State Representative Ken Sorensen called a meeting in his office at 2 p.m. with the following people attending: Colleen Castille, DCA, Secretary Sonny Timmerman, DCA Director Jim Quinn, DCA Janice Browning, Florida Communities Trust Grant Gelhardt, Florida Communities Trust Administrator Mark Rosch, Monroe County Land Authority Director Commissioner Murray Nelson, Liaison to Representative Sorensen Issues of funding to meet the requirements of the Carrying Capacity and Goal 105 were discussed: 1. Every effort will be made to provide access to FCT funds ($66 million per year) 2. The state will work with the county to expand the areas that qualify for CARL funds ($135 million per year) 3. Any other state funds that should become available will be directed to Monroe County for the purchase of environmentally sensitive lands 4. DCA feels that Monroe County is making progress to meet Goal 105 of the Carrying Capacity Study 5. The State of Florida and DCA is not requiring Monroe County to adopt any program or take any action that could result in future taking claims or liabilities to the Monroe County taxpayer 6. The Shadek taking claim was the result of a DEP request and all requests for the return of that $6 million should be directed to that agency 7. The goal of DCA will be to provide at lease $3 million a year to Monroe County to accomplish the goals of Goal 105 (Smart Growth) tP/ TALLAHASSEE TRIP SUMMARY PAGE 2 8. All parties present agreed that purchasing environmentally sensitive lands are a priority of the state and that Goal 105.2 makes the county, state, and federal governments partners in that process. DCA commends the county's leadership role in implementing wastewater, affordable housing and purchase of environmentally sensitive lands in the last two years (Land Authority). The meeting was a cordial, friendly discussion group with all parties looking for ways to solve common problems. It is my belief that this meeting will produce positive results for Monroe County for many years in the future. It has been my honor and pleasure to represent the BOCC at this critical meeting regarding Smart Growth and funding needs to implement Goal 105. I would also like to commend Mark Rosch for his superior presentation to DCA to support our position for a reoccurring funding source for the purchase of environmentally sensitive and affordable housing lands.
