This Item pertains to the long-awaited and much -needed federal assistance for wastewater projects in Monroo County. It was originally ascertained that should federal funding come forth that the county's endeavor would be to get the "best bang for the SUCK" from tha federal funds when they are an actuality. The formula originally developed through the joint cooperation of a8 stakeholders within the county was laid out by the Intergovernmental Task Force sometime ago. The documentation supporting the formula agreement between all parties has been circulating to all stakeholders for several years now. That formula ascertained that Key Largo would be recelvIng 29.56% of the anticipated funds. The Intergovernmental Task Force reaffirmed Key Largo 29,56%a recent meeting held In the state government building (perhaps the second to last meetng). Wastewater construction is no different than any other constnlction project in that there can be terrific savings in combining numbers of units. It is extremely ex pensive to construct small projects. Presently Key Largo is looking at a cost of about $18,000 per EDU for 700 EDU's when Ogden previously contracted for about $6,700 per EDU ,for the total 'l 3,300 EDJJ Key Largo project. The premium paid for a low economy of scale also carries forth to the smalltre- of customer's monthly payment of Operation and Management costs. A considerable portion of these monthly costs are fixed costs and are proportionally much greater when only a few c ustom rs sh2re the costs. This is one reason why Miami -Dade can offer sewer for as low as $20 per month. Presently, small projects like Key Largo's (700 EDU's) are running at about S 18,000 per Fa7U when construction, management and grant administration axe summed. At $18,000 pc:r EDU, the $100,000,000 will only connect 51555 connections. On the other hand and granted that $6„700 is no longer it valid nutuber; $100,000,000 will connect 12,500 EDU's at $8,000 per EDU's. I strongly encourage and recommend that the total funds be used in their most cost efficient manner, i.e, one combined contiguous project - one contractor, one engineer and onv-cost administrative manager. In no manner do I suggest, imply or recommend that Key Largo be this projea.. Key t,argo is the closest to the mainland and the farthest down, stream of the coral reef; therefore, should be last. This is one reason why Miami -Dade can offer sewer for the $25 per month range. Presently, small projects like Key Largo's (700 EDU's) are running at about $18,000 per EDU when construction, management and grant administration are summed. At $18,000 per EDU, the $100,000,000 will only connect 5,555 connections. On the other hand and granted that $6,700 is no longer a valid number; $100,000,000 will connect 12,500 EDU's at $8,000 per EDU's. I strongly encourage and recommend that the total funds be used in their most cost efficient manner, i.e. one combined contiguous project - one contractor, one engineer and one construction/administrative manager. In no manner do I suggest, imply or recommend that Key Largo be this project. Key Largo is the closest to the mainland and the farthest down stream of the coral reef, therefore, should be last. Heavily laden nutrient waters have already passed most of the coral reef before it ever reaches Key Largo. By the way, according to Volume Il, Appendix C, Exhibit C-3, the island of Key Largo when totaled and Ocean Reef subtracted, the KLWTD has 13,377 EDU's, and not the estimated 9,279 EDU's the proposed resolution states; however, the maximum and best use of public funds should be achieved.
