Item I12 BOARD OF COUNTY COMMISSIONERS AGENDA ITEM SUMMARY Meeting Date: 19 November 2003 Division: Growth Management Bulk Item: Yes -X- No Department: Marine Resources AGENDA ITEM WORDING: Approval of a bid award to Keys Landscape for the Big Pine Key Plant Restoration Project ITEM BACKGROUND: At its February 2002 meeting the Board approved a contract with NOAA for receipt of Coastal Improvement Assistance Program (ClAP) funds in the amount of $296,387. Approximately $50,000 of these funds were provided to make habitat improvements on disturbed areas along U.S. I and elsewhere on Big Pine Key. An RFP was sent out for completion of the project early in 2003. The RFP requested that plant materials be provided, installed, and insured for survival. Shortly after the bid went out Fish and Wildlife Service offered to install the plants instead if the County would simply use the ClAP funds to purchase plant material only. Thus the RFP was stopped and a new REP was advertised for provision of plant material only. Unfortunately, the instructions as to how plants were to be installed were left in the RFP package, thus creating confusion to potential bidders. Based on this, a bid protest was filed and all bids were rejected at the Board's August meeting. The project was rebid and a single bid response was received from Keys Landscape. Staff recommends accepting this bid in the amount of $50,000 for 516 trees.
