AGENDA ITEM WORDING: Confirmation of the County Administrator's appointment of John
Allen to the position of Department Head, Parks & Beaches.
ITEM BACKGROUND: With this newly created position, it was advertised extensively in the
Key West Citizen, Florida Association of Counties, the Florida League of Cities, Florida Recreation
&Park Association, and the National Recreation &Park Association.
An interview committee was established. Membership included County Administrator Roman
Gastesi, Employee Services Director Bryan Cook, Sr. Director of Strategic Planning & Libraries
Kimberly Matthews, Jack Kardy's and D.A. Aldridge.
Mr. John Allen was chosen based on his extensive knowledge of all facets of Parks and Recreation.
Including extensive knowledge in program development and implementation, management of
recreation division and an open communicator who will engage with the staff and community. Mr.
Allen was recommended unanimously by all members of the committee. He has a Bachelor's of
Science in Recreation Management and over 30 years of work related experience.
We are seeking confirmation of this selection by the Board of County Commissioners at a starting
salary of $125,000. The pay grade is a 321 and the salary range of the position is $97,667.53 -
$156,286.04.
Under F.S. 125.74(1)(k), "the employment of all department heads shall require confirmation by the
Board of County Commissioners." Section 1-2 of the County Code also requires Board
confirmation of all department heads.
