The Flolida Dcpt. of Transportation has continued its funding support for Monroe County
transportation planning activities including traffic studies, travel time and delay studies, Florida Keys
Scenic Highway plaIU1ing, and phuming assistance for the Stock Island and Key Largo Livable
CommuniKeys plans.

SCOPE OF SERVICES
TASK I: TRANSPORTATION PLANNING ASSISTANCE
PURPOSE:
The purpose of this task is to provide funding for a general transportlltion planning consultant that will
provide assistance to the Monroe County Planning Depanmenl to maintain the short and long range
tTlIIISpor1alioo planning programs of the COWlIY. lIIld to provide assistam:e for general transportation
plBlUling and analysis activities. including data collection, technical support and review of development
proposals.
ACTIVITIES:
The transportation planning consultant will provide assistance to the Monroe County Planning Dl.'pllrtmelll
in the following areas: preparation of Irllffic impact reports, including anendance at appropriate public
meetings and hearings; site plan reviews for internal traffic flows and access; provision of review
conunents on relev8IU transportation clements of reports lI/Id plans prepared by County sll1ff in support of
the comprehensive plan. This task may 11150 include data collection, level of service analysis, and systems
planning activities; including running the FSUTMS model and other technical support.
Monroe County staff will adminisler a cllllSullillll contract, issue work orders, prepare invoices for
submission to the Dcparlltlcnt and panicip81e in planning, analysis, and data collection activities as
necessary. This project may 11150 include special studies in support of.the comprehensive planning program
adminislered by the County Planning Depllrtment within the Keys.

TASK 2: USI ARTERIAL. TRAVEL TIME AND DELAY STUDIES
PURPOSE:
The Travel Time Studies will be used to monilor the level of service on USI for concurrency managemem
purposed pursuant 10 the Monroe COWlty Comprehensive Plan. The studies will be conducted in
accordance with the USI LOS Task Force methodology which was approved by the County, the Florida
Dcpanment of Transportation and the Florida Department of Community Affairs. The study may be
condUCled jointly by the Monroe County staff. and the general transportation planning consultant .
ACTIVITIES:
A. Using the floating car method. traveltime, speed and delay data will be recorded for

issuing work orders, reviewing and approving consultant products, paying invoices, preparing quarterly
progress reports, invoicing the Department, and generally administering the transportation planning
program of the County.

TASK S: LIVABLE COMMUNIKEYS PLANNING
PURPOSE:
The purpose ofthe project will be to utilize professional consultant services to develop an area
enhancement plans for Stock Island and Key Largo.
ACTIVITES:
The purpose of the project will be to utilize professional consultant services to develop an area
enhancement plans for Stock Island and Key Largo. The firm (s) selected shall provide planning. design
services. and conduct a community charrctte to analyze methods and alternatives to public and private
property improvements to enhance the visual quality of the streetscape and identify bicycle, pedestrian and
public transit improvements to help reduce traffic congestion on US I and in Key West. Issues to be
addressed shall include visual enhancement, streetscapes, bicycle and pedestrian safety, appropriate
parking, landscaping, lighting, signage and general aesthetics, the identification and enhancement of the
planning orea's "sense of place.". identification of opportunities for public/private partnerships and other
funding mechanisms for implementation. The proposed recommendations are to be developed and
considered in the context of the Florida Keys Scenic Highway Corridor Management Plan, the Overseas
Heritage Trail and the Monroe County Livable CommuniKeys Plan. The exercise shall result in graphic
allernatives, recommendations of the development of specific land development regulations necessary to
facilitate and maintain improvements and community character, recommendations to improve bicycle and
pedestrian access throughout the planning area and an implementation plan that includes planning estimates
sufficient for preparing funding requests.
