ITEM BACKGROUND: Based upon discussion and outcomes from the Special Meeting on Sea Level Rise and Climate Change that took place on June 21, 2021, this item is for the Board of County Commissioners to discuss and provide direction for a grant strategy for the new Resilient Florida program signed into law on May 12, 2021 (Section 380.093, F.S.). On June 21, 2021, the Board of County Commissioners approved Resolution 226-2021 to Reaffirm the Use of the 2019 Sea Level Rise Projections Issues by the Southeast Florida Climate Change Compact and Resolution 227-2021 Reaffirming the Continuation of the Work Being Performed Under the Contract for the Roads Vulnerability Analysis and Capital Plan for County-Maintained Roads and Related Services Contract with HDR. At that meeting, the State of Florida Department of Environmental Protection's Administrator for the Resilient Coastlines program, Whitney Gray, also presented an update on the Resilient Florida program status. There was lengthy discussion about the need to prepare for the submission of grant requests for the Resilient Florida program and other state funding opportunities for resiliency in the near-term including planning, implementation or other grants or funding requests. Given that some of these initiatives were only recently signed into law, some of the evaluation criteria and process questions are not yet resolved. For the Resilient Florida program, the statute outlines that the project submittal deadline will be September 1, 2021. Therefore grant applications will need to be made soon. This particular program will require up to a 50% matching funds commitment. There also may be additional technical work necessary to support grant application submittals such as mapping or an Appendix to the County's recently updated Vulnerability Assessment since projects must flow from a vulnerability assessment meeting criterion as outlined in Section 380.093, Florida Statutes. This item will provide updated information about the Resilient Florida program process and a discussion about a grant strategy for moving forward for this program and/or other state funding that may be available for resiliency planning or capital projects. December 9, 2015: Approval to accept the updated Unified Regional Sea Level Rise Projections (2015) of the Southeast Florida Regional Climate Change Compact and direct staff to utilize the updated projection as the basis for sea level rise adaptation planning activities. April 15, 2020: Approval to accept the updated Unified Regional Sea Level Rise Projections (2020) of the Southeast Florida Regional Climate Change Compact and direct staff to utilize the updated projections as the basis for sea level rise adaptation planning activities. June 21, 2021: Resolution to reaffirm use of the updated Unified Regional Sea Level Rise Projections (2019) of the Southeast Florida Regional Climate Change Compact and direct staff to continue to utilize the updated projections as the basis for sea level rise adaptation planning activities.
