RESOLUTION NO. 2003
A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY IN
RECOGNITION OF THE LATE DORIS KEMP
WHEREAS, Doris Kemp passed away on April 20, 2003, at the age of 78; and
WHEREAS, Doris Kemp, was born April 3, 1925 in Virginia Beach, Virginia to Stephen and Amelia
(Bauman) Salzer.
WHEREAS, Doris Kemp, along with her husband, had resided in Key Largo for 40 years; and
WHEREAS, Doris Kemp began working with a small corps of ambulance attendants in 1972, was
instrumental in establishing one of the most respected emergency rescue programs in Florida, became one of the ftrst
people to earn an EMT license in Monroe County, and served as an EMT, Paramedic, EMT instructor and chief of the
ambulance corps for more than 20 years, during which she was instrumental in getting Key Largo Volunteer Ambulance
Corps to be the first volunteer department granted state ALS certiftcation allowing medics to administer drugs on the
scene and perform advanced life saving procedures; and
WHEREAS, Doris Kemp during her tenure organized programs to certify boat crews in CPR, taught CPR to
area sixth graders, and provided First Responder training to the community at large, and was honored by the Florida
State EMS Advisory Council for her life's work in EMS in 1991; and
WHEREAS, Doris Kemp served on the board of directors for the hospital that became Mariners Hospital from
1979-81, and teamed with others to start FISH, a group of volunteers who helped victims of car accidents; and
WHEREAS, Doris Kemp was an active member of Burton Memorial Methodist Church, Tavernier; a
teachers' aide at Key Largo Elementary School for 20 years; and helped establish Girl Scouting in the Upper Keys; and
WHEREAS, Doris Kemp was predeceased by her husband of 53 years, E, S, Kemp and daughter, Margaret,
and is survived by her children, Alice Waterman, Pat (Paul) Levinson and Eugene (Jenni) Kemp, a brother Stephen
Salzer, ten grandchildren and ftve great grandchildren, and many, many friends; now therefore
BE IT RESOLVED THAT THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA:
Section 1: Hereby adopts this Resolution as an expression to the family of their deepest sympathy in the
passing of the late Doris Kemp, and in great appreciation of the service she gave to her community.
Section 2: Mayor Pro Tern Murray E, Nelson forwards a copy of this Resolution to the family of Doris
Kemp expressing the Board's sorrow and gratitude,
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a meeting
