discussion and a decision.
