District 4 AGENDA ITEM WORDING: Conceptual discussion to consider a trauma patient health care system for the Middle and Lower Keys, and obtain a formalized agreement with Ryder Tnuma Center to enhance trauma care in the remainder of Monroe County in a manner similar to the services provided in the Upper Keys. With the Board's direction, an informal study group could be formed to ascertain the local interest, and outline the issues to be addressed in the development process. ITEM BACKGROUND: The Upper Keys Health Care Taxing District (UKHCTD) was created in 1988 to provide prompt trauma patient acceptance via an agreement for service with Ryder Tnuma Center at Jackson Memorial Hospital. This taxing district system and agreement with Ryder has performed weD, and the Middle and Lower Keys would benefit from a simUar formalized agreement and health care system for trauma patient care services with Ryder. Rice, Conum sioner, District 4) DOCUMENTATION: Included XX To Follow_ Not Required_ DISPOSITION: AGENDAITEM#~ Revised I/03 August 5, 2003 In an effort to enhance air ambulance response time to the Middle and Lower Keys areas, Trauma Star operations began serving the County as an air ambulance for trauma rescue transport in November of2001. The BOCC approved a Memorandum of Understanding between the Monroe County Board of County Commissioners and the Monroe County Sheriff's Office (MCSO) for operation of the Sheriff's Bell UH-l helicopter for public safety missions, with the MSCO and the Monroe County Emergency Medical Services (EMS) Department to jointly operate and staff the helicopter for that purpose. Some type of continuing funding source and a formal agreement with Ryder Trauma Center should be developed to continue trauma care services for the Middle and Lower Keys into the long-term future, to include all the incorporated municipalities in this area.
