ITEM BACKGROUND:
The County had a code enforcement lien arising from an illegal sign that was running against Richard
Osborne's property on Stock Island. Osborne has increased his previous offer to $7,500.00.
PREVIOUS RELEVANT BOCC ACTION:
The Board agreed to amend the settlement agreement with the property owner so he could sell the lot to
the Keys Federal Credit Union for the purpose of building a branch on it. At the time of the agreement,
the Board agreed with the property owner to escrow $25,900.00 so that the sale could go forward and
resolve the amount owed at a later date. Last month, the Board rejected Osborne's offer of $5,000.00
and directed staff to resume negotiations.

SETTLEMENT AGREEMENT
The Board of County Commissioners of Monroe County and Richard M. Osborne,
Respondent, hereby agree to settle the code enforcement lien imposed in the above-referenced case
by the Special Master against a property previously owned by the Respondent for $7,500.00.
Upon approval of this agreement by the Board of County Commissioners, the Respondent
shall remit a check in the amount of $7,500.00 made payable to the Board of County
Commissioners from the escrow account of his attorney.
Upon receipt of said check, the County shall file a release and satisfaction of said lien in the
Official Records of Monroe County and in the Code Enforcement file.
By entering into this agreement, any and all claims arising out of the above-captioned code
enforcement case shall be satisfied and concluded.
Each party shall bear its own costs and attorney's fees.
