Approval to submit a grant application to receive Clean Vessel Act (CV A) funds through the Florida Fish and
Wildlife Commission to assist in reducing the operating costs of marine facilities that have received CV A
construction grants for boat waste pump-out facilities.
ITEM BACKGROUND:
A number of individuals worked to have a specific grant allocation of $250,000 made to Monroe County for the
purpose of reducing the costs associated with operating marine waste pump-out facilities at marinas that have
received CV A grants. The CV A grant process limits the charge for a pump-out to $5.00 for those receiving a
CV A grant to construct a pump-out facility. The rationale for the $5.00 cost is that the cost should be
reasonable, affordable, and should not become a disincentive to those wishing to use a pump-out facility simply
because of the cost. However, the actual cost to the operator of a pump-out facility in Monroe County is at least
$15.00 per pump-out. Thus, there is a disincentive for marine facilities to accept a CV A grant if they cannot
recoup their costs. This grant would provide the County with the funds to, among other things, hire a contractor
to pump out CV A grant marine facilities, thus subsidizing the cost of waste hauling to the County's waste
transfer sites. The County would be obligated to expend approximately $83,333 and would receive $250,000 in
the grant. Funds would come from the additional fees on boat registrations.

assistance. We will use these funds to increase the number of pump-outs in the
keys and to subsidize the hauling out of the collected boat sewage in an effort to
keep costs associated with pump-out facilities low for boaters and for marina

Source of Match: The total project cost is $333,334.00. We request
reimbursement of 75% of the total cost in the amount of $250,000.
Monroe County requests Clean Vessel Grant support in the amount of
$250,000.00. The source of match (25%) will come from Monroe County and
other local government funds. We believe these projects will greatly help to
increase the number of pump-outs in Monroe County, and will reduce costs for
the haul-out and storage of the waste collected from Clean Vessel Grant
funded pump-out facilities. The money will be partitioned as follows:
$150,000 will be used to contract a private waste management company to
haul out the holding tanks of CV A grant funded pump-out facilities. The terms of
the agreement will guarantee subsidized waste haul-out to Clean Vessel Grant
recipients in Monroe County for a period of at least three years.
$50,000 will be used to construct a dump station in Key West for the boat waste
collected from Clean Vessel Grant funded facilities.
$50,000 will be given to the City of Marathon to subsidize their waste haul-out.
The City Marina will use this money to haul the waste received from the mobile

pump-out boat and pump-out stations that serve many local marinas as well as
local and transient boaters in the Marathon area.
