This additional space is located on the east side of the Sheriff's Hanger. It is from our current property line out fifty feet to the east and two hundred feet from the County fence line to the north, Attached photos will show the proposed area of acquisition. On the additional space requested, approximately twenty by forty feet will be used to park the Sheriffs Office Mobile Shooting Range as authorized by the F.A.A. on Dec. 22, 2003. Attached is a letter from the F.A.A. authorizing the range to be located on the airport property. The remaining area will be utilized for aviation needs. If approved by yourself and Mr. Horton, we will request BOCC approval. Dear Mr. Paros: RE: Florida Keys Marathon Airport Airspace Case 03-ASO-703-NRA Construct Self-Contained Firearms Training Facility The proposed change to your currently approved Airport Layout Plan (ALP) submitted by your 10/27/03 letter has been reviewed under the authority of Federal Aviation Regulations (FARs), Parts 77 and 152. This review has considered the safety and utility of aircraft operations and planned navigational aids as related to this proposal. The proposed change to the ALP is approved provided the facilities are constructed in the location and to the heights listed in your letter. This approval shall remain in effect until the next regular update of the ALP, or the next request for Federal Aviation Administration (F.AA) approval of the ALP, whichever comes first. At that time, the facilities should be shown on the ALP either as "constructed" or "planned", whichever is appropriate. It should be noted that this study did not consider the height of construction equipment. This information needs to be coordinated with this office via an "Airspace Study Checklist" before construction begins. It should also be noted that this study did not evaluate the plans for operational safety during construction. The trailer's interior is lined with thermal insulating materials and then covered with ballistiplate steel. Acoustical material is applied to the walls and ceiling for sound absorption and the floor is finished with rubber floor panels. This method of construction provides complete ballistic security and maximum noise reduction. Page 4 of 5 Target System and Controls Caswell's Road Range is equipped with three lanes of the CasRajjTM Omni-Stop target retrieval system. This system provides 1800 bi-directional target turning for timed fire and reactive skill courses. The target can be edged or faced during transport and can be stopped at any point along the track, providing greater flexibility in target movement. The Cas Rail system can also be configured with an on-board target light. The light illuminates the target when exposed to the shooter and is useful for training under variable light conditions. The light has a built-in dimmer switch to allow the lighting intensity to be varied. For many years the standard for bullet traps has been steel armor plate lying at an angle where the bullet WOl break apart upon impact and be directed into a deceleration chamber of some kind. This design has servl satisfactorily over the years, but in the past decade growing awareness over environmental and health issu caused range operators to be concerned about using steel as the primary material for stopping projectiles. The problem with steel impact plates is that the bullet is destroyed upon impact, creating both lead fragmer and lead dust. This occurs no matter how reclined the steel plates may be, because ultimately the project must impact another plane and that is where these undesirable side effects can occur. When lead dust and fragments occur, the air and the surrounding area can become contaminated with lead dl and other material in ranges that are not properly ventilated. In addition, rounds discharged at steel imp. plates that are not directed at the proper angle of attack, in other words not directly head on, can ricochet a become backsplatter. Again, without proper ventilation, range personnel required to spend long hours in su conditions, as well as shooters themselves, are at risk of high blood lead levels. As federal, state, and local regulations began to stiffen over lead contamination, many ranges began to clo and shooters lost valuable shooting facilities. Unfortunately if this continues to occur, law enforcement agenci and recreational shooters may lose many opportunities for recreational shooting and firearms training unle changes are made. For these reasons, Caswell began developing new bullet trap concepts that did not require the use of ste impact plates so the creation of fragments and dust could be avoided in the first place. Ranges are cleaner because rounds are contained within the bed of GranTex. · Air Quality - Without lead fragments or lead dust, the air quality is higher. Depending upon existing conditions, this can actually lead to lower blood lead levels among range personnel. Several Reclining GranTrap owners have reported that their instructors actually showed reduced blood lead levels after installing the GranTrap in their range. · Safer - Because the trap has a softer surface, shots occurring at close range are literally swallowed by the trap. Thus, the Reclining GranTrap is safer when shooting at a close range, or at a cross-range angle of impact. Rounds properly diredted at the trap will not bounce back or ricochet. · Quieter - Because there is no hard steel exposed to the shooter, the range is quieter because sound is actually absorbed by the Reclining GranTrap in$tead of reflected off of steel back into the range. · Greater Recovery - When it comes time to recover the spent lead, the Reclining GranTrap allows a greater percentage of the spent projectiles to be recovered because they are mostly intact.
