AGENDA ITEM WORDING: Discussion and approval of criteria for BOCC agenda add-ons for
Commission and staff, criteria proposal attached.
ITEM BACKGROUND: In the past, add-on items have often been of a very critical nature or
contractual issue that have not given the BOCC proper time for consideration; nor has review by
appropriate advisory staff been made to gain the respective recommendations for action. Review
of such items requiring BOCC signature should have County Attorney review and approval of
legal sufficiency prior to placement on the agenda for BOCC approval. Additionally, significant
reasons must be stated as to the nature of the emergency and why delay will have a high
probability of negative impact to the County.

PROPOSAL FOR BOCC AGENDA ADD-ON ITEMS
1. Add-on agenda items shall meet the following criteria:
A. There shall be a super-majority vote (or unanimous vote of
Commissioners present) required to add an item to the agenda on the day
of the commission meeting.
B. Proposed add-on items shall either contain back-up documentation
showing that review by County Administrator and/or appropriate staff, and
County Attorney has occurred with the respective recommendations for
action, unless the Commissioners, Administrator, or County Attorney
requesting placement on the add-on agenda has a significant reason for
placement on the agenda and the following criteria are met: (i) a showing
that time is of the essence and that delay to alter BOCC agenda will have
a high probability of a negative impact on the County, and (ii) appropriate
staff is present to make comment on the item, notwithstanding the
impromptu nature of their input.
2. Items that are placed on the regular agenda or an add-on agenda prepared by the
County Administrator's office for presentation at the County Commission
meetings shall have back-up provided to the individual Commissioners, the
appropriate administration staff, and the County Attorney at least 24 hours in
advance of the meeting. No agenda items shall go forward without the
appropriate back-up unless there is to be no action taken and the topic is for
discussion only.
3. All items which require signature for legal sufficiency and form shall be approved
for same before placement on the agenda.
