Award Citation

The Florida Keys Council For People With Disabilities is pleased to present its Award for
outstanding service to disabled persons in Monroe County to
Charles Ingraham. This award recognizes his exemplary leadership and devoted
service in his positions as Chairman of this Council from 1999 to 2003 and Director of
the Monroe County Department of Veterans Affairs from 1991 to present. During this
period he also served and continues to serve in leadership positions with the State of
Florida Local (Disabled) Transportation Board, the Monroe County Veterans Council, the
Southern Homeless Assistance League and as the Monroe County Homeless Veterans
Coordinator. Himself a disabled Vietnam veteran and retired Army officer, Mr,
Ingraham has dedicated his life to the service to others. By his compassion, gentle
kindness, and determined efforts on behalf of others, he has been instrumental in
assistance to the most needy segments of our community. Through his actions and under
his leadership the lives of over twenty thousand disabled citizens of Monroe County have
been materially improved.
On behalf of the disabled citizens of the Florida Keys this plaque is presented to Mr.
Ingraham with sincere gratitude for his courageous leadership and dedicated service,
