AGENDA ITEM WORDING:
Approval of staff recommendation of engineering firms and direction to negotiate a contract with the firm of E Sciences, or the second
and third recommended firms successively if negotiations fail, for completion of a stormwater / xeriscape project on Big Coppitt.
ITEM BACKGROUND:
The Commission approved a grant from the South Florida Water Management District to fund engineering design and permitting work
for a stormwater / xeriscape project associated with the bike path on Big Coppitt. Based on Commission approval, Requests for
Statements of Qualification went out in early August and all eligible responses were received in September of 2003. Six responses
were received. Staff has reviewed all Statements of Qualification and is prepared to recommend the firm of E Sciences as the
preferred firm. As a reasonably small RFQ, two staff members participated in the review of the project, Jose Papa (the Scenic
Highways Coordinator) and George Garrett. The recommendation ofE Science is unanimous among proposal reviewers. The second
and third recommendations are the firms of Ayres & Associates and CRJ & Associates respectively. With the Board's approval, staff
will negotiate an acceptable price and develop a contract for the Board's review and approval at the next Board meeting. If
negotiations with the first selected firm are not fruitful, then staff will initiate negotiations with the second and third firms
successively. A memo outlining the recommendation is attached for your review.

Staff received an reviewed six proposals in response to a Request for Statements of
Qualification for a project known as "Big Coppitt Stormwater / Xeriscape
Engineering Services." Funding for the project is provided by a grant from the
South Florida Water Management District ($20,000) and is matched equally by
funds from the County.
Review and Recommendation
Staff thoroughly reviewed six proposals submitted by the following lead firms:
Ayres and Associates
CRJ and Associates
Chen and Associates
E Sciences
South Florida Resource Conservation & Development Council, and
RS&H

1. whether the lead firm had assembled an appropriate team for the dallars
provided
2. Quality and appropriateness of lead and support staff
3. Quality of the response to the RFQ and whether they presented it as
requested
4. whether the lead firm had a clear understanding of the project scope
5. the detail presented in the "approach to the project development"
6. whether the firm had visited the site or reviewed pertinent information about
the project
7. whether the firm had worked in the Keys and had knowledge of the area a
related projects
8. whether the firm had an office in the area, reducing travel costs
9. whether the firm had completed similar projects
10. firm references
11. proposed project schedule
The results of the review by two reviewers (average scores) follow and are based
on a total possible score of 100.

Recommendation:
The review team recommends that the Board select the firm of E Science to
complete the project, "Big Coppitt Stormwater / Xeriscape Engineering Services."
Staff further recommends that they be instructed to begin contract negotiations
with E Sciences, and if negotiations fail to proceed to negotiate with the second or
third firm successively.
