Confirmation of the County Administrator's appointment of Brenda Beckmann to be the Trauma
Director of the Upper Keys Healthcare Taxing District (UKHTD).
ITEM BACKGROUND:
The previous Director of the UKHTD was dismissed and the Administration and the Upper Keys
Healthcare Taxing District Advisory Board have been considering individuals for a replacement. Chief
Martin has worked with the Board and reviewed applications and is participating in the recommendation
for Ms. Beckmann, effective October 6,2003.

RECOMMENDATION OF COUNTY ADMINISTRATOR
THE APPOINTMENT OF BRENDA BECKMANN
TO BE THE DIRECTOR OF THE
UPPER KEYS HEALTHCARE TAXING DISTRICT
Earlier this year, the Administrator dismissed the previous Director of the Upper
Keys Healthcare Taxing District while he was in probationary status. There were
discussions concerning how the District should be managed and it was determined that
there should be a primary managerial person in charge of the daily operations of the
- District.
The Advisory Board of the Upper Keys Healthcare Taxing District and Fire Chief
Martin reviewed existing applications that have been received months earlier, prior to the
appointment of the previous Director. The applications were still active and it was felt
that there was a strong possibility of finding an acceptable candidate.
After review of the applications, both the Advisory Board and the Fire Chief
agreed that Ms. Brenda Beckmann would be the appropriate candidate to fill the position.
The Chief and the Administrator conducted an extensive interview with Ms. Beckmann
and the Administrator is recommending the Board of County Commissioners confirm her
as Director.
Ms. Beckmann has an extensive history in the healthcare field and especially in
the Upper Keys. She is well known to the community and has direct experience working
with the Trauma District over many years. Her professional experience includes years of
working with the Key Largo Volunteer Ambulance Corp, teaching in the Florida Keys
Community College EMS programs, being a Registered Nurse with Baptist Medical
Systems, and working with various other doctors and hospitals throughout her career.
She is a Registered Nurse and has participated in a variety of healthcare related activities
over the course of her years in the Keys.
Ms. Beckmann brings to this position a strong understanding of the Upper Keys
communities and their feelings about the Trauma District. She also has substantial
background in healthcare and will require very little orientation in terms of stepping in to
the duties.
The Administrator recommends the Board of County Commissioners confirm Ms.
Brenda Beckmann as Director of the Upper Keys Healthcare Taxing District.

As you are aware, the advisory board of the Upper Keys Healthcare Taxing District (UKHTD)
has been anxious to fill the vacancy created when the previous trauma director was terminated.
In their meeting immediately subsequent to his removal, they recommended Ms. Brenda
Beckman for the position. Ms. Beckman was a finalist for the position during the previous
application process.
Subsequent to the recommendation of the Trauma Advisory Board, Personnel Department staff
initiated a thorough background check which yielded no negative findings. You and I
interviewed her in person on August 19, 2003. I discussed the results of that interview with the
chairwoman of the advisory board and confirmed that Ms. Beckman was still their nominee. In
reviewing Ms. Beckman's resume I find that she brings a wealth of experience in the field of
emergency medical services to the table, both in terms of field experience and in the
hospital/clinical environment. She has background knowledge of Upper Keys operations, and I
agree that she would be an asset to the UKHTD. I am pleased to recommend her for
employment with Monroe County.
