Spehar AGENDA ITEM WORDING: Discussion and direction for staff to start negotiations with the City of Key West to create a Homeless Safe Zone under the west end of the Monroe County Detention Center. Facility hours are proposed to be from early evening to early morning, ITEM BACKGROUND: Due to the increasing number of homeless and to the responsibility of the City of Key West and Monroe County, the suggested division of responsibilities at this time are: County - approval to use the land, water and electricity, supervisors and trustees to clean the area each morning. City - permits for concrete slab and shower and toilet facilities, pouring the slab of concrete under the Detention Center, providing lockers and security at night, providing transportation to and from the Detention Center, and temporary showers and toilet facilities. The City will also establish a program with non-profits for providing food for the homeless, County and City will assume joint liability for the area. Subject: "Homeless Safe Zone" - Monroe County Detention Center The City of Key West thanks you and Sheriff Roth for the consideration of a "safe zone" at the Monroe County Detention Center. This summer a aerial survey utilizing the sheriff's helicopter showed over 800 homeless individuals in the lower keys from Boca Chiea to Key West. There were approximately 800 living in this area, 377 were estimated to be living in the City of Key West. The "safe zone" will allow the City and County to help manage the situation by providing a safe area for these individuals to bath, sleep and go to the bathroom at night instead of sleeping in the wetlands, parks and beaches. I met with members of the Sheriff's sta:ff, Monroe County Public Works, Reverend Steven Braddock, RaiEtte A Yael and other personnel concerning the proposed "safe zone" located at the Monroe County Detention Center. Please refer to the attached photographs 1 and 2 that show the proposed location at the detention center. Photograph 3 shows the outside location adjacent to the area underneath the detention center. There is ample space in this area for individuals to sleep out of the weather. However, some of the technical problems that will have to be overcome are FEMA requirements, ventilation, and fire protection. The attached photographs 1-5 show a more desirable location. Photographs 4 and 5 show a tent type building. The sheriff department has a total of 6 of these building and there is ample room on the lot for showers and restrooms. Some of the individuals would like to sleep in the open air. The City would like for you to tentatively approve both locations. The City's Engineering Services Departments has the drawings for the location underneath the detention center and has the layout and other information for the outside area. The City will do a layout and get back with the commission and recommend which location would be apropriate to use.
