ITEM BACKGROUND: In commemoration ofthe 14th anniversary of the ADA, the Center for
Independent Living of the Florida Keys and the Florida Keys Council for People with Disabilities will
host a public celebration at McCoy Indigenous Park on July 26, 2004 in Key West. Michelle
Wisniewski, Chairperson ofthe Florida Keys Council for People with Disabilities, will receive the
proclamation.

WHEREAS, per the 2000 US Census, there are 17,536 persons in Monroe County
with a disability that impairs a major life function;
....
WHEREAS, over 55 million of our fellow Americans are identified as disabled;

WHEREAS, in order to eliminate discrimination, reduce barriers to employment
and ensure access to education for people with disabilities, one of the most
significant civil rights documents of the 20th century, the Americans with
Disabilities Act (ADA)was signed into law on July 26, 1990;

WHEREAS, the United States Supreme Court on May 17, 2004 reaffirmed the
constitutionality of the ADA in the case Tennessee v. Lane;
AND WHEREAS, in commemoration of the 14th anniversary of the ADA, the
Center for Independent Living of the Florida Keys and the Florida Keys Council
for People with Disabilities will host a public celebration at McCoy-Indigenous
Park on July 26, 2004 in Key West;
NOW THEREFORE, by the virtue of the power vested in me as Mayor of
Monroe County, Florida, I, Murray E. Nelson, join with communities throughout
the nation in proclaiming July 26, 2004 as
