ITEM BACKGROUND: Monroe County annually receives funding assistance from the Florida Department of Transportation to retain a transportation planning/engineering consulting firm. The consulting firm assists the Division in conducting the necessary study to measure the roadway level of service as required by the County's concurrency management system. The firm also assists the Planning Department in reviewing site plans, as well as performing other transportation planning activities including traffic impact studies, maintenance of the Comprehensive Plan, and updating the Monroe County Long Range Transportation Plan. This RSQ will solicit qualified consulting firms to provide transportation planning/engineering services to the Department. PREVIOUS RELEVANT BOCC ACTION: February 19, 1997 - Approval of original Transportation Planning-Engineering Consultant contract with URS Corporation Southern. The original contract has been amended seven times, the last amendment (Amendment No.7) was approved on October 15,2003. Our target respondents are consulting firms with a varied experience in providing consulting services to public sector clients. Respondents should have experience in implementing the floating car method of measuring level of service, site plan analysis, traffic impact studies, and proven creativity in developing solutions for site plan design issues. Requests for Statement of Qualifications will be advertised (date to be determined). Responses must be submitted no later than II :00 AM. (date to be determined). The County has assembled a Request for Statement Qualification Committee conslstmg of members of the Growth Management Division and Engineering Division. The RSQ Review Committee and the Board of County Commissioners (BOCC) looks forward to your participation in this effort. Responses will be opened officially on (date to be determined). The RSQ Review Committee will meet as soon after that as possible to begin a review of the proposals. Review will be completed by (date to be determined) and results of the review recommending the three most qualified firms will be reported to the BOCC at its May 2004 meeting. A negotiated contract for services will be negotiated with the firm selected by the BOCC, and the contract shall be presented to the BOCC at its June 2004 meeting. We look forward to your response. Any bids received after this date and time will be automatically rejected. Faxed or emailed bids will also be automatically rejected. A review committee will consider all Statement of Qualifications. The committee will rank each proposal and will develop a list of prioritized rankings. Based on the review and prioritized rankings, a recommendation of the lead RSQ respondent will be made to the Board of County Commissioners. The Board will automatically reject the Statement of Qualifications of any person or affiliate who appears on the convicted vendor list prepared by the Department of General Services, State of Florida, under Sec. 287.l33(3)(d), FS (1997). Monroe County Purchasing Department REQUEST FOR STATEMENT OF QUALIFICATIONS PROFESSIONAL TRANSPORTATION PLANNING/ENGINEERING CONSULTANT SERVICES FOR MONROE COUNTY, FLORIDA Introduction The Growth Management Division of Monroe County, Florida invites firms to submit qualifications to provide professional transportation planning/engineering services to the Monroe County Growth Management Division. Background Monroe County annually receives funding assistance from the Florida Department of Transportation to secure transportation planning and engineering services. These services are required to assist the County and Planning Department staff meet its obligations to maintain and update the Monroe County Long Range Transportation Plan and requirements of the Year 2010 Monroe County Comprehensive Plan. Scope of Services TASK 1: US 1 ARTERIAL TRAVEL TIME AND DELAY STUDIES 1. PURPOSE The travel time studies will be used to monitor the level of service on US-l for concurrency management purposes pursuant to Chapter 163, Florida Statutes. The studies will be conducted in accordance with the methodology that was developed by the US 1 LOS Task Force and approved by the County, the Florida Department of Transportation, and the Florida Department of Community Affairs. 2. ACTNITIES A. Using the floating car method, the County will record travel time, speed and delay data for: a) each of the 24 segments of US 1 from Florida City to Stock Island; and b) the length of US 1 from the Miami-Dade County line to the Cow Key Channel. B. The data will be recorded by date, day of week, time of day, and direction. C. The study will be conducted over 14 days within the six-week period from February 15 to March 31. The study will consist of 14 round-trip runs, sampling each day of the week twice. D. The study schedule will be coordinated with seven day, 24 hour traffic counts to be conducted by FDOT in Islamorada, Marathon, and Big Pine Key. E. The study will employ the staggered schedule of departure times previously approved by the Task Force so as to record peak hour conditions in as many different locations as possible. F. The study results will be summarized in report format including a series of tables and graphs. A statistical analysis of the mean, median, standard deviation, and range of speeds for each segment and for the overall distance will be provided. Excess roadway capacity and deficiencies in capacity will be reported. TASK 2: GENERAL TRANSPORTATION PLANNING ASSISTANCE 1. PURPOSE The purpose of this task is to provide assistance to the Monroe County Growth Management Division staff for the purpose of maintaining and updating the Long Range Transportation Plan, to ensure that transportation concurrency requirements are met by public and private development, and other tasks necessary to maintain a high level of coordination between land use planning and transportation planning activities in the Florida Keys. 2. ACTIVITIES The transportation planning consultant will provide assistance to Monroe County Growth Management Division in the following areas: a) review of site plans for internal traffic flows and access; b) preparation of traffic impact reports, c) review of access management issues, d) attendance at appropriate public meetings and hearings; e) trip generation rates for land uses f) provision of review comments on relevant transportation documents prepared by other agenCIes; g) review of transportation element of reports and plans prepared by County staff in support of the comprehensive plan amendments; h) systems planning analysis (including running the FSUTMS model); i) re-evaluation of the level of service methodology for US-I; and j) special transportation projects to implement the comprehensive plan. Consultant Selection and Evaluation Process A Consultant Selection Committee, consisting of the Director of Planning, County Engineer, Director of Island Planning Team for Lower Keys, Director of Island Planning Team for Upper Keys, and the Monroe County Bicycle-Pedestrian Planner will identify the top three ranked firms submitting Statement of Qualifications for consideration by the Board of County Commissioners. Firms will be invited to make a 15-20 minute presentations to the Selection Committee. The Selection Committee will rank the firms based on the criteria stated below. The Monroe County Board of County Commissioners will consider information provided by the Selection Committee and authorize negotiations for a contract with the top ranked firm. Monroe County reserves the right to reject any and all submittals, waive any irregularities, re-issue all or part of the RFQ, and not award any contract, all at its discretion and without penalty. Proposal Requirements and Evaluation Criteria Format. The response format shall have the following sections: 1. Letter of transmittal, and 2. A section to address the following points, which shall be used in the Committee's evaluation of each submittal (Total 95 points): Tab A. Knowledge of and familiarity with significant transportation and development issues in the Florida Keys; (25 points) Tab B. Experience, knowledge, capabilities and availability of key staff to be assigned on projects tasks; (20 points) Tab C. Past record and experience of firm on similar projects in Florida including furnishing of references (name of contact, organization, address, and telephone number) for at least three recently completed projects. (20 points) Tab D. Experience and ability of key staff to represent clients before local advisory and governing bodies, state transportation and regulatory agencies, and, courts and other appeal/hearing bodies; and (20 points) Tab E. Impose a sanction on, or require the satisfactory participation in a drug abuse assistance or rehabilitation program if such is available in the employee's community, or any employee who is so convicted. 6. Make a good faith effort to continue to maintain a drug-free workplace through implementation of this section.
