ITEM BACKGROUND: A request was received from the Fish and Wildlife Service, Key Deer Refuge to
block three roads past the last house on Tampa, Naples and Palm Beach Roads due to illegal dumping and
misuse of the property. The area is environmentally sensitive.

Dear Dent:
I would like to request the assistance of Monroe County in addresing some management concerns on the
National Key Deer Refuge. We presently have a problem with vehicular access on some un-paved limerock
roads on Pine Heights Subdivision, Big Pine Key, and would like the County's cooperation in limiting
access in order to prevent further damage to refuge resources. Currently, people are using these roads to
dump trash and drive through the freshwater wetlands in that area. These roads do not access any houses,
and the property ownership is almost entirely public.
The refuge would like to block three roads off past the last house: Tampa, Naples, and Palm Beach Roads
(see attached map). We would like the County's permission to do this, and also assistance in designing
barricades that are safe for motorists. I have looked at some of the other blocked roads around the Lower
Keys, and it appears that you place two triangular signs with red reflectors in conjunction with a gate. The
refuge would be willing to pay for the gates and complete the installations if the County is agreeable to this
prof ect.
Please advise me on your position. It has always been a pleasure working with your office, and I look
forward to future projects. Thanks you for your assistance in protecting the natural environment of the
Florida Keys.
