ITEM BACKGROUND: The Growth Management Division is seeking qualified firms to work in close coordination with staff in the preparation of the Livable CommuniKeys Master Plan for the Key Largo area. The consultant will be asked to compile an existing conditions study, prepare future growth projections and determine the services necessary to accommodate such growth, assist in community visioning workshops, provide an analysis of sites susceptible to change, develop focused design guidelines for the US 1 corridor area, and make recommendations for changes to the Comprehensive Plan and Land Development Regulations. The preparation of the plan will include a public participation process and input. A Consultant Selection Committee will review written responses, interview the top respondents(s) and recommend the top ranked firm to the Board of County Commissioners for approval. Partial funding for this project is from FDOT Contract AI 893. Monroe County Purchasing Department 3 PROFESSIONAL SERVICES TO PREPARE A COMMUNITY MASTER PLAN FOR THE ISLAND OF KEY LARGO Introduction The Planning Department of Monroe County, Florida invites firms to submit proposals to assist in the development of a community based, comprehensive master plan for the island of Key Largo extending from the Miami-Dade County line south to approximately Mile Marker 97 on US 1. (herein after referred to as "the planning area"). The firm selected shall assist the Monroe County Planning Department in the collections of data, facilitation of community workshops, drafting of planning documents including development regulations, and present findings to elected officials. The master plan is a part of a larger community based planning initiative know as the Livable CommuniKeys Program which is on-going through out the Keys. The CommuniKeys program is an individualized approach to planning and development which focuses on individual communities within the county and is to provide a foundation for them based on their needs and aspirations. Currently, the Year 2010 Comprehensive Plan for Monroe County takes a 'one size fits all' approach to the development of the County. This does not recognize the individuality of each of the islands, or in some cases groups of islands, that make up the Keys portion of Monroe County. Adopted as a part of the Year 2010 Comprehensive Plan in the year 2000, the framework for the Livable CommuniKeys outlines twelve principles which guide each of the community master plans throughout the county: 1. Each Community Master Plan will contain a framework for future development and redevelopment including the designation of growth boundaries and future acquisition areas for public spaces and environmental conservation; 2. Each Community Master Plan will include an Implementation Strategy composed of action items, an implementation schedule, and a monitoring mechanism to provide accountability to communities; 3. Each Community Master Plan will be consistent with existing Federal and State requirements and overall goals of the 2010 Comprehensive Plan to ensure legal requirements are met. While consistency with the goals of the 2010 Comprehensive Plan is paramount, the 2010 Plan will be updated and amended where appropriate; 4. Each Community Master Plan will be closely coordinated with other community plans and other jurisdictions to ensure development or redevelopment activities will not adversely impact those areas; 5. Each Community Master Plan will include appropriate mechanisms allowing CItIzens continued oversight and involvement in the implementation of their plans. Through the 4 Community Master Plans, programs for ongoing public involvement, outreach, and education will be developed; 6. Each Community Master Plan will include a Capital Improvements program to provide certainty that the provision of public facilities will be concurrent with future development; 7. Each Community Master Plan will contain an environmental protection element to maintain existing high levels of environmental protection as required in the 2010 Comprehensive Plan; 8. Each Community Master Plan will include a community character element that will address the protection and enhancement of existing residential areas and the preservation of community character through site and building guidelines. Design guidelines for public spaces, landscaping, streetscaping, buildings, parking lots, and other areas will be developed through collaborative efforts of citizens, the Planning Department, and design professionals reinforcing the character of the local community context; 9. Each Community Master will include an economic development element addressing current and potential diversified economic development strategies including tourism management. The preservation and retention of valued local businesses, existing economies, and the development of economic alternatives will be encouraged through the process; 10. Each Community Master Plan will contain a Transportation Element addressing transportation needs and possibilities including circulation, safe and convenient access to goods and services, and transportation alternatives that will be consistent with the overall integrity of the transportation system not resulting in negative consequences for other communities; and 11. Each Community Master Plan will be based on knowledge of existing conditions in each community. The Planning Department will compile existing reports, databases, maps, field data, and information from other sources supplemented by community input to document current conditions; and 12. Each Community Master Plan will simplify the planning process providing clarity and certainty for citizens, developers, and local officials by providing a transparent framework for a continuing open dialogue with different participants involved in planning issues. Currently, the Planning Department is undertaking three other Livable CommuniKeys projects throughout the County: one on Big Pine Key, one in the Tavernier area, and one on Stock Island. Future plans are proposed for other areas of the Keys. The Key Largo area is unique within the Keys. It is the largest individual island both in terms of land mass and in population connected to the mainland by US Route 1. According to the US Census 2000 there are approximately 11,900 full-time residents who live in the planning area. The Census indicates there are just over 8,000 housing units, however almost a quarter of these are used as seasonal residences. 5 Due to it's proximity to southern Miami-Dade County, Key Largo experiences a lot of 'day- trippers' and seasonal residents. As the gateway to the Keys, every visitor or resident must pass through Key Largo on their journey further south, therefore the impact that Key Largo feels is much greater then that of the rest of the Keys. The Key Largo community is a mix of commercial enterprises along US 1, residential neighborhoods located down side streets, large portions of native habitat which are home to numerous endangered species, resort complexes catering to the tourist economy, and the gateway to the nations' only barrier reef. The goal of the Livable CommuniKeys planning process is to recognize and support the uniqueness of the island community and provide direction for future growth in areas intrinsically suited for it for the benefit residents and visitors alike. Objectives The Monroe County Planning Department will work closely with the chosen firm to develop a Master Plan document for the Island as a part of the Livable CommuniKeys Planning Process. The Monroe County Planning Department envisions the planning process in four stages. 1. Existing Conditions data collection The consultant will compile a report on the existing conditions of the planning area in order to use gather facts and make future land use decisions. The Existing Conditions report shall include the following elements (at a minimum): a. Land use inventory b. Demographic profile c. Transportation infrastructure d. Parks and recreation facilities e. Public service facilities f. Environmental resources g. Economic development and tourism h. Historic, cultural and archeological resources 1. Housing and community design J. Viewscapes and US 1 streetscapes In addition to the above inventory elements, the Existing Conditions report shall include (but are not limited too) mapping components for each element illustrating existing land uses coded by LBCS, roadway networks, environmental habitat types, historic resource locations, and housing types. The planning area is unique in it's proximity to Miami-Dade county and more than any other area of the Keys is impacted by the growth pressures of it's neighbor to the north. An analysis of the growth occurring in South Miami-Dade and the impacts it may have on the planning area should be included as a part of the existing conditions report. The analysis should include at a minimum 6 the potential impact of growth on traffic, economic development, housing, and redevelopment on the planning area. Currently, throughout the Keys, the loss of affordable housing is of great concern. A major portion of the affordable units are located within RV and mobile home parks. The parks are being redeveloped into upscale housing and displacing the residents. An inventory and analysis of the R V and mobile home parks within the planning area should be included as part of the existing conditions report, as well as the redevelopment potential and impact of the loss of affordable housing. The Planning Department shall provide base information for the existing conditions report as needed. 2. Visioning Workshops/Communitv input The consultant will act as a member of the Livable CommuniKeys Planning team, with the Planning Department, and assist in the preparation and facilitation of community workshops and other public input sessions. The community participation elements involved in creating the Master Plan shall include: a. Interview community leaders and key area stakeholders b. An introduction and visioning workshop to present the Livable CommuniKeys planning process and determine a community Vision for the Master Plan. c. A community survey regarding future needs/desires for the planning area d. A survey to business owners/operators in the planning area to determine the specific needs of the commercial enterprises e. A second community workshop to form future goals for the planning area f. Newsletters/mailings to be distributed after key sessions with information on the findings of surveys, workshops, and the formation of a community vision Examples of previous workshop exercises, questionnaires, surveys and newsletters shall be provided by the Planning Department as templates, if necessary. US 1 plays a major role in the shaping of the planning area. It is both the main local street and a arterial with a high traffic volume. For these reasons, a separate US 1 corridor enhancement workshop will be facilitated by the consultant and will look specifically at the opportunities and constraints within the corridor area, including the identification and analysis of sites susceptible to change ('soft' sites) and areas that are not likely to face changes ('hard' sites), with particular attention to RV and Mobile Home Parks. This workshop may be held after the Master Plan workshops, while the plan is being drafted. The corridor enhancement workshop shall focus on answering questions such as: what people do and do not like about the aesthetics of the corridor area, identify areas that would benefit from low cost improvements on public property, identify the 'look' of the area and specific land development regulations necessary to facilitate and maintain the community character such as for signage, parking, setbacks, landscaping, fa9ade improvements and lighting. The results of this workshop, both text and graphic, will be included 7 within the Master Plan document and will be coordinated with both the Overseas Heritage Trail Master Plan and the Florida Keys Scenic Highway Program. 3. Draft Master Plan Using input and insights gained from discussions with community leaders, public workshops, and the planning staff, the consultant shall develop a draft master plan following the Livable CommuniKeys Master Plan outline which will be provided by the Planning Department. The draft plan shall include the following elements: a. An introduction including the purpose of the plan, a description of the planning process, and a summary of the community input obtained b. A refined community vision which reflects the future needs and desires of the planning area c. A series of goals which address different faucets of the future development of the community and support the community vision d. A summery of the current conditions relating to each specific goal e. Recommended policies and actions which will focus on specific aspects and implementation ofthe goals f. The fiscal implications and anticipated capital improvement projects associated with proposals outlined in the plan g. Associated map documents to support the plan The plan shall include recommendations on appropriate land use changes within the US I Corridor and surrounding areas with suggested zoning and future land use changes. In order to implement the Master Plan, specific recommendations for both Comprehensive Plan and Land Development Regulations amendments for overlay districts, non-conformities, signage, design standards, etc. 4. Community Participation. Part Two Once the recommendations from the draft plan are complete, the Livable CommuniKeys Team will present the draft to the community for feedback and further suggestions to refine the recommendations. Any changes to goals, policies, or any other part of the plan shall be made and initial draft of the plan for public hearings produced. The draft will then be presented to the Planning Commission for public review and comment, and any suggested changes shall made. After approval by the Planning Commission the draft plan and associated maps will be presented to the Board of County Commissioners for approval. As a part of the Livable CommuniKeys Team the consultant will assist in these presentations. 8 Responses to Statements of Qualification Review Criteria The Review Committee will meet to consider each response to the Request Proposals. The Committee will rank each firm based on the following list of criteria. The following is the list of criteria and maximum possible in brackets, with which the Committee will evaluate each Response: · Professional Qualifications of Project Staff: Extent of background of key project staff in land use planning with emphasis on commercial development, commercial market and tourism research, and preparation of development standards and regulations for a mixed use residentiaVcommercial development. [30 points] · Objective Areas of the RSQ: Extent to which the Response addresses each objective area of the RSQ and demonstrates an understanding of the needs of Key Largo. [20 points] · Experience of Respondent: Extent to which the Respondent demonstrates that proposed project staff have experience working together on similar efforts with a residential and commercial oriented island community associated with a tourism-based economy. [15 points] · Methodology and Analytical Approach: Extent to which analytical methods and approach to data collection and assessment will successfully achieve objective areas ofthe RSQ. [15 points] · Project Management: Extent to which Respondent demonstrates a solid management structure that will expeditiously complete the project and be accessible and responsive to the needs ofthe County project manager.
