AGENDA ITEM WORDING: Approval of a Resolution approving in advance a waiver of
building permit fees for affordable housing rehabilitation of Stock Island Apartments.
ITEM BACKGROUND: Creative Choice Homes is under contract to purchase Stock Island
Rental Apartments to create/secure 130 affordable units. The sale is contingent on their
application to Fla. Housing Finance. They are applying for Tax Credits and a Sail Loan, and
need local government support which can be obtained with this resolution. Their dead line to
submit their application is April 8, 2003.
Monroe County Code S6-27(d)(2) provides for an exemption from building permit fees for
housing rehabilitation projects pursuant to the County's participation in federal and state
programs for eligible low and very low income participants.

WHEREAS, Creative Choice Homes has entered into a contract to purchase Stock Island
Aportments, rental hOlSing on Stock Island, Monroe County, Florida; and
WHEREAS, the contract to purchase is contingent upon obtoining financing for the purchase; and
WHEREAS, tile apartment complex will require certain renovations and rehabilitation which will
re.quire building pel"h1 its; and
WHEREAS, 1'he acquisition, renovation and rehabilitation project is designed to accommodate low
and very low incoln.& housing; tlnd
WHEREAS.. 1"he purchaser will need fi'1OnCing for said renovations and rehabilitation: and
WHEREAS. the current SHIP funding cycle has already commenced, precluding purchaser from
obtaining SHIP fundil19 in this cycle; and
WHEAEA5, it is in the interest of the health CIJ1d welfare of the residents of Monroe County to
facilitate as much (IS possible, within the County's authority and jurisdiction, the preservation and
enhoncement of I~I-il'come housing; and
