The Resolution stated that Thomas Wright, Richard Fowler, and Brandon DIMando are
appointed as Alternate Code Enforcement Special Masters. Brandon DIMando has declined
to serve In this capacity.

A RESOLUTION AMENDING RESOLUTION NO. 586-2002, WHICH AUTHORIZED THE
APPOINTMENT OF ALTERNATE CODE ENFORCEMENT SPECIAL MASTERS AND THE
COMPENSATION THEREFORE
WHEREAS, the Board of County Commissioners adopted Resolution No. 586-2002, on
December 18, 2002, appointing Thomas Wright, Richard Fowler, and Brandon DIMando to serve as
alternate code enforcement special master; and
WHEREAS, Brandon DIMando has declined to serve as alternate code enforcement Special
master; now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, th8t
SectIon 1.
Resolution No. 586-2002, is hereby amended to read as follows:
1. Thomas Wright JJJd Richard Fowler, aAd BfaAdsA [)1P~aAds are appointed
alternate code enforcement special masters;
2. The County Administrator Is directed to appoint one of the alternate code
enforcement spedal masters to hear a partlaJlar case when informed by the Director of Code
Enforcement that the code enforcement special master assigned to that partlcuiar case has
recused himself or herself;
3. The compensation for an alternate code enforcement special master shall be
set at $150.00 per hour, indusive of travel time; and
4. The selection of these two alternate code enforcement special masters shall not
predude the Board from appointing an additional alternate should a qualified attorney
express a willingness to serve in this capadty and the Board deem it necessary to make such
appointment.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida
at a regular meeting held on the 16th day of April, A.D., 2003.

Dear Mr. Shillinger,
This letter is to address our earlier conversations in reference to the Alternate
Code Enforcement position that the County Gommission has offered. As you know,
circmnstances have changed which necessitate my withdraw from consideration. In light
of the City of Key West and Momoe County entering an interloca1 agreement for the
Special Master System, I do not believe it is appropriate for myself to be considered for
the position. I serve as legal counsel for the Special Master on the City's cases and the
way the interlocal is structured, I believe there would be a problem with duel office
holding or at least the appearance of this prohibition. It is my understanding that this
follows your analysis of the situation.
Please fOlWard my concerns to Mr. Collins and the Commission and thank them
for their consideration
