The County has received a request from the Department of the Anny for a representative to participate
on a Task Team in the completion of guidance memoranda pertaining to CERP and backup that will
address the restoration plans to the (CERP) after that.

Dear Monroe County Board of County Commissioners:
First, I would like to thank you for your government's continued involvement
with the Comprehensive Everglades Restoration Plan (CERP). As you may
know the Final Rule of the Programmatic Regulations became effective on
December 12, 2003. Included in Section 835 of the Programmatic Regulations is
the requirement for six (6) Guidance Memoranda (GM) that are to be in place
within one (1) year from the effective date. The Programmatic Regulations state:
"The Corps of Engineers and the South Florida Water Management
District shall, in consultation with the Department of the Interior, the
Environmental Protection Agency, the Department of Commerce, the
Miccosukee Tribe of Indians of Florida, the Seminole Tribe of Florida, the
Florida Department of Environmental Protection, and other Federal, State,
and local agencies, develop the six guidance memoranda described in
paragraph (a) of this section for approval by the Secretary of the Army.
The Corps of Engineers and the South Florida Water Management District
shall also consult with the South Florida Ecosystem Restoration Task
Force in the development of the guidance memoranda. "
Currently four (4) sub-teams that report to an overall Task Team (Enclosure)
are developing the GMs. The Task Team and its participants will be responsible
for providing guidance to the sub-teams and reporting back to their respective
agencies. This Task Team will also report through its leadership to the South
Florida Ecosystem Restoration Task Force as described in the Programmatic
Regulations.
At this time we are requesting that Monroe County identify a representative to
participate on the Task Team. If your county desires to have a participant(s) on
the sub-teams please identify who that would be along with the sub team(s) they
would participate on. My staff will then contact the person identified. If your
agency does not wish for a person to participate on these teams and only wishes

to be briefed at existing stakeholder meetings, please provide that in your
response.
