ITEM BACKGROUND:
URS Corporation and Nabors, Giblin & Nickerson are working on various aspects of the Stock Island
issues. On a separate agenda item under wastewater there is a progress report concerning the initial
ASSESSMENT RESOLUTION that will be discussed by George Nickerson. Dave Burgstiner will
discuss progress concerning their Scope of Services and the establishment of the first public meeting
with Stock Island residents on April 22, 2004 at 7:00 p.m. at the Baptist Temple on 2nd Avenue on
Stock Island.

BOCC approved moving ahead with the URS Scope of Services and the assessment activities with
Nabors, Giblin & Nickerson, P.A.

Connection to Stock Island Sewer System

Per our discussion today, URS in conjunction with Mr. George Nickerson, Jr. of Nabors, Giblin & Nickerson,
P.A., identified two issues that will likely be of considerable interest to the affected property owners on Stock
Island. These issues pertain to potential assistance that the County could provide to the property owners in an
effort to mitigate the financial impact to connect to the new sanitary collection system that was recently installed.
These issues are as follows:

· Financial Assistance for Property Disproportionatelv Impacted bv the Sewer Improvements - The
preliminary information we have received indicates that the vacuum system installed on Stock Island may
have a disproportionate financial impact on similarly-situated properties. Some property will be served by
buffer tanks already installed by the utility within the right-of-way. Other than possible rehabilitation of their
existing on-site collection lines (discussed below), these properties will not be required to construct
additional facilities outside the right-of-way. Unfortunately, limitations inherent in the technology selected
for the project restrict the flow from these buffer tanks to 25% of the total number of connections to be
served by each vacuum line (four separate vacuum lines have been constructed). The owners of property not
served by these buffer tanks will be required to install valve pits outside of the right-of-way prior to
connecting. We are already aware that the property owners have strong feelings about this disparity and
anticipate that our effort to assess their individual infrastructure needs will be sidetracked by their concern
over the equity issue. Although the pending URS evaluation that will be conducted over the next few months
may identify additional improvements within the right-of-way that may reduce the on-site infrastructure
requirements, it is likely that some properties will still be required to install valve pits and other on-site
facilities, the cost of which may be considerable, A policy statement from the County addressing the cost of
additional improvements within the right-of-way and indicating what, if any, financial assistance can be
provided to the owners of property required to construct new on-site facilities prior to connecting would
assist our effort to assess their individual infrastructure needs.
· Alternative Financine: for On-Site Rehabilitation - In addition to new on-site facilities required prior to
connecting, some properties may be required to rehabilitate or even replace their existing on-site collection
lines. Although it may not be lawful to contribute public funds for this purpose, the County may be able to
offer a special assessment program (similar to that being offered for connection fees) to assist property
owners desiring to finance the cost over an extended period. A policy statement addressing the County's
willingness to offer a deferred payment program for this purpose would also assist our effort to assess their
individual infrastructure needs.

make any necessary changes before mailing.

I talked with Jim Roberts this afternoon and confirmed our schedule of work for this
month. The following dates are now confirmed:
1 ) Tuesday, April
items re: Stock Island
2) Wednesday, April

3) Thursday, April 22nd - Initial meeting with Stock Island property
owners (in the evening, time and place to be confirmed)
4) April 23rd 30th Field work at properties and meetings with
property owners
20th Meeting with County to discuss BOCC agenda
Financial Assistance (time to be confirmed)
21st - BOCC Meeting, 1:30 pm to discuss Stock Island
Let me know if you have any questions regarding these dates. Francisco, you are
welcome to attend the meetings on Tuesday and Wednesday time permitting and if you
have interest. However, I can probably handle what needs to be done on these dates.
However, I will need to have you in Key West starting on Thursday to prepare and attend
the meeting that evening, as well as the subsequent field work. Please proceed with
making travel arrangements.
Also, a job number and cost codes for the project should be ready by the end of this
week for billing purposes.
