AGENDA ITEM WORDING:
Approval of a resolution endorsing the efforts of the Planning Department to pursue funding through the
Transportation Enhancement Funds from the Florida Department of Transportation to implement bicycle/pedestrian
projects in Monroe County.
ITEM BACKGROUND:
In October 1997, the Monroe County Bicycle and Pedestrian Plan was completed and presented to the Board of
County Commissioners. The Plan highlights and proposes new pedestrian and bicycle facilities to improve safety
and to provide a continuous system from the Miami-Dade/Monroe County Line to the City of Key West.
In August 2000, the Florida Keys Overseas Heritage Trail Master Plan was completed and presented to the Board of
County Commissioners. This plan proposes the completion of a linear bicycle facility from Key Largo to Key West.
Funding for various segments of the Overseas Heritage Master Plan has come through Transportation Enhancement
Funds. In order to continue to receive funding for completion of the Bicycle/Pedestrian network for Monroe
County, staff will apply for additional enhancement funds. Staff will apply for an amount not less than $800,000 in
order to complete design, engineering, and construction of additional bicycle paths as higWighted in the Monroe
County Bicycle and Pedestrian Plan. Staff proposes in-kind services through project management as a match for the
enhancement funds.

A RESOLUTION OF THE BOARD OF COMMISSIONERS OF
MONROE COUNTY, FLORIDA ENDORSING THE EFFORTS
OF THE PLANNING AND ENVIRONMENTAL RESOURCES
DEPARTMENT TO PURSUE FUNDING THROUGH THE
TRANSPORT A nON ENHANCEMENT FUNDS FROM THE
FLORIDA DEPARTMENT OF TRANSPORTATION TO
IMPLEMENT BICYCLElPEDESTRIAN PROJECTS.
WHEREAS, the Florida Department of Transportation provides funding for
transportation enhancement through Federal Transportation Enhancement Funds; and
WHEREAS, in previous years enhancement funds have been used to fund
implementation of the Florida Keys Overseas Heritage Trail and other bicycle-pedestrian
projects; and
WHEREAS, the Florida Department of Transportation in conjunction with municipal
jurisdictions in the Florida Keys have created an application process and evaluation criteria for
the allocation of tram.-ponation enhancement funds; and
WHEREAS, Federal Transportation Enhancement funds may be used for improvements
to facilities for pedestrians and bicycles, safety or education activities for pedestrians and
bicyclists, acquisition of scenic easements and scenic or historic sites, scenic or historic highway
programs (including the provision of tourist and welcome/entrance facilities), landscaping and
other scenic beautification, historic preservation, the rehabilitation of historic transponation
buildings, structures, or facilities, including historic railroad facilities and canals, preservation of
abandoned railway corridors, control and removal of outdoor advertising, archaeological
planning and research, environmental mitigation to address water pollution due to highway
runoff. or the establishment of transportation museums; and
WHEREAS, any recognized government aaency, non-profit agency or interest group is
eligible to apply for Federal Transportation Enhancement funds;
NOW THEREFORE BE IT RESOL VED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, that the County endorses the
Planning and Envirorunental ResoW'ces Department's effons to pursue Federal Transportation
Enhancement Funds to implement bicycle and pedestrian projects in Monroe County.

reasonable and understand that significant increases in these costs could cause the project to be removed from
