Public hearing to consider an amendment to Section 2-6 Monroe County Code increasing the
compensation paid to Planning Commission members for attending meetings of the Planning
Commission.
ITEM BACKGROUND:
The Planning Commission members attend twenty-two regular meetings a year in Key Largo and
Marathon and also attend additional special workshops and meetings. Their responsibility includes
preparing for the meetings and being familiar with the County Plans and Codes. The $6,400
compensation for the regular meetings and $100 for extra meetings has not been increased since 1991.
This ordinance will increase the compensation for members to $9,600 for the twenty-two regular
meetings and maintain the $100 compensation for each additional meeting. This ordinance will become
effective on October 1, 2004.
PREVIOUS RELEVANT BOCC ACTION:
Ordinance number 008-1991, adopted May 15, 1991, amended Sec. 2-6 to set the current compensation
amount. Ordinance number 010A-1988 was codified as Section 2-6 of the Monroe County Code.

AN ORDINANCE AMENDING SEe. 2-6, OF THE
MONROE COUNTY CODE; INCREASING THE
COMPENSATION FOR THE MONROE COUNTY
PLANNING COMMISSION MEMBERS, FROM $6,400
TO $9,600, A YEAR, FOR TWENTY-FOUR REGULAR
MEETINGS, PROVIDING FOR REPEAL OF ALL
ORDINANCES INCONSISTENT HEREWITH;
PROVIDING FOR INCORPORATION INTO THE
MONROE COUNTY CODE OF ORDINANCES; AND
PROVIDING FOR AN EFFECTIVE DATE OF
OCTOBER 1, 2004.
WHEREAS, Sec. 9.5-22 of the Monroe County Code authorizes the establishment of a
Planning Commission; and
WHEREAS, Sec. 2-6 of the Monroe County Code provides for monetary compensation to the
Planning Commission members for each Commission meeting attended; and
WHEREAS, the amount of compensation provided to Planning Commission members has not
been increased since 1991; and
WHEREAS, the Planning Commission members not only attend the required meetings but also
spend time reviewing materials and preparing for meetings; and
WHEREAS, the Board of County Commissioners at their meeting of July 14, 2004 in Key
West, Florida reviewed the proposed amendment to Section 2.6, recommended by Growth
Management; and
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, THE FOLLOWING:
Section 1: Amend Section 2-6 to read:

Sec. 2-6. Planning commission members;

Pursuant to the authority of section 9.5-22(d)(2), the members ofthe planning commission shall be
compensated at the rate of sixty four hundred dollars ($6, 100.00) for the regular twenty six (26)
nine thousand six hundred dollars ($9.600) for the regular twenty four (24) commission meetings
during the year beginning October 1, 2004, and for every fiscal year thereafter, regardless of
whether the commission is meeting as the local planning agency, the zoning board, board of
adjustment, or planning commission. For all commission meetings in excess of the regular twenty-
four (24), members shall be compensated at the rate of one hundred dollars ($100.00) per meeting
also without regard as to whether the commission is meeting as the local planning agency, the

zoning board, board of adjustment, or plamling commission. Nothing contained herein shall be
coastrued to restrict payment to the members for expenses payable as otheJWise authorized by the
Florida Statutes.
Settlon ~ If any section, subsection, sentence, clause, item, change or provision of this ordinance is
held invalid. the remainder shall oot be affected by such invalidity.
SectioR 3: AU ordinances Or parts of ordinances in conflict with this ordinance are hereby repealed to
the extent of said conflict.
Section 4: The provisions of this ordinance shaJl be included and incorporated in the Code of
Ordinances ofthe County of Monroe, Florida, as an addition. or amendment, thereto. IUld shall be
appropriately renumbered to confonn to the uniform numbering system of the Code.
Section 5: Tlus ordinance shall be tiled in the Office of the Secretary of State of Florida but shall not
become effective until October J. 2004.
Section 6: The Clerk of the Board is hereby directed to forward a copy of this rdinance to the
Municipal Code Corporation for incorporation into the Monroe County Code 0 Ordinances,
