AGENDA ITEM WORDING: Discussion and direction regarding Poinciana Gardens Senior
Living Facility.
ITEM BACKGROUND: The County has owned and operated Bayshore Manor as a 16-bed
Assisted Living Facility for decades. The Key West Housing Authority opened the "Frank P.
Toppino Poinciana Gardens Senior Living Facility in June of 2018. Poinciana Gardens is a three
story building with a capacity for over 100 residents. It currently has an assisted living floor that can
be expanded to the other floors. In addition, Poinciana Gardens offers apartments for supported
independent living rentals for eligible seniors on the other two floors.
Due to funding issues, the Housing Authority has approached the County about a partnership
agreement for the purpose of making Poinciana Gardens financially self-sufficient. The Board
previously directed staff to retain industry experts to assist with an analysis of the operations and
finances of the facility with an eye towards consolidating Bayshore and Poinciana Gardens. That
work is ongoing.
In addition, in 2020, the Board agreed to help subsidize the operations for the year with an
appropriation of$400,000.00. The City of Key West and the Housing Authority agreed to similar
subsidies.
PREVIOUS RELEVANT BOCC ACTION: On 8/19/20, BOCC approved the $400,000 operating
subsidy; on 3/17/21, 4/21/21, and 5/19/21 the Board discussed a potential merger.

Item U-1 — Poinciana Gardens
I make a motion to direct the county attorney and county
administrator to draft a 3-party 3-yr. agreement with the
City of KW and the KWHA regarding the operation of
Poinciana Gardens (PG) Senior Living Facility, with the
following components:
1. The County will help support PG with approx.
$600,000 per year, not to exceed $1.8m over 3 yrs.
2. The City of KW County will help support PG with
approx. $600,000 per year, not to exceed $1.8m over 3
yrs.
3. The current residents (9) in Bayshore Manor will be
moved to PG.
4. Some (TBD) Bayshore Manor employees will transfer
to PG. The county will pay the compensation difference
for the county employees.
