ITEM BACKGROUND: The Department of Navy, NASKW, has declared its intention to reopen a gate on old US 1 on the northeastern side of the NASKW Base to receive inbound freight and provide access for special events. A major portion of the roadbed is the responsibility of NASKW and the remainder is the responsibility of the County. County and NASKW staff recently met and a cooperative approach toward accomplishing the road opening was developed. The proposed participation plan calls for 1) the County to provide manpower, equipment and expertise to remove and load all vegetation and debris from the entire road, shoulders, and surface into NASKW provided and operated vehicles for transportation and disposal, and 2) the County to perform minor road repairs utilizing NASKW furnished and NASKW delivered materials. At the request of Mr. Clark Briggs with the Monroe County Engineering Department, this communication is forwarded to formally announce the intention ofNASKW to reopen a closed section of old US 1. The purpose of reopening the road is to establish a security inspection station for inbound freight and to provide an additional access point for NASKW special events. NASKW employees and Monroe County employees attended a meeting and walk thru of the subject roadbed on 25 May 2004. During this meeting, it appeared that a cooperative approach by both parties towards accomplishing the road reopening had developed. As a result of those discussions, the attached statement of work delineates the proposed scope of work and a proposed scope of participation of both parties. I have designated our FMED director, Mr. James McLean, as the NASKW focal point for bringing this project to fruition. Lieutenant Commander Public Works Officer By direction of the Commanding Officer Statement of Work It is the declared intention of Naval Air Station Key West (NASKW) to reopen a gate on the northeastern side of this base to support security inspections of inbound freight and to provide access for special events. A joint effort ofNASKW and Monroe County Highway Dept. has been proposed and the purpose of this document is to delineate and state clearly the proposed participation by each party. Current situation: A portion of old US 1 formerly used as an access to NASKW has not been used in several years and has become severely overgrown with vegetation. In addition, the remoteness of the road has allowed it to become a site of illegal dumping. Prior consultations with Monroe County officials have led to agreements that the major portion of the roadbed is the responsibility of the NASKW and the remainder is the responsibility of Monroe County. These consultations have also produced cooperative proposals from both parties in this issue. The intent of this document is to identifY support that can be provided by both parties and to arrive at an agreement of each party's participation. Proposals are listed below. 1. County SUDDort desired: a. Manpower, equipment, and expertise to clear and remove all vegetation and debris from the entire road/roadbed/road shoulders/road surface. b. Manpower, equipment, and expertise to load all removed material into NASKW provided and operated vehicles for transportation and disposal. c. Perform minor road repairs utilizing NASKW furnished and NASKW delivered materials. (Definition of minor to be established by Monroe County) 2, NASKW SUDDort offered: a. During county removal of all debris from the entire road/roadbed/road shoulders/road surface, NASKW will provide all the manpower, equipment, and funding required to transport and dispose of all debris from that activity. b. We expect approximately 15,000 people each day and therefore are currently working on plans for getting cars on and offbase as efficiently and quickly as we can. . One avenue of ingress/egress we intend to use is old Highway 1. After years of neglect this roadway has...been encroached by vegetation. We will be trimming vegetation from the r()adway and Jll~1dng repairS to the pavement that is on Navy property. We are legally restricted from spending appropriated funds for this same maintenance on County property, which includes the eastern most portion of the roadway closest to Highway 1. The attached photo indicates approximately 1267 feet on County property. It would be greatly appreciated if you would cut vegetation from old Highway 1 that is on County property.
