07/27/2021 Agreement TASK ORDER FOR PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES BETWEEN MONROE COUNTY AND WOOD ENVIRONMENT & INFRASTRUCTURE SOLUTIONS, INC. FOR FL KEYS MARATHON AIRPORT NON-AERONAUTICAL USE BUILDING In accordance with the Agreement for Professional Architectural and Engineering Services, made and entered into on December 19, 2018 between MONROE COUNTY, ("County") and WOOD ENVIRONMENT & INFRASTRUCTURE SOLUTIONS, INC., ("Consultant"), where professional services are allowed if construction costs do not exceed $4,000,000.00, or for study activity if the fee for professional services for each individual study under the contract does not exceed $500,000.00 ("Agreement"), as provided in Subsection 287.055(2)(g), Florida Statutes, as amended by Section 2, Chapter 2020-127, Laws of Florida, pursuant to which Attachment A, Subsection 1.01 of the Agreement is hereby modified, the parties enter into this Task Order. All terms and conditions of the Agreement apply to this Task Order, unless this Task Order amends, adds, or modifies a provision or an Article of the Agreement of which will be specifically referenced in this Task Order and the amendment, addition, or modification shall be precisely described. These additions apply only to the project referenced in this Task Order. This Task Order is effective on the 27rd of July, 2021. WHEREAS, the FL Keys Marathon Airport Non-Aeronautical Use Building, also known as the Emergency Operations Center (EOC), will be located on the Marathon International Airport, in Monroe County, and WHEREAS, the design and construction of the EOC is being funded, in part, by a grant from the Federal Emergency Management Administration (FEMA), which is being administered by the Florida Department of Emergency Management(FDEM), and WHEREAS, Monroe County has a need for professional services in the form of a peer review of architectural and structural design as part of the FEMA Grant Agreement. NOW, THEREFORE, in consideration of the mutual promises and covenants set forth below, the parties agree as follows: 1. In accordance with Article II, SCOPE OF BASIC SERVICES of the Agreement, the Consultant will: a. Conduct a Peer Review of the Monroe County Emergency Operations Center Engineering Design in accordance with the requirements of FEMA P-231 - Safe Rooms for Tornadoes and Hurricanes (Fourth Ed. April 2021), section B1.2.6 Peer Review for the technical disciplines listed below: 1 i. Architect- Architects Design Group, Inc. ii. Civil Engineering - CARDNO iii. Mechanical/Electrical/Plumbing Engineering - TLC Engineering Solutions iv. Structural - Thornton Tomasetti. b. The Peer Review will also verify compliance of the design with the 2014 ICC 500/NSSA Standard for the Design and Construction of Storm Shelters, specifically: i. Chapter 1 —Application and Administration 1. Section 106 Submittal Documents 2. Section 107 Quality Assurance Plan 3. Section 110 Special Inspections 4. Section 111 Structural Observations ii. Chapter 3 — Structural Design Criteria iii. Chapter 4 — Siting iv. Chapter 5 —Occupancy, Means of Egress, Access and Accessibility v. Chapter 6 —Fire Safety vi. Chapter 7 — Shelter Essential Features and Accessories c. Deliverables i. Peer Review Report signed and seal by a Professional Engineer for each of the disciplines reviewed, that will include detailed descriptions of the items reviewed and a recommendation of acceptance or rejection for each with an explanation provided for rejected items. The report will also include a statement of design conformity with the provisions of the 2014 ICC 500 Standard for the Design and Construction of Storm Shelters and with FEMA Funding Criteria of the 2021 FEMA P-361 - Safe Rooms for Tornadoes and Hurricanes. D 2. In accordance with Article VII paragraph 7.1.1 of the Agreement, the County shall pay the Consultant a lump sum total of Twenty-Six Thousand Five Hundred Fifty-One and 00/100 dollars ($26,551.00)paid on completion of the Task Order: a. Access and Entry - $834.00 upon completion of peer review and approval by the Director of Project Management b. Operation—During & After an Event- $6,914.00 upon peer review and approval by the Director of Project Management c. Structural Design - $9,541.00 upon peer review and approval by the Director of Project Management d. Siting - $399.00 upon peer review and approval by the Director of Project Management e. Fire Safety - $628.00 upon peer review and approval by the Director of Project Management f. Essential Features and Accessories - $2,355.00 upon peer review and approval by the Director of Project Management 2 g. QA/QC Reviews (Internal) - $1,544.00 upon peer review and approval by the Director of Project Management h. Project Management/Administration - $4,336.00 upon completion and approval by the Director of Project Management All other Terms and Conditions of the Agreement remain unchanged and in full forces and effect.
