ITEM BACKGROUND: Roads in Hammer Point are between 17 and 34 years old. All are showing severe signs of wear with the base showing through. There are many areas that have standing water 24 hours after rainfall. Eleven roads need to be resurfaced now in conjunction with storm water improvements. The following is a recap of the problems and a brief history of this area and its road system. Hammer Point was originally dredged and built in the late 1960's, and the first phase of development consisted of the following streets: Camelot, Westminster, Ellington, Fairwich, Guilford, Hilson, Ivanhoe, and Wellington. All of these original streets now show signs of severe age deterioration, with many areas of both longitudinal and transverse cracks with white stones emerging from the crwnbling asphalt binder. In addition there are multiple areas of severe subsidence with standing water well after 24 hours subsequent to a rain, In recognition of some of these problems, the County road crew has just finished are-paving of Wellington and Hilson streets, and now is embarked on a roadside drilling effort to alleviate standing water problems on some of the other older streets. A careful examination of this area with 34 years of traffic on asphalt over filled ground indicates that immediate repaving with improved grade on all of the remaining streets is needed soon before the initial asphalt completely disappears. The second development area of Hammer Point is also in need of road attention, Dredging for construction of the second phase of Hammer Point began about 1970, and was halted by court order in 1971 due to excessive depth of canals and exceeding the permitted construction area into the bay. The hold was in place for over 10 years, with re-filling of canals and replacing excessive dredged areas required. With corrections made and the elimination of many lots, the completed area went on the market in 1987, with rapid sales and home construction, The roads in this section are as follows: Cantebury, Aberdeen, Bristol, Cromwell, and Dexter, and are now 17 years in service, The condition of these newer roads show varying degrees of wear, and we believe should be given a light asphalt coat to retain the current integrity. We would appreciate an immediate review of this request and the placement of Hammer Point into an early county road repair schedule. The Pavement Condition Index (PCI) is an indication of the condition of the road. The higher the number, the better the road. The PCI has a range of 0 to 100. "GR" indicates a gravel road. As you can see, the roads in Hammer Point Park Subdivision not scheduled for paving have a PCI ranging from 59 to 86. There are 148 other County roads worse than those according to the attached list. Also, there are 416 other County roads that have a PCI between 59 and 86. A recent cash flow analysis of the gas tax fund resulted in a significant reduction of roads scheduled for paving. According to the November 2002 Seven Year Plan, 743 roads were scheduled for paving. However, after balancing expenditures with revenues (including fund. balances), we had to cut numerous roads from the Plan. The latest Seven Year Road Plan approved by the BOCC on December 17, 2003, reflects the current situation. Only 123 roads remain in the Plan, that is an elimination of 620 roads. Roads in Hammer Point Park were some of the roads that got cut, although they were not scheduled to be completed until FY 08. This is our current situation based on the existing projected revenues. No roads are scheduled to be paved in FY 06, or thereafter. This could change if paving is accelerated or delayed, or if funding levels change. Therefore, any sharing of the Constitutional Fuel Tax with the municipalities will only exacerbate this problem. During this budget year, we will all need to look at this problem very carefully. Either revenues will have to be generated, or cuts will be required. Otherwise, our gas tax fund balance will be depleted in three years. Please feel free to call me if you want to discuss this.
