AGENDA ITEM WORDING:
Approval of a resolution by Monroe County Board of Commissioners in support of the
Cities of Boca Raton, Hollywood and Broward County for the FACE Program. The FACE
program is supported in whole by Ileana Ros-Lehtinen, Kendrick Meek, Alcee Hastings,
Peter Deutsch, Lincoln .. Mario Diaz-Balart and Robert Wexler all members of Congress.
The Face Program initiative requests support to study sources of nutrients, trace metals,
and unregulated substances in coastal oceans and their impact on South Florida Coastal
Habitats and ecosystems; supporting local participation and federal funding.

A RESOLUTION OF MONROE COUNTY SUPPORTING THE FLORIDA AREA
COASTAL ENVIRONMENTAL (FACE) INITIATIVE TO STUDY SOURCES OF
NV'TRIENTS, TRACE METALS AND UNRE6ULATED SUBSTANCES IN THE
COASTAl. oceAN AND THEIR IMPACT' ON SOlfT'H FLORIDA'S COASTAL
HABITATS AND ECOSYSTEMS; SUPPORTIN6 LOCAL PARTICIPATION AND
FEDERAl. FUNDING FOR THE FACE INITIATIVE; AND DIRECTING THAT
THE CLERIC. OF THE COURT SEND A CERTIFIED COPY Of THIS
RESOLUTION TO THE SOllTH FLORIDA WATER MANAGEMENT DISTRICT
GOVERNING BOARD MEMBERS.
WHEREAS. the citizens and visitors of Monroe County are attracted by the high quality
of life and the area's natural resources; and
WHEREAS, healthy coastal environments; including coral reef habitats, contribute to the
quality of life and local economy; and
WHEREAS, algae blooms and other phenomena have been identified that potentially
threaten the coastal environments including the coral reef habitats; and
WHEREAS. the causes of these algae blooms and other phenomena ore not fully
understood, but may be the result of natural and human-related sources of nutrients, trace
metals and unregulated compounds; and
WHEREAS, the FACE initiative was cre4ted to provide scientific and engineering
information on the sources and impacts of nutrients, trace metals and unregulated compounds in
the coastal environment; and
WHEREAS, th~ FACE initiative is overseen by a steering committee, headed by scientists
from the Nationals Oceanic and Atmospheric Administration. that includes representatives
form the U.S. Environmental Protection Agency. the U.S. Geological Survey, the U.S. Army Corps
of EngineerS, the Florida Department of Environmental Protection. and the Florida Fish and
Wildlife Conservation Commission; and
WHEREAS, the science and information gathered and developed by the FACE initiative
will be useful to loeal, state and federal resource managers, and regulators in the protection of
the coastal resources; and
WHEREAS, federal government funding of the FACE initiative is appropriate as a broad
based effort to understand impacts on the coastal ocean environments and to establish
protection for those environments; now therefore

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUN1Y, FLORIDA
Section 1. That Monroe County supports the FACE initiative to gather and develop scientific
and engineering information on the sources and impacts of nutrients, trace me.tals and
unregulated compounds in the coastal ocean environment.
Section 2. That Monroe County supports federal funding for the FACE initiative.
Section 3. That the Clerk of the Circuit Court forward a certified copy of this Resolution to
the South Florida Water Management District Governing Board Me.rnbers.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County.
Florida, at a regular meeting of said Board held on the 16th day of June. 2004.
